MEETING WITH THE CHIEF ENGINEER(ELECTRICAL),BSNL CTD / WBTC 

One meeting was held between Sri S.K.Biswas,CE(E),  the Chief Engineer(E) and the SNEA ,WBTC on 07.12.2017. The following persons became the delegate from our association side : Sri Tapas ghosh, State secretary, Sri D.Mukherjee, SE(E), CTD/WBTC, Sri D.SENSHARMA, Asstt Secy and Sri S.K.Dutta, Asstt Secy(Elect). The following issues discussed:

A) Vehicle for BTS maintenance :- As the issue was discussed several times  in the past but the issue has not been resolved so far , the association asked clear directives from the Chief Engineer (E) regarding  payment  of conveyance charge for hiring vehicle for BTS maintenance. Proposal for hiring of OLA/UBER was also raised in the meeting. Association asked clear directive of competent authority for making payment in this regard also. However, the CE(E) also expressed his deep feelings in this matter and agreed to bestow his maximum effort to resolve the issue as soon as possible.

B) TBP under EPP -Case of and Sri K.Mistry,JTO(E) was raised and it was reminded that this case is pending for long time due to missing of document at administrative level and Sri Mistry should not be victimised for the same. CE(E) office has agreed to resend the case to the competent authority on 11.12.2017 with utmost care.

C)Posting of  Gr D staff in sub division office –CE(E) has agreed to send the proposal to the concerned authority having excess Gr D staff  within few days.

D) Procurement of new A.C units and A.C controller for BTSs:- The CE(E) has informed that estimate against requisition received  from field units have been send to the CMTS for accord of sanction of the authority.

E) Repairing of Existing DEA set and installation of new DEA set at Telephone Bhavan  :- In view of the past incidents the association expressed great concern about the issue .The CE(E) assured that all DEA se will be repaired very soon and installation work of new DEA set will be started on completion of  the civil works .

                 The meeting conducted in a very cordial atmosphere and the CE(E) once again expressed his satisfaction about the maintenance of EMS in BTSs by the field units .He has also assured his maximum co operation with field units so that, each of them perform their duties with smiling face and great satisfaction.

Meeting with the GM/HR of WBTC

Circle Secretary Com.Tapas Ghosh, Com. P.K. Roy, Asst.CS and Com. S. Awon met GM( HR & Admin) / WBTC on 27.11.2017 and had discussion on the following issues :
(I) Approval of Executives' Diary rate for the year 2017 as well as 2018.
(II) Pay protection on officiating issue.
(III) Tenure transfer cases.
(IV) Prayer transfer in the cadre of SDE .
(V) Look after arrangement in the cadre of SDE & AGM/DE etc.

The GM assured to take necessary actions to resolve the issues at the earliest.

State Level meeting of the Unions & Associations held to chalk out future programme:

 On 25th November, 2017 a State level meeting of the leaders of the Unions and Associations was held at Telephone Bhawan Kolkata. At the outset Com Animesh Mitra, CS BSNLEU WB and Convener greeted all the constituent partners for their immense support to make the "Convention" on 22nd November, 2017 and "Human Chain programme" on 23rd November a grand success. The meeting heartily welcomes the leaders of TEU BSNL in the platform of "Unions & Associations of BSNL", West Bengal. It is also to be noted that now the number of the constituent Unions & Association of BSNL West Bengal has increased from 10 (Ten) to 11 (Eleven) in the coming days. After consultation with the leaders  of NFTE, SNEA, AIBSNLEA, AIBSNLOA, SNATTA, SEWA, AIGETOA, TEU, FNTO, BSNLMS and BSNLEU the following decisions have been taken to make the 2 Days strike a grand success in West Bengal. On behalf of SNEA/WB Circle Com Tapas Ghosh, CS was present in the meeting .

a) Efforts will be taken to organise Area/SSA wise campaign programme under the banner of All Unions & Associations,

b) Poster will be published under the banner of Unions & Associations,

c) Rally will be organised on 8th December, 2017, at Kolkata.

d) Common Banner, Posters and Flex will be published in the name of Unions & Associations,

e) A leaflet will be published to make a good campaign of the "Strike Programme" etc (before publications a write up will be circulated to the leaders of the Unions),

f) Unions & associations will continue to include all other unions who has not joined so far in the strike programme,

g) Next meeting of the forum will be held on 7th December, 2017 at 3 P. M.

Meeting with the GMT/Kolkata SSA of WBTC

On 16 November 2017, Tapas Ghosh, Circle secretary,WBC, Comrade Asis Kumar Sarbadhikari,ZS, CNZ and Comrade Debasish Sensarma, Zonal President had a meeting with Sri S.K.Deb,ITS, GMT/Kolkata SSA, and discussed issues like acute shortage of executive specially in the cadre of SDE and AGM at Calcutta SSA. It was also requested to negotiate with the Circle administration to fill up the vacant post . The other development hurdles in the field of Mobile and Broad Band also discussed in the meetings.

Meeting with the GM/HR of WBTC

Com Tapas Ghosh, Circle Secretary, Com P K Ray, and Com Srikanta Awon met the General Manager (HR & Admin), WBTC on 15th November 2017 to discuss the following long pending unresolved issues :

Meeting of  "The Unions & Associations of BSNL", West Bengal Circle held at Kolkata

 On the eve of  "Human Chain" programme on 23/11/2017  followed by 2 Days  strike on 12/12/17 & 13/12/17, the leaders of the Unions & Associations of BSNL WB Circle had an extensive meeting on 14.11.2017 at Kolkata to organise the two programme effectively. The Circle Secretaries and Leaders of AIBSNLEA, SNEA, SNATTA, SEWA, NUBSNLW(FNTO) and BSNLEU were present in the meeting. Com Animesh Mitra CS BSNLEU WB initiated the discussion. Later all the leaders expressed their views in detail to make the programme successful in our Circle. Though NFTE-BSNL and AIGETOA leaders were not present in the meeting due to some  but consented to follow the decision of the meeting heartily. Com Kalyan Halder (AIBSNLEA) presided over the meeting.

Decisions taken in the meeting of the All Unions and Associations of BSNL, held at New Delhi on 14.11.2017.

 A meeting of the All Unions and Associations of BSNL, was held at New Delhi on 14.11.2017. Com. Chandeswar Singh, GS, NFTE, presided over the meeting. BSNLEU, NFTE, SNEA, AIBSNLEA, AIGETOA, FNTO, SEWA BSNL, BSNL MS, AIBSNLOA, BSNL ATM, BSNL OA and BEA BSNL attended the meeting.     The following decisions are taken unanimously. 

(1)The date of  the human chain is changed, with a view to facilitate more time for the mobilisation. Now, the human chain will be held during lunch hour on 23.11.2017.

(2)The strike notice for the two day strike, to be held on 12th & 13th December, 2017, will be served on the Management  and the DoT on 23.11.2017.

(3)At the circle level, a meeting of all the circle secretaries of the unions and associations should be held on 18.11.2017. The ways and means to effectively organise the human chain and the two day strike,  should be discussed and decided in these meetings.

1st Eastern Regional Convention

of

Public Sector and Central Government Officers

SNEA/Calcutta Telephones Circle is organizing  the 1st Eastern Regional Convention of Public Sector and Central Government Officers under the banner of All India Public Sector and Central Government Officers Confederation ( AIPCOC)  and National Confederation of Officers’ Association (NCOA) on 9 November 2017 : 4-00 pm : Institute of Engineers, 8, Gokhale Road, Kolkata-700020. 

The galaxy of stalwarts comrades Dr D Franco,GS AIPCOC ,  V. K Tomar,  President, Baby Thomas Secretary General, NCOA and Com K Sebastin GS SNEA have confirmed their participation to deliberate on threats to PSUs and challenges  to save it. That, event will also deliberate on profitability clause as notified for implementation of 3rd PRC and how the same is depriving most of the PSUs from its benefit.

The Kolkata Chapter is being formed for spreading awareness on CPSUs and Banking Sector. The auspicious committee formed with the active participation from Com Dilip Saha CS,SNEA/CTC Com Sankar Sanyal Jt Secretary (E), Com Soumen Ghosh ACS; Com Tapas Ghosh CS, SNEA/WBC; Com Subendu Ghosh CS,GRSE, Sivaji Guha AIBOC, as President  and Com Sanjay Das as State Secretary.

All the members of SNEA are earnestly requested to be present in the Regional Convention to make it grand sucess.

CFA   GOODS PROCUREMENT

JF leaders were called by the concerned officers for discussion on the various issues raised in our letter dated 23.08.2017 and 14.09.2017 and we had a detailed discussion with the management on 04.10.2017.

a) Purchase of Cordless Phone: We reiterated our objection on purchase as BSNL will not be able to procure quality material and it will not help to retain the customers. Instead of this, BSNL should procure materials like dropwire and other materials to maintain the external plant, fault free. Focus should be on improving the external plant, instead of equipments at customer premises. For this, SSA heads should be enpowered to procure materials like jumper wire, UY connector, CT Boxes etc. Business Area concept taken away the powers of small SSA heads, TDMs or TDEs. First their financial powers are to be restored. Management agreed to consider our suggestions.

b) Free Call Diversion Facility from Land Phone to Mobile:Management welcomed our suggestions and assured early actions.

c) Empanelment of vendors and no procurement of modems: It is informed that management seriously considered this demand from us and decision is already taken:

i) for empanelment of vendors.

ii) to procure quality/branded modems only and if required, tender document will be amended/modified for that purpose.

We further stressed that purchase, if at all required should be restricted to branded items with additional features, 3G inbuilt data card etc with latest software. Management agreed to consider this points also.

d) Empanelment of EPBTs and incorporating memory and Information handling facility in EPBTs: After discussion management agreed for empanelment of vendors for EPBTs also. During new procurement and empanelment, the demand for EPBT with memory also will be considered positively.

Historic decision is taken in the all Union & Association meeting held at New Delhi on 04.10.2017

a) to settle 3rd PRC and left out issues of 2nd PRC

b) to stop the Subsidiary Tower Company.

General Secretaries/Representatives of BSNLEU, NFTE, SNEA, AIBSNLEA, FNTO, AIGETOA, SEWA BSNL, BSNL MS, BSNL OA, ATM and TOA BSNL participated in the meeting. Detailed discussion took place, on the ways and means to strengthen unity. After detailed discussion, unanimous decision was taken to orginise the struggle in the single banner of All Unions and Associations of BSNL.

The meeting unanimously decided the following agitation programme:

1. Lunch Hour demonstration on 16.10.2017 at BSNL CO, Circle/ SSA HQs.

2. "Human Chain" on 16.11.2017 at BSNL CO, Circle/ SSA HQs.

3. Two days strike on 12th and 13th December 2017. Even then issues are not resolved the indefinite strike will be organized till the demands are materialised. 

 

       All Circle office bearers, CWC members ,Zonal Secretaries, Zonal President, Zonal office bearers and activists are requested to mobilize our beloved comrades for the said trade union programs , called by All Unions and Associations of BSNL and all should try there level best to make the program a grand success.

Meeting with the GMT/Kolkata SSA of WBTC

On 21st September 2017, Tapas Ghosh, Circle secretary,WBC, Comrade Asis Kumar Sarbadhikari,ZS, CNZ and Comrade Debasish Sensarma, Zonal President had a introductory meeting with Sri S.K.Deb,ITS, GMT/Kolkata SSA, and discussed issues like implementation of recent intra-circle JTO transfer which was pending from November 2015. GM assured to release all Executives under the purview. Year-old deadlock unfreeze and total fifteen SNEA members will be benefited. In this connection Sri S.K.Deb expressed his concern about functionality of sub-divisions starving for executives in the field. Sri Tapas Ghosh, CS, assured to provide all possible co-operation in this regard. Our beloved CS elaborated the path of growth and revenue and proposed to convert all telephone exchange to act as mini CSC where New SIM card and recharge facility will be available. Aside GM/ Calcutta SSA also advised to hold meeting inviting all service unions and associations for development.

Management Committee of BSNL Board approved the proposal of 3rd Pay revision with full 15% fitment w.e.f 01.01.2017. The IDA will be neutralized as on 31.12.2016.

Nation wide PROTEST

 

Tower Subsidiary company formation will lead to disintegration of BSNL.

 

Tower Subsidiary company formation will lead to disinvestment or strategic sale. Then BSNL will lose the management control also.

 

 

 

Tower sharing business is a strategic business segment where BSNL gets maximum revenue without much investment.

Govt goes ahead with merger of Banks and Oil companies to make them stronger, on the other side Govt dividing a strong BSNL into small small pieces.

SNEA, AIBSNLEA, AIGTOA, BSNLEU members and leaders of WB circles staged Lunch hour demonstration on 15.09.2017 in front of CGMT/WBTC chamber at the 1st floor of CTO building. Com P K Ray (SNEA), Com Aniruddha Basu (CS,AIBSNLEA), Com Nilesh Kumar (AIGTOA), Com Tapas Ghosh (CS, SNEA) and Com Animesh Mitra (CS, BSNLEU) were the prominent leaders who spoke about the present steps for disinvestment in the name of Strategic sale to drop down the viability and enormous potential of BSNL as a whole in near future. There were very spontaneous and sincere protest organised by the BSNL executives, non-executives and workers through out the countries.

Only the united and sustained struggle of BSNL employees and workers will role back the present Cabinet decision as "formation of Tower subsidiary company". Let us fight for our existence and for our common people interest.

Hold Lunch Hour demonstration on 15.09.2017

 

In strong protest against the Central Govt decision to form Tower Subsidiary company by hiving off tower assets from BSNL, Lunch Hour demonstration is to be held at BSNLCO, Circle and SSA HQs on 15.09.2017, Friday. Let all Unions and Assns. invited to join and protest against their decision to bifurcate the BSNL as well as national enterprise to weaken the public sector.

Future programme will be decided by next week.

CHQ DEVELOPMENTS

Meeting with CMD, BSNL on 24.08.2017: JF leaders had a meeting with the CMD on 24.08.2017 on various issues.

JF leaders raised the issue of continuing victimization by the management, that also when all the agitation programmes were deferred after discussions with the management on the assurance that management will take all out efforts for settling the issues. This is clear betrayal which we never witnessed in the history of trade unions, JF told CMD.

JF demanded that the charge sheet and all other vindictive actions against all the leaders should be withdrawn unconditionally.

CIRCLE NEWS

Much awaited  transfer for the Comrades of Electrical Wing  had been issued by the Office of the Chief Engineer (Electrical). On behalf of our association Circle Body persuade this issue with Chief Engineer (Electrical) for last few months . Click here for order.

Circle Secretary  along with Com S. Awon and Com P.K. Roy  met GM(HR& Admn)/ WBTC on 25.08.2017 and had a prolonged discussion on various HR issues and the GM/HR&Admn/CO assured to take necessary actions to resolve the issues  at the earliest possible time. Let us hope for the best possible results within a very short span of time.

Massive Lunch Hour demonstration on 17.08.2017


Thousands of Comrades of SNEA and NCOA held lunch Hour demonstration throughout the country demanding 3rd Pay revision without affordability clause. Comrades from AIGETOA and other Assns and Unions also joined the demonstration. Congratulations to thousands of Executives participated in the Lunch Hour demonstration.

The Memebrs of SNEA(WBC) also hold the programme before the CGMT/WBTC Chamber at CTO Building, Kolkata. Com Sankar Sanyal, Jt Secretary (East), CHQ and Com. Sumit Roy Chowdhury were addressed the gathering on that issue on 17th August 2017.

NEWS FLASH

In a major breakthrough, the draft proposal on CPSU Cadre Hierarchy presented by PGM and Jt GM(Pers) to CMD and DIR(HR). It is understood that CMD almost agreed to the proposal and directed to process it further.

It will be a great breakthrough for all the cadres. On implementation, it will bring uniformity in promotional avenues

to all the cadres in different wing upto AGM/CAO equivalent grades.

In the intervening period of processing the CPSU Hierarchy, the ongoing promotions upto 2015-16 vacancy years will be completed to the extent possible for the smooth change over to CPSU Hierarchy.

In another major breakthrough, management agreed to our demand for increasing the DGM(T) posts from the present 1303. Mgt agreed to increase the number from 1303 to 1900, almost 50% hike. Still we are trying for some more increase in the

number to maintain a ratio with the number of AGMs in CPSU Hierarchy. Telecom Engg side is having

very less number of posts comparing to other streams.

Wearing black badges and holding Protest demonstration

on 17.08.2017 against

the DPE OM linking affordability for 3rdPay Revision.

The NCOA meeting held at Chennai on 06.08.2017 decided to wear black badges and hold Lunch Hour demonstration in protest against the affordability clause for 3rd Pay Revision. According to NCOA, more than 160 CPSUs will not be eligible for 3rd Pay Revision due to the affordability clause. NCOA demands that Pay revision should be implemented without the affordability clause.

All Branch/SSA/Circle Secretaries, Office bearers at all levels and activists are requested to make the programme successful.

1st All India Conference of ALL INDIA PUBLIC SECTOR AND CENTRAL GOVERNMENT

OFFICERS’ CONFEDERATION (AIPCOC) at Chennai on 05.08.2017:

The 1st All India Conference of AIPCOC, held at Chennai on 05.08.2017 attended by the Associations representing the CPSUs of all the sectors and Central Govt officers. Associations representing Banking sector, Telecom sector, Power sector, Insurance sector, Oil sector, Coal, Defense sector, Central Govt Gazetted officers confederation, Railway, ITDC etc attended the Conference.

Leaders from different sectors addressed the Conference about the issues faced by the sectors and how the Govt policies affected it. Central trade Union leaders also addressed the conference. From BSNL, West Bengal state Com Tapas Ghosh, CS(WB), Com Dilip Saha, CS(CTD) and Com Sankar Sanyal, AGS(East) were also attend that conference at Chennai.

new chapter of Unity

In a historic decision, yesterday, complete AIBSNLEA/Delhi Circle having more than 200 members merged with SNEA, Delhi Circle, writing a new chapter of Unity among the Executives.

New Adhoc Committee of SNEA, Delhi Circle formed with Com S K Agarwal as Circle President, Com Satish Kumar as Circle Secretary and Com Sandeep Mathur as Circle Treasurer.

CHQ wholeheartedly welcome all of them into SNEA and wish them all the success. This merger took place in the presence of General Secretary, President, Chairman, AGS and Jt secretary.

The regular promotions in the cadre of STS (Regular AGM) from the eligible SDEs and AGM(L/A) working under WBTC are in the pipeline. All the Zonal Secretaries and the listed candidates are requested to send the APARs for the missing periods as soon as possible. C H Q Leaders are continuously knocking the doors of BSNL, DoT and MOC

to fulfill our long cherished demands within a very short time

Joint Forum of BSNL Executives Associations vigorously pursued the HR issues with CMD/BSNL, DIR(HR), PS to MoSC, PGM(Pers), PGM(Estt) and GM(FP) during last one week. The following positive developments also happened in various issues. In addition to the CHQ leaders of JF, Com Laxman, President/AIGETOA was also available at HQ during this week.

a) Implementation of standard pay scales of E2 and E3 w.e.f 01.01.2007:

BSNL proposal is not seriously processed by DoT so far. The matter is still at Director/Jt Secretary level. So JF leaders met PS to MoSC for expediting the approval. After discussion, PS assured that the matter will be discussed with Hon Minister and an opinion will be made. Thereafter necessary actions will be taken. We sincerely hope that DoT will review its decision and approve the BSNL proposal for E2 and E3 scales before 06th August as JF agitations on pay scales are postponed till 06.08.2017. 

b) Promotions in different cadres:

i) JTO(T) to SDE(T) promotion in both quotas: The gradation particulars of the JTOs upto 2005 rect year called by BSNLCO from the Circles. This is due to huge retirement of senior JTOs and large number of JTOs in the AIEL passed the LDCE for SDE(T) promotion. BSNLCO directed Kerala Circle to file an urgent MA for allowing BSNL to go ahead with DPC and promotions subject to the outcome of the court cases. Pers section of BSNLCO called the applicants of the case at Ernakulam for discussion during the month of May, on the initiative of JF. Mgt assured them that there are sufficient vacancies to promote all the eligible JTOs and to facilitate the DPC and promotion. Seniority fixation will be decided as per court decision. They responded very positively. Once court grants permission in the MA for conduction of DPC and issuing promotion orders, we will be able to go ahead with promotion orders immediately. JF is in touch with the applicants and have clarified the stand and the strong initiatives from management side in this regard.

Meanwhile an administrative decision shall be taken by the management to go ahead with promotions in light of the court judgments on reservation, Govt guidelines and the SLP filed in the Hon SC. This will be filed as an affidavit in the Hon Chandigarh HC before effecting promotions in all the cadres where judgment on reservation is involved. This will pave the way to promotions through LDCE/DPC which have been held up for so long.

ii) JAO to AO promotion: The proposal for administrative approval for conducting the DPC is processed, vacancy yearwise. More than 650 vacancies are there as on date. After the approval, ACRs will be collected and VC will be called.

iii) SDE to DE promotion: The roster preparation for 2014-15 and 2015-16 (as on 31.03.2016) almost completed. It will be sent to SCT Cell for approval. Simultaneously action will be initiated to call the VCs. Large number of missing ACR cases are there which is uploaded in the intranet and in our website. All CSs and SSA secretaries to pursue urgently and send the ACRs. The assessment report and soft copy also required urgently.

iv) AO to CAO promotion: Action is initiated for administrative approval. After that ACRs will be collected from CR section and VCs will be called.

v) SDE( C) to EE( C) promotion: Once BSNL mgt taken a decision on reservation issue based on the judgment and Govt orders, this promotion can be issued. DPC is already conducted. Only fresh VC required.

c) 30% Superannuation Benefits: After lot of persuasion, management moved a proposal for increasing the contribution by 2%. However, JF and the Unions & Associations are trying its level best to increase the contribution as per our demand. Earlier management proposed the increase in stages, starting with 1%. File is in EF section, discussion completed and expected the clearance by Monday. It is expected to be cleared by the MC of the BSNL Board in a month time.

d) CPSU Cadre Hierarchy implementation: The draft proposal is examined by Legal Cell and returned to Pers Cell with their opinion. During discussions with management, it was decided to switch over to CPSU Hierarchy on completion of the ongoing DPCs which are in advanced stages. A presentation on CPSU Hierarchy will be given to the CMD in the last week of July. We demanded CPSU Hierarchy implementation w.e.f 01.01.2017, protecting all the ongoing promotions. We are trying to get it approved in the next Board meeting in Sept/October. CPSU Cadre Hierarchy implementation will ensure that all the Executives are promoted to the next grade, upto AGM grade, in a time bound manner independent of the number of vacancies. 

e) Approval of HR plan: After lot of discussions, on 12.07.2017, Restg cell made a presentation of the draft HR plan to the MC of BSNL board. Since all the HR issues are pending in the Board due to non finalization of HR plan, we are strongly pursuing it so that HR plan also will be approved in the next Board meeting. E1+5 increments, SDE RR, CAO post diversion, CPSU Cadre Hierarchy implementation, increase in Superannuation fund, E1A/E2A notionally from 01.10.2000 for Civil/Elect/TF/PA/PS etc, 1st TBP etc will be approved by Board only after finalization of HR plan.

On approval of HR plan, posts in all the cadres will be drastically reduced due to large scale closure of landlines. So along with approval of HR plan, CPSU Cadre Hierarchy also to implemented, otherwise all the functional promotions will be stopped.

Last date for submission of membership form for salary deduction is 15.07.2017. As per guidelines, the change in membership can be submitted latest by 15.07.2017. All SSA Secretaries are requested to submit the forms in time and monitor the progress. Approach all the non members (of JF) and convince them to join SNEA, the only Recognized Association and strengthen the Unity movement.

Circle Association met the new CGMT/WBTC : The available Circle Office Bearers and kolkata based Zonal Office bearers who were present in and around Circle Office at Kolkata yesterday (24.05.2017) met Sri Shyam Narain, CGMT WB who took chair on 23rd May, 2017 under the leadership of Com. Tapas Ghosh, CS WB.  The leaders expressed their hope that under the captaincy of the new CGM the WBT Circle will definitely turn around. They have also assured the authority that so far the Development, Service and other allied issues of the Circle are concerned, as the main recognized union of the executives, SNEA will extend fullest cooperation with the management. But at the same time Com. Tapas Ghosh told that if the employees posted in rural and remote areas to this circle remain unhappy with the HR issues it would not be possible for them to work with free and fair mind. Importance to be given for opening Sales units and proper utilization of manpower, for posting and transfers our Circle either follow the Corporate office guidelines or framed a new policy of transfer. The new CGM assured the leaders that he will discuss regarding the Service of this Circle along with  the pending HR issues  to  with the SNEA very shortly. Sri P S Bhattacherjee, GM (NWO/CM) was also present in the chamber of CGM.

Latest news from Joint Forum of BSNL Executives Associations,CHQ

The DO letter from CMD, BSNL to Secretary DoT to review the PO dated 28.03.2017 is under process in DoT. Management arranged a combined meeting of JF and BSNL management in the Hon Ministers Office next week to explain the issue. Afterwards management is arranging a meeting with Secretary, DoT also in this regard.

On other HR issues, actions will be initiated from Monday onwards and discussions will be continued from Monday. Director HR shall be reviewing the progress every week.

If the standard pay scales of E2 and E3 are not approved by DoT by 28.05.2017 and progress is not there in the HR issues as assured, our agitation programmes will be resumed and intensified w.e.f 29.05.2017 with the following programmes.

29.05.2017 onwards: Indefinite Relay Hunger Strike and Work According to Rule.

If any negative developments happening in between, these agitation programmes will stand preponed accordingly.

To keep the momentum and mobilization at all levels, the following programs will be observed in the intervening period.

08th to 28th May: Executives will perform duty by wearing demand badges.

Every Tuesday (09th, 16th & 23rd May): Executives will work without taking Lunch, in protest.

Joint Forum of BSNL Executives Associations,WB circle continuing the tooth and nail struggle to achieve the esteemed demands from the BSNL management with the final concurrence from DoT since 01.05.2017 at CTO building (south gate) by relay Hunger strike with a set of participants for every days. A good number of comrades came on every days during the lunch hours to express their solidarity to the participants of the Indefinite Hunger Strike. New comrades and the leaders of the joint forum of executives in BSNL apprises the house time to time of any developments occurred in New Delhi also. All the comrades were roaring with huge tunes for slogans with great fighting spirits.

 

To give a social security for the comrades (members of SNEA) who were passes away untimely due to their prolonged illness or accidents our beloved association built up a FUND by raising fund from the monthly subscriptions. This time the SNEA, CHQ issued three cheques amounting Rs. 1,00,000.00 each for the spouse of the ill fated persons from WBC to the Circle Secretary for disbursement, though we could not expected that, the relief is / are required for anybody at all.  See the Sanction Letter and Cheques

Indefinite Day long Relay Hunger strike 

(09.30 am to 05.30 pm)

at CTO/KOLKATA (south gate) for WBTC  starts from 01.05.2017 onwards.

Various SSAs should join the Relay Hunger strike at Circle HQs in rotation to make the programme successful. All our members should voluntarily come forward to participate in the Hunger Strike. This Relay Hunger Strike will continue till the issues are resolved to our satisfaction. WB Circle body chalk out the strategy accordingly.

The agitation programes will be further intensified after two weeks as reported earlier.

Relay Hunger Strike in West Bengal and Sikkim concluded

On 3rd day the Relay Hunger Strike observed with the great expectation and sacrifices of the grass root level to highest leadership of SNEA in particular as per the legacy of the movement in BSNL to erstwhile DoT. Several comrades got the chances to express their own views and experiences throughout the day. All the speakers spontaneously encouraged by the fellow comrades who were present their very patiently at CTO/KOL South gate. A delegation from AIBSLEA,WB comprising the state president Com Kalyan Halder and Com Aniruddha Basu also be present there to express their support towards this movement in the second half. Com Tapas Ghosh gave thanks to everybody from the Circle Joint Forum also share the last experiences on meeting with the CGMT/WBTC, he told that, the CGMT also supported our demands as such E2 and E3 which are very justified, he expressed the opinion that, much more penetrating movement should be staged before the BSNL and DOT HQ at New Delhi to draw the national level attention with the huge gathering from states to Centre. Relay Hunger Strike in West Bengal and Sikkim continuing

With great zeal and enthusiasm the 72 hours Relay Hunger Strike continuing everywhere in WBTC SSA and CTO/Kolkata also crossed the 48 hrs (2nd day) schedule successfully. The CHQ leadership of joint Forum asked the support from BSNLEU, NFTE and SNATTA on going protest programme, they have also reciprocated in befitting manner. In Kolkata on the 2nd day the circle secretary of BSNLEU Com Animesh Mitra along with a good number of that union members came and participated for couple of hours. Com Animesh Mitra, Com Prasant Jain and Com Tapas Ghosh gave their valuable views and speech towards the gathering at CTO/Kolkata south gate. 72 hours Relay Hunger Strike in West Bengal and Sikkim

72 hours Relay Hunger Strike (25 -27th April, 2017) are now in the full swing throughout West Bengal Circle SSA and Circle headquarters with the jubilant participations from all executives from all grades and age against the decision of DoT for demotion in pay scales for JTO/JAO and SDE/AO in E1 and E2 scales instead of our long demand to fix them to E2 and E3 respectively and other all demands as per the notice served to BSNL. The leadership from SNEA and AIGTOA called the crusade and lead the movement under the banner Joint Forum of Executives in BSNL. It is observed the spontaneous and jubilant presence of youth comrades to lead the movement to a great momentum at our call for series of movement which was started on yesterday. In this direction, Circle level meeting has been held yesterday at Telephone Bhawan Kolkata , for successful implementation of the program. 1) Hold coordination meetings at each SSA level with all associations.

2) All executives will apply one day Mass leave for 28-April immediately in ERP.

3) All office bearers should take four day leave ie 25-28 April.

4) Finalise three sets of executives to sit on hunger fast on three different days ie 25, 26 & 27 April.

5) Program will start with gathering of all executives at CTO South Gate at 9 AM sharp on 25th April 2017 and same will continue all remaining days , Relay hunger fast will start thereafter at the same venue , all executives from other non recruiting circles will also gather at CTO/Kolkata for protest program.

So, all district secretaries are requested to take initiative and don't wait for a call from other side. Observe the above activities with schedule for a strong fight to the DoT & BSNL Management towards resolution of our issues. All District Secretaries should keep a close coordination with the respective Circle Secretary and bring to the notice about any issues or problems faced by you through sister association or management. Meeting with the CGMT and GM/HR of WBTC

Com. Tapas Ghosh, circle Secretary and Com P K Ray, Asst. circle secretary met Sri R. N. Jha, the CGMT/WBTC on 15th April 2017 at his office chamber at CTO/Kolkata to resolve the following issues as early as possible:

All the zonal / district secretaries are requested to apprise the WBC body i.r.t. Look after issues, pending TBP and prayer transfer of JTOs and SDEs latest by 30th April 2017.

Com. Tapas Ghosh, circle Secretary, Com P K Ray, Asst. circle secretary  and Com. Srikanta Awan met the GM/HR/WBTC on 17th April 2017 at her office chamber for a fruitful and prolonged discussion with very congenial atmosphere as a follow up action which was discussed with the CGMT/WBTC on last 15.04.2017. The GM/HR/WBTC assured us that, she will take up the appropriate steps to resolve the issues as soon as possible.

Our next course of Protest and action Program are as:

1. 25th, 26th and 27th April 2017 72 hours relay hunger strike at SSA and Circle Headquarters, Sanchar Bhavan/BSNL Headquarters.

2. 28th April 2017: One day Mass Casual Leave by all Executives of BSNL.

3. 1st May 2017 onwards: Indefinite relay hunger strike at SSA, Circle and BSNL Headquarters and Work According to Rule along with Complete Non-Cooperation till resolution of the issue.

4. The program shall be intensified further from 10th May 2017 onwards if they will be reluctant on this burning issue.

Joint Forum of BSNL Executives’ Associations served notice to Secretary, DoT and CMD/BSNL demanding settlement of the following demands by 10th May, 2017

1. Immediate Issuance of Promotion Orders from JTO (T) to SDE (T) under DPC/LDCE quota and issuance of Promotion Orders in all other cadres, in all the wings under both quotas.

2. Extending 30 percent Superannuation Benefit to the BSNL recruited employees along with revision in date of implementation from the beginning.

3. Extending initial basic of Rs. 22820/- to the Executives recruited post 01.01.2007.

4. Uniform 1st Time Bound Promotion in Four Years for all Executives.

5. Extending E1A and E2A scales notionally to JTO/SDEs of Civil/Electrical/Arch/TF wings and PA/PS cadres w.e.f. 01.10.2000.

6. Scrapping of ongoing DR-DGM recruitment and DR-DGM/MT RRs.

7. Resolution of other long pending HR issues.

Comrades, it is a Do or Die battle for us. On pay scales DoT already issued PO and we have to mount tremendous pressure to reverse the order. For the seniors, it is their responsibility to protect the cadre and its dignity. What struggle they had done in 1986, 1996 and 2002 for the up-gradation of the cadres remind us how important this issue for all of us. If we allow demotion of JTO and SDE cadre, tomorrow same fate may follow for other cadres also. The status of the company also will be degraded by the lowering of pay scales. For the youngsters, they have to understand that their pay and status is going down for ever. They should not allow the office bearers to be complacent and should mount pressure at each level by fully participating in the struggle. They have to take the lead in this crucial struggle to shake the DoT establishment. This will be the last opportunity for all of us to get this prestigious pay scale for the cadres, for the post 2007 recruited executives and the future. Similarly other HR issues also to be addressed without further delay. Promotions in all the cadres, Superannuation benefits, pay parity of 22820 for post 2007 recruited, 1st Time bound promotion uniformly after 4 years, E1A and E2A for C/E/Arch/TF/PA/PS etc from 01.10.2000, scrapping of DGM and MT RRs are the main issues. All the issues will be settled only through struggles and continuous persuasion. Notice is already served and the success of the struggle fully depends on the participation of the members. Success of the struggle will lead to resolution of the issues. Make all the preparations along with all other Associations. Make meetings at all levels and prepare every Executive to come out and join the agitation.

Approval of the BSNL decision to replace the intermediary pay scales of E1A and E2A by standard pay scales of E2 and E3 w.e.f 01.01.2007 based on the Union Cabinet decisions and DPE guidelines dated 26.11.2008 and DPE direction to DoT dated 09.07.2014.

16.03.2017 and 17.03.2017: Relay Hunger Strike at BSNLCO and Circle Offices. Lunch/Closing Hour demonstration in all SSA HQs.

11.04.2017: Mass Dharna at BSNLCO/Circle/SSA HQs.

25.04.2017 to 28.04.2017: Relay Hunger Strike at BSNLCO/ Circle/ SSA HQs.

Since notice is given to Secretary/DoT, no agenda related to BSNL mgt included. This issue has to be settled before 3rd PRC implementation at any cost. It is a DO or DIE situation for all of us.

Joint forum of all Unions and Associations in WBTC met at CTO Kolkata on 28.02.2017 and discussed on programme to be observed on 9th March 2017 as per CHQ Forum of all Unions & associations call. It is unanimously decided to hold a rally from Raja Subodh Mallik Square (Wellington Square) near Hind Cinema to Rani Rashmoni followed by submission of memorandum to the Hon'ble Governor of West Bengal. On behalf of our association Circle Secretary and ACS were present in the meeting.

It was also decided in the meeting that on 2nd March 2017 at 2 PM, a Convention will be arranged at "Subarna Banik Samaj Hall", Kolkata in support of the said programme. All office Circle Office Bearers, CWC members, Zonal Office Bearers, activists and beloved Comrades are requested to attend the said rally programme on 9th March 2017.
 

Zonal Secretaries of other SSAs except Kolkata will observe the same programme before District Magistrates.

Circle Office Bearers' meeting along with Kolkata based Zonal Secretaries and Zonal Presidents will be held on 07.03.2017 at Telephone Bhavan 6th floor at 4 pm. All Circle Office Bearers, CWC Members, Zonal Secretaries and Zonal Presidents are requested to attend the meeting in time. Agenda of the meeting -

OBITUARY

With profound sorrow we condolence the sad untimely and unexpected demise of our beloved Comrade Pravakar Roy , A.O (TR)/COB SSA on 22.02.2017 at 8:50 am at Bangalore. It is needless to mention that he contributed a lot to our beloved organisation BSNL by his sincere devotion and activity throughout his service life. We will remember him and he will remain alive in our memory and mind forever. We all together convey our condolence to the members of the bereaved family. May his departed soul rest in peace

Subscription deduction from salary from January, 2017 – submission of forms:

All SSA Secretaries are to submit the declaration forms well in advances to the DDOs so that the deduction can be started from the salary of this month itself from all our members. The forms should be submitted with a covering letter. All SSA/Branch Secretaries may make this opportunity to meet each and every Executive and thank them for electing SNEA as the only Recognized Association for the next three years and seek their wholehearted support in resolving the issues and for the revival of BSNL. Make it sure that all the forms are submitted by 15th January without fail.

The forms may be submitted as and when it is collected, without waiting for the last date so that DDOs can initiate the work well in advance.

All Circle/SSA bodies to open bank accounts immediately, if not opened so far and furnish the details to the DDOs for remitting the quota.

Meanwhile the quota upto December, 2016 may be collected in full and remitted to the respective body before CWC meeting on 13th -15th February, 2017.

All CSs, SSA/Branch Secretaries are requested to make all out efforts for filling the forms from all our members by this month itself. All the form collected may be submitted to the DDOs immediately for processing.

The forms of the Executives working in Non-recruiting Units, duly signed by the SSA Secretaries may be submitted to the respective DDOs clearly mentioning the SSA and Recruiting Circle in which they are working. This information is required for distributing the Circle and SSA quota. In the case of INSP& QA Circle, DDO is at Jabalpur and in the case of NCNGN, DDO is at New Delhi. So all the CSs may collect the forms and send it to CS/MP Circle in the case of INSP&QA Circle and to the GS in CHQ address in the case of NCNGN for monitoring purposes.

Attention of Branch/SSA/Circle Secretaries: Submission of subscription Forms to DDOs:

As per BSNLCO orders, two months time given to submit the forms to DDOs. So all the forms are to be submitted by this month itself. For the purpose of processing in time all SSA Secretaries should submit the forms immediately. CSs may monitor the progress regularly. After this month, we will get the opportunity to submit forms only in the month of June, 2017. Special focus may be given to our members working in Non recruiting units like Mtce Regions, Transmission Project, Civil, Elect, Arch, QA, T&D/INSP, NCNGN, Training Centres, NFS, Term Cell, CCAs, ITPC, BBNW etc.

All efforts may be taken to complete 100% collection of forms.

Circle Secretary wrote a strong letter to the GM(F),WBTC on 14.02.2017 on present look after arrangement in the cadre of CAO in KGP SSA. It is observed that a good number of AOs, who are junior in respect of concerned AO in KGP SSA, given L/A in the grade of CAO in WBTC. Moreover, the senior most AO in KGP SSA Com Amitava Mondal is given the charge of DGM(IFA) in KGP SSA as and when needed, bypassing the next higher grade as CAO, which is completely unjustified. Circle body in persuasions and actions

Circle Secretary Com. Tapas Ghosh, along with Com. S. Awan & Com. P K Roy met DGM(F),WBTC on 10.02.2017 to discuss the look after arrangement in the cadre of CAO in KGP SSA. It is observed that a good number of AOs, who are junior in respect of concerned AO in KGP SSA, given L/A in the grade of CAO in WBTC. Moreover, the senior most AO in KGP SSA is given the charge of DGM(IFA) in KGP SSA as and when needed, bypassing the next higher grade CAO, which is completely unjustified.
We expressed our strong resentment and requested to resolve the issue at the earliest. The issue was also discussed with GM(HR & Admn), WBTC and requested to resolve it. We also discussed the Temporary Advance related issue in ASANSOL SSA and informed that, if temporary advance is not given to the concerned field Executives, unrest situation may be created due to non-payment of wages to the contractual labours. It was assured that the issue will be resolved within 2-3days.


Circle Srcretery Com. Tapas Ghosh along with Com. S Awan & Com. P. K. Roy met GM(HR & Admn), WBTC and had a prolonged discussion on the following issues :-
(i)Tenure transfer cases in the grade of SDE.
        (ii) Publication of longest staying list in the cadre of SDE in Sancharika
                (iii) Prayer transfer cases of the Executives of age 58+ yrs.
                        (iv) Publication of prayer transfer applications of JTOs & SDEs in Sancharika as early as possible.
                                (v) Rule-8 transfer cases.
                                        (vi) Look after arrangement in the cadre of SDE as well as DE/AGM and other issues.
GM(HR & Admn) has assured to take necessary measures to resolve the issues.

Informations from CHQ WEB SITE

Congratulations: The court case filed by SNEA at Hon PCAT, New Delhi for the pay fixation under FR22(1)(a)(1) without the restriction of FR 35  for the officiating JTOs come up for hearing today and we got favourable judgment. The benefit extended to SNEA members as in the case of others. We met PGM (Estt) and held further discussions on its immediate implementation. Once judgment copy is received, it will be immediately endorsed to the Circles, PGM (Estt) assured. Our Jt Sec Com Arvind Dahiya was present in the court to pursue the case.

The meeting of UNIONS AND ASSOCIATIONS IN BSNL at CHQ Level was held on 06-02-2017 and  reviewed the implementation of the ongoing SWAS programme. At the same time, the meeting also felt that, a final push is needed to be given, to boost the revenue collection of the Company, before the current financial year comes to an end. Keeping this goal in mind, the meeting has unanimously resolved to call on the entire Non-Executives and Executives of BSNL to work for an extra one hour every day, from 10.02.2017 to 31.03.2017. It is decided that, maximum efforts should be taken during this period, to intensify the marketing activities, by giving special focus to the latest tariffs launched by BSNL. Atleast the Non Executives and Executives posted in Indoor and offices may volunteer one day in a month to join with the marketing activities and Melas etc. It is also decided that special efforts should be made to improve the quality of services.

Meeting with Chief Engineer (CIVIL WING)

CS-SNEA(WB) Com. Tapas Ghosh along with ACS Com. P K Roy, ACS Com. Santanu Chakraborty and AZS/ CSZ Com. Bhaskar Ganatra met with CE (C)- WB Zone on 11/01/2017 and following points were discussed:

1. Transfer order of JTOs posted at Port Blair & Namchi: CE (C) assured that their transfer order will be issued before completion of their tenure.
2. Request transfer of SDE(C), Port Blair Sri T K Pal & SDE(C), Raigunj Sri Jayanta Achharya : CE( C) told that he has taken note & will consider the cases after discussing the situation with senior officers.
3. SDE(C) Look after charges to Senior JTO(C)s Sri Paritosh Sarkar & Sri Rajeswar Biswas: CE (C)'s response was positive & told that action may be taken soon.
4. Regarding provision of Computers/printers at Civil Division/Subdivisions: CE(C) agreed to buy computers/printers within his power and has asked CD/CSDs to send fresh requisition with status details of existing computers.
