Meeting with GM(HR & ADMN.) WBTC on
05.09.2018
A
meeting was held on 05.09.2018 in the chamber of GM(HR & Admn.) WBTC with
SNEA WB Circle. In this meeting CS Com. Tapas Ghosh, President Com. PK Roy,
Vice President Com. Mihir Bose, CWC Member Com. Srikanta Awon, ACS HQ Com.
Ashis Kumar Sarbadhikari, ACS (Telecom)Com Somenath Ghosh and Treserurer Com
Jayanta Mitra were present. Initially CS introduce newly elected office
bearers with GM(HR & Admn.) and President submit the list of the newly
elected circle office bearers to GM(HR & ADMN.). The meeting was continued
for prolong time with the following agenda:
1)
Clarification regarding JTO Officiating pay fixation FR-22(1)(a)(1).
2)
Publication of longest staying list for AGMs and JTOs
3)
Redeployed of manpower posted in CDMA which are being closed.
4)
Authorization to SSA head for HR issue (Except L/A order).
5)
Problem regarding CTTC card repairing centre.
6)
Prayer transfer cases of AGM/SDE/JTO 58 years and above
7)
Preparing of Sanction strength and working strength of all executive of WBTC
8)
Shifting of Circle office to CTO building
9)
Anomaly to extend the benefit not to all eligible DR JTO SRD-2011 and
onwards JTOs regarding E1+5 increment in WBTC.

Point
wise details are as below:
1)
The agenda was discussed vividly for a long ting. Com. CS explained the
matter to GM(HR & ADMN.) since beginning and discussion took place on
clarification which will be sent to Corporate Office. Com CS requested GM
(HR & ADMIN )to send the letter immediately.
2) GM(HR & ADMN.) told that long
staying list of AGM will be published soon and for JTOs later on.
3) GM(HR & ADMN.) told order
already issued for Soumitra Kumar Das, SDE CDMA to SDE Legal, Sanjoy Paul,
SDE CDMA to SDE CGM Secretariat, Amit Kumar, SDE CDMA were already selected
for CTTC, Sanjoy Kumar JTO CDMA to JTO S-I, for rest order will be issued
shortly.
4) GM(HR & ADMN.) Agreed to issue
the order to authorized SSA head except L/A order.( The Order already issued
by GM(HR & ADMN.) on very next day).
5) Com CS told to look into the
matter though at CTTC card repair centre One JTO and One JE posted and card
testing equipment also available but card repairing are not being done due
to non availability of spare parts. Com CS requested her to take necessary
action immediately .
6) It is requested to GM(HR & ADMN.)
to issue prayer transfer order of AGM/SDE/JTO of 58 years and above .
7) The list already prepared by
GM(HR & ADMN.) and also a copy handed over to Com CS.
8) GM(HR & ADMN.) told she is
trying her level best but could not specified the date.
9) The case discussed by Com
Somenath Ghosh elaborately with GM(HR & ADMN.) and submit all relevant
papers to her and she assured she will send the case to Corporate office for
clarification.
10) Yes it is pending due to
accrued fund crisis.
11) GM(HR & ADMN.) told presently
some space crisis is there after shifting circle office to CTO building the
case will be considered.
12 ) GM(HR & ADMN.)

Open Session of SNATTA on 09.09.2018 at Kolkata attended and
addressed by
Com. K.Sebastin,GS/SNEA.
R.S.Verma,GS/AIGETOA, Animesh Mitra,VP/BSNLEU, Islam
Ahmed, President/NFTE & Prasun Mukherjee, OS(East)/AIBSNLEA attended
the meeting. Other local leaders of different unions/associations
were also present there.
From the side of BSNL administration CGM/CTD, GM(HR&A)/CTD,
GM(Fin)/CTD, GM(Fin)/WB & GM(Mktg)/WB attended the Open Session.

2nd Circle Conference of SNEA
held on August 31 and
September 1, 2018

2nd Circle Conference of
SNEA WB Circle was held on 31st
August & 1st September, 2018 at Moulali Yuba Kendra,
Kolkata. On 31st August
10: 30 AM, the session was started by flag hoisting by Com Tapas Ghosh,
Circle Secretary, W B Circle.
After
Flag hoisting, delegates’ session started
at Conference Hall, 3rd Floor, Moulali Yuba Kendra and it
continued till 2 PM which included discussions on Circle Secretary’s
report.
The
open session
started from 4 PM at Yuva Kendra Auditorium which was jointly convened
by SNEA West Bengal circle and Calcutta Telephone Circle jointly.
Joint open session was attended by CGM CTD Sri Sitala Prasad Tripathy,
CGM WBTC Sri S K Garg, CGM ETR Sri G Guha, CGM ETP Sri A Maji, CGM CGM
TF Sri A K KUndu and SNEA CHQ office bearers viz GS Com K
Sebastin, President Com A A Khan,
AGS Com Padmanava Rao & Joint
Secretary (East) Com Sankar Sanyal.
Almost all the senior officers from WBTC, CTD, ETR and ETP circles in
the rank of PGM, GM, DGM were also present in the open session. The
meeting was further illuminated with the presence of Sri Soumya Dutta,
GS, All India Banking Officers Confederation.
Open session was started by paying
homage to Late Com W Sesagiri Rao. Later
all the dignitaries on the dais were felicitated.
Both the Circle Secretaries of WB Circle and
Calcutta Telephones Circle have placed Key notes
which included recent issues e.g. Implementation of CPSU Cadre hierarchy
w.e.f. 1/7/2018, Implementation of 3rd PRC w.e.f. 1/1/2017,
Earliest allocation of 4G spectrum, Extending 30% superannuation
benefit, Approval of standard pay scales E2-E3, parity in the starting
pay for post-2007 JTOs/JAOs etc. and the problems prevailing in the
respective circles in respect of maintenance & development in different
fields viz CFA, CM, Transmission, EB, Sales & Marketing, FTTH. Both the
circle secretaries, in their key notes, have suggested the measures to
be taken by the apex level senior officers of both the circles to
resolve the said issues.

All the CGMs and senior officers addressed
the house. In their speech they
assured to take necessary actions
as pointed out by both circle secretaries. They also openheartedly
praised the initiative taken by circle secretaries to mobilise their
members for development of BSNL.
General
Secretarys, President/CHQ highlighted all national issues
and assured to take proper measures at appropriate level.
The open session was continued till 9 PM and
all the members were present in the auditorium till the meeting
concluded. Vote of thanks was given by AGS CHQ Com Padmanava Rao.

Post lunch session, election procedure was
started to elect new Circle office bearers and CWC members for the next
term. The election process was conducted by Com Padmanava Rao, AGS, CHQ
as per approval of the Representative Council.

and expenditures report of TEOA Bhavan in every CEC meeting.

The
representative council has also decided that all the above said sub

With a very high pitch positive note, the 2nd Circle
Conference of SNEA WBTC was concluded.
All India Conference (AIC)
The next
All
India Conference (AIC)
will be held at
Ludhiana, Punjab, from 28th to 30th November, 2018
(Dr Manmohan Singh, Auditorium, Punjab Agricultural University,
Ludhiana). The Pre-AIC, CWC Meeting will be held on 27.11.2018.
Circles/SSAs/Branches not having held their respective
Conferences within time frame stipulated in the constitution must hold their
conferences immediately to be eligible to attend AIC.
The
delegate election
should be done by the Branches/Divisions/Districts/SSAs immediately by
convening the General Body meetings after notifying it, so that reservations
can be done by the delegates. The number of delegates should be elected as
per the provisions of the constitution (01
delegate for every 30 members or part thereof being not less than 20,
subject to a minimum of one per Branch/Division/District/SSA.
CHQ Office bearers, CSs and CWC members shall be ex-officio delegates). All
the trains to Jammu and Amritsar will pass through Ludhiana. From
Chandigarh/ Ambala Cantonment/ New Delhi, lot of conveyance is available.
For the delegates,
accommodation will
be available from 27.11.2018 A/N to 01.12.2018 F/N.
For the CWC members, accommodation will be available from 26.11.2018 A/N to
01.12.2018 F/N.
Considering the huge expenditure, the delegate fee is retained as Rs 1,250
per delegate, as in the last AIC. Observers
are not allowed.

1st GB meeting of
ETP KOLKATA ZONE
was held on 18. 8. 18 Saturday at 3 pm in the ETP Circle office.
Com. Tapas Ghosh, CS, Com. P.K.Ray, ACS and Com. S.Awon attended the
meeting. ACS and CS addressed the house on the recent developments &
issues which are being pursued at Circle and CHQ level.

Most of the members were present in the meeting. |

met GM(HR & Admin)/ WBTC on 08.08.2018
and had a
prolonged discussion
on the following issues :
(i) Discrepancies in the long stay list of SDEs uploaded in
Sancharika on 06.08.2018. We also submitted some discrepancies and requested
to take the correct measures in this respect. We requested to endorse in the
long stay list the Intra SSA Transfer served by the SDEs in their previous
cadre(s)/grade(s) .
(ii) Uploading the regular AGM/DEs’ long stay list in
Sancharika at the earliest. GM(HR & Admin) agreed on this issue.
(iii) Posting order of the newly promoted SDEs through LDCE,
SCF and also AGM/DEs. GM (HR & Admin) assured to take necessary actions at
the earliest in this regard.
(iv) Shifting of Circle Office to CTO Building at the
earliest . It is assured shifting will be done as early as possible and GM
(HR & Admin) told that NIT will be issued soon for shifting.
(v) To issue the Transfer order of Senior Officer working at
Darjeeling hills for more than 5 yrs.
(vi) To put in Sancharika the staying seniority list of PA,PS
and PPS working in WBTC.
(vii) To issue the prayer transfer orders of all the
Executives whose age already crossed 58 years . GM assured to take necessary
actions in this regard.
(viii) Closure of CDMA establishments in WBTC as per
Corporate Office order by 5th September 2018. GM(HR & Admin) told necessary
actions will be taken as per CO order.

Meeting with the Chief Engineer(E)
On 02.08.2018 the SNEA, WB Circle hold one meeting with the
Chief Engineer(E) in his chamber. In the meeting Com. TAPAS GHOSH,CS, Com.
P.K .ROY,ACS AND Com. S.K.DUTTA,ACS(E) were present.The meeting was mainly
confined regarding transfer/posting of JTO(E) and SDE(E) matter .
In the last transfer /posting order in the grade of SDE(E)
issued by the CE(E), some discrepancies in regard of transfer of some member
of our association was noticed. Actually that order was deviated partially
from the transfer posting rules of CO. The association pointed out the
matter and the CE(E) have also acknowledged and agreed for necessary
modification without violating the rule.
The association also requested to bring out modified station
seniority list of JTO(E) and SDE(E) so that ,transfer/posting matter becomes
more transparent and grievances among
members are redressed.
There was discussion regarding allotment of hiring vehicle
for BTS inspection ,the CE(E) has assured that possibility approval for 4
nos vehicle are there and decision will be taken up shortly.
The CE(E) has informed us about huge saving on account of
energy consumption during the last financial year have been achieved by the
electrical wing which has crossed the target of the ratio of expenditure on
account of energy cost and revenue ,as fixed by the corporate office. In the
coming year electrical wing will save more amount than current year as
informed by the CE(E).
The meeting was held in very cordial atmosphere. The
association also extended thanks to the chief engineer(E) for his very
positive attitude in resolving problems of electrical wing.
Circle office bearers meeting
prior to II Circle Conference will be held on 10th August 2018 at 4 PM at
6th Floor TB - all the Circle Office Bearers and CWC members are requested
to attend the meeting.

General Body meeting of EZBC Kolkata Zone
was held on
28/7/18
at Nodal Centre, Salt Lake . Circle Secretary and Jr.
Secretary (East), CHQ attended the meeting and also addressed the house on
recent HR issues, development on 4G spectrum allotment & 3rd PRC . Comrades
from ITPC, T& D, Nodal Centre attended the meeting and took part on
discussion on the said issues.

and had a prolonged discussion on the following issues :

1st August 2018 for submitting the discrepancies by the concerned
Executives. GM(HR & Admin) agreed on the matter.
(ii) Uploading the regular AGM/DEs’ long stay list in
Sancharika at the earliest. GM(HR & Admin) agreed on this issue.
(iii) Posting order of the newly promoted SDEs through LDCE,
SCF and also AGM/DEs.
(iv) Maximum Nos of pending Rule-8 Transfers against the JTOs
who will join in WBTC after completion of training in the 1st week of August
2018.
(v) Shifting of Circle Office to CTO Building at the
earliest
(vi)To issue the Transfer order of Senior Officer working at
Darjeeling hills for more than 5 yrs.
(vii) To put in Sancharika the staying seniority list of
PA,PS and PPS working in WBTC.
(viii) To issue the prayer transfer orders of all the

Meeting with Smt Sujatha T Ray Dir/HR & Admin
A
delegation of SNEA/CTC and WBTC
met
Smt Sujatha T Ray Dir/HR & Admin
at Ballygunge Place , Kolkata in the intervening slot of Review Meeting as
part of the official fixture. Com Dilip Saha CS/CTD, Com Tapas Ghosh CS/WB,
Com Soumen Ghosh ACS/CTD, Com Sankar Sanyal Jt Secretary(E), Com Ankur Singh
AO/ETP, Com Anisul Haq AO/TF, Com Tapas Mazumder, CAO and Com Madhuchandra
Rakshit represented the said delegation.
After a brief exchange of pleasantries, We thanked Dir/HR for
issuing the promotion orders from JTO to SDE & SDE to AGM/DE/EE cadre in
Telecom, Civil, Electrical, TF etc. and also from JAO to AO. We should
introduced the CAOs (L/A) under purview of promotion and wanted to know the
hurdles for effecting promotion of 2003 & 2005 AOs in spite of sufficient
and indisputable vacancy (regular) existing to accommodate them. Dir HR
spoke of litigation in court and that next date of hearing is on 07/09/2018.
But then, she is trying to see, if the dates could be proponed for early
submission from BSNL. In as much as catch up rule is concerned, the same is
not applicable for CPSEs. We apprised her that a figure of 670(approx)
vacancy existing in the cadre of CAO and that 2003 & 2005 AO promotes could
hardly fill in 450(approx). So, apparently, there is no reason not to go
ahead with the promotion. Dir/HR clarified that submission from BSNL is
required before the management could go ahead with the promotion and that if
the dates of hearing could be prefixed, there is likelihood of orders being
issued by end of Aug 2018.

DIR(HR) was reminded of around 6000 vacancies existing in the
cadre of SDE and that effecting promotion upto the year of 2010 should not
pose a problem. She assured to explore all means to promote to the best
extent feasible. When asked, whether parity in promotion in all cadres can
be expected in the coming days? She retorted, that accounts, under the
existing system always have had a privilege, however, the matter of parity
is under her active consideration.
E2/E3 IDA pay scales
for the cadre of JTO/JAO and SDE/AO and other equivalent cadres :– We
apprised her of the initiative taken by the association during this
intervening period and as had been suggested by her in the last meeting in
Kolkata. In fact, the letter addressed to Hon’ble Minister of Communication
in recent past drew intervention from the appropriate authority to see the
file return from DoP&T to DOT. Thereafter, DOT had send the file to DPE,
reportedly with statement of facts considered to be incorrect. SNEA had
already met Secretary/DPE and Advisor DPE to brief on the issue put the
facts in perspective with DPE. The submission by DOT that E1A and E2A are
meant for absorbees only is thoroughly incorrect. Association requested her
to depute some senior officers to DPE to clear the haze. Dir/HR readily
agreed to the proposal and said that GM/Establishment is already tasked with
the job.
3rd PRC:-Dir/HR
exhorted to meet Hon’ble Minister in this regard and apprise him of the
situation. She said, Hon’ble Minister was very keen to go ahead with it but
unfortunately, of late, no meeting could be held in this regard. She also
informed that one or two unions/association had sought meeting with Hon’ble
Minister but reportedly no confirmation has been conveyed in this regard.
She is of the opinion, either the unions and associations meet the minister
to know on its status or management could seek a meeting to apprise on its
progress.
Promotion from SDE to DE:–Dir/HR
informed that she is contemplating to effect list no-8.
Promotion from DE to DGM:–Dir/HR
informed that around 700 vacancies are existing in the cadre of DGM. A
further up-gradation would be required to accommodate all eligible DEs till
date. She informed the management has kept the matter under consideration.
Association queried on when management is deciding to
implement CPSE Hierarchy– Dir/HR shot back to know what SNEA is expecting of
? Association said that SNEA/CHQ had always been a
proponent of CPSE Hierarchy and advocated for early implementation.
The large number of promotion that had occurred indeed brought about a great
deal of content but it has widened the notion of disparity too. Dir/HR
replied that she would try her best to bring about parity in promotion.
However, some court cases are to be taken care of before effecting promotion
in some cadres. She believes, the notification could come out in Aug or Sept
2018–hopefully by then the decks would get cleared and left out promotions
effected. She also made it a point that notification in respect of CPSE
Hierarchy shall have retrospective effect.

Recently the meetings held in New Delhi of
All Unions
and Associations of BSNL (AUAB),
they have discussed in detail about the
non-implementation of the assurances
given by the Hon MOSC to the representatives of the All Unions and
Associations of BSNL, in the meeting held on 24.02.2018, on the issues of
implementation of 3rd Pay Revision to BSNL employees,
implementation of Government of India Rules on payment of Pension
Contribution by BSNL and the allotment of 4G spectrum to BSNL etc.
It is decided to call on the BSNL employees to organise the
following agitational programme:-

Demonstrations
in front of the BSNL Corporate Office, CCA offices at all Circles and at SSA
levels on 11.07.2018.
2)
Relay hunger strike
at the BSNL Corporate Office, Circle and SSA levels on
24th, 25th & 26th July, 2018.
The All Unions and Associations meeting held on 04.07.2018
also discussed the financial condition of the company and after detailed
discussions, AUAB taken some important decisions to
boost sales, marketing and
provisioning of new connections
with special focus on FTTH, Leased circuits, Broadband and Mobile
connections to increase the revenue.
The important decisions are:
(1) To call upon the employees to observe a movement calledBSNL

CEC meeting of SNEA, West Bengal Circle
The Circle Executive Committee Meeting was held on 09.06.2018
morning at TI Hall, 3rd Floor of CTO Building with great enthusiasm and
spirit.
The meeting started with the welcome address by Com Kajal
Chakraborty, Vice-President SNEA, WB Circle. All the CEC members extended
congratulations to the newly elected Zonal Secretaries of new generation
Com. Pramod Kumar, ZS, Siliguri Zone & Com. Sukumar Chanda, ZS, Raiganj
Zone. All most all the Zonal Secretaries , Circle office bearers, CWC and
CEC members attended the meeting.
The session starts with reports from Zonal Secretaries of
West Bengal Telecom Circle. All ZSs highlighted membership status in their
respective zones along with present problems/difficulties faced while
working in field. The major points discussed were Mobile network problem,
Media problem due to random fiber cut, Broadband issue, acute staff
shortage, absence of adequate equipment and spares/stores, ERP related
issues, unlisted labours issues etc. CS Com Tapas Ghosh addressed every
individual issue and promised to look into the cases to have a solution.
Com. Dilip Saha, CS, CTD Circle, Com. Somen Ghosh, ACS , CTD Circle and Com.
Sankar Sanyal, Jr. Secretary, East, CHQ attended the meeting and also
addressed the August House on recent CHQ issues. Some organisational
resolutions were passed by the CEC , specially on reorientation of Zones and
membership quota. At the end of the meeting Vote of thanks was conveyed to

A very successful and well organized
general body meeting
of SNEA
BANKURA-PURULIA
ZONE was conducted in new administrative building of Bankura SSA in presence
of Com. Tapas Ghosh, CS SNEA WB Circle, ACS Com. P.K.Ray, Com. Srikanta Awon,
Zonal President of Durgapur Zone Com. Rabi Lochan Mandal, TDM/ Bankura SSA,
Com. S.K.Mandal, retired and other Comrades. The meeting was presided over
by Com. Asish Kr. Ash. The meeting also witnessed active participation from
the young Executives in Bankura SNEA Unit. Unfortunately the Purulia
Comrades did not attend the GB meeting due to some communication problems.
Different issues related to service , association's activities on PRC, Cadre
Hierarchies implementation, E2 scale for JTOs were discussed. CS and others
delivered their valuable speech mentioning many relevant points pertaining
to BSNL services, viability and HR issues. The ambiance of the meeting was
very good and the

requested GM (HR & Admin) To resolve the issues earliest.
(v) To put in Sancharika the staying seniority list of PA, PS
and PPS working in WBTC.
(vi) To issue the prayer transfer orders of all the
Executives whose age already crossed 58 years . GM assured to take necessary
actions in this regard.
(vii) SDE (L/A) arrangement for CAL SSA .
(viii) Endorsement of newly elected office bearers of Zones/SSAs
from Circle Office to the SSA Heads .
(ix) To extend the Hard Tenure facilities to those SDEs who
joined in WBTC on inter Circle Transfer, issued by Corporate Office
considering WBTC as Hard Tenure and other issues.

and had a discussion on the following issues :
(i) Non receipt of fund by the Sub-Divisions of SSAs
for regular maintenance works and other payments. DGM(F) informed us
that WBTC are not getting sufficient fund as per requisition for
last four months - so it is not possible to send fund as per need.
He assured to take necessary measures with corporate office for
getting fund.
(ii) Prayer Transfer of account Executives who have
applied for request transfer to their desired places on the criteria
of completion of more than two years at their present working places
/ on family need/ on medical ground. DGM(F) assured to take
necessary actions in this regard and other issues.

Massive campaign among the public
against the anti-BSNL policies of the Government like Tower Subsidiary
formation, delay in allotment of 4G spectrum etc from 07-05-18 to 11-05-18:
All the Central Trade Unions and the CPSU employees are making massive
campaign
from 07-05-18 to 11-05-18
against disinvestment / privatization of CPSUs. The All Unions and
Associations of BSNL (AUAB) meeting held on 24.04.2018 decided to conduct
week long
campaign, street corner meetings
etc from 07th to 11th May, 2018, against the anti-BSNL policies of the
government and
demanding the
rolling back of the Subsidiary Tower Company.
All employees are requested to make the campaign very successful to get
public support. Coordinate with the office bearers of other Unions and Assns
at different levels. The Circle Secretary (WBC) opined that, All zonal
Secretaries are requested to observe the said campaign among the general
people (citizen of India) as per their convenience with the close
consultation of
AUAB (WB).
Public support is
very crucial for the success of our struggle demanding roll back of

was held on

at Celebrity Banquet Hall, Rabindra Avenue, Malda in presence of Com.Tapas

members duly attended the meeting . Our Veteran Com. A.K.Dey, Ex-Zonal-Secretary
for a long time of combined Malda & Raiganj Zone & Ex-CWC member was present
in the meeting . His presence always remind us upto what level we can extend
our efforts to our mighty Association for serving the rights & interests of
our beloved members as well as survival of BSNL. New generation Comrades
shared their experience and problems in the august house and other senior
Comrades also raised many recent issues for discussion. Com. Sandipan
Bhattacharya ZP, Siliguri Zone attended the meeting and express fraternity
and solidarity with Malda Zone. The leaders of SHQ delivered valuable
lectures regarding organizational matters and recent issues. CS suggested to
form a Co-ordination committee of all zones of North Bengal comprising
President and ZS of each zone. The committee should be headed by Organising
Secretary ( North Bengal ) and deal various development and staff issues of
this Business Area (BA). The whole house was buzzing with enthusiasm and the
Zonal Conference was arranged by the Malda Zone Comrades in a very nice
manner in all respects.

AGM (RE), Circle Office was held on 15/3/18 in TI Hall, CTO Kolkata at 2pm.
A good no. of employees as well as members and officers of Circle Office

Basak delivered their homage . Almost all the prominent participants shared
their vibrant memories while remembering Com Basak for his unexpected sudden

very jubilant vibrant beloved member of our Association, posted as AGM/RT/CO
suddenly passes away today morning (10.03.2018) at his residence.
We deeply mourn his sudden demise.
It is an unbearable loss to our organisation.
Zonal Conference of
Suri Zone
was conducted on
21.01.2018
at BINAPANI ANUSTHAN Bhavan Suri, with the presence of CS Com Tapas Ghosh,
Asst.CS Com P.K.Roy, Circle VP Com K.Chakraborty and Com S.Awon.
TDM,Suri/SSA also attended the meeting. All most all beloved
Comrades of Suri Zone attended the meeting. Zonal Secy, SNEA, Suri Zone Com
Sibu Das placed his report followed by Accounts report placed by Treasurer
Com Sanat Pal. The meeting was presided over by Com Subrata Mukherjee,
President, SNEA , Suri Zone. TDM, Suri/SSA delivered his speech on the
prevailing issues and constraints in respect of maintenance & development of
Suri SSA and he also pointed out what to be done at this critical juncture
for survival of Suri SSA. Maximum members and mainly the young batch of
Executives took part on discussion regarding the issues of work culture and
development at Suri SSA and expressed their serious concerns on continuous
downfall of services. CS delivered his speech very strongly with lots of
good advices. ACS and Com S. Awon also addressed the meeting on recent CHQ
and SHQ issues. The arrangement of whole, right from decoration to
felicitation was nicely managed by the members of Suri Zone. The newly
elected office beaters of Suri Zone for the next term took oath before house
to work together with fraternity, integrity and above all transparency .The
meeting was ended with vote of thanks of President.

The 8th Zonal Conference of
Asansol Zone
was held on
9th December 2017
with great zeal and enthusiasm at GM office campus, Asansol. Com Tapas Ghosh,
Circle Secy with his team enriched the Conference. The CHQ office bearer Com
Sankar Sanyal and CWC member Com Mrinal Das were also present in the meeting
honouring Zonal invitation. All most all beloved Comrades of Asansol Zone
attended the meeting. Zonal Secy, SNEA, Asansol Zone Com Chanchal Sen placed
his report followed by Accounts report placed by Treasurer Com Santosh Roy
Chowdhury. The meeting was presided over by Com Samir Das, President, SNEA ,Asansol
Zone. Comrades from adjacent Zones Durgapur & Bankura attended the meeting.
The Convenor of SNEA Co-ordination committee, Asansol SSA Com Kajal
Chakraborty joined in the meeting. Com Tapas Ghosh and Com Sankar Sanyal
delivered their valuable speech and pointed out many relevant points
pertaining to BSNL services, viability and HR issues. The ambiance of the
meeting was very good. The arrangement of whole, right from decoration to

A Joint meeting of WB Circle and CTD Circle was held on 27/1/18 at
TEOA Bhavan, Dum Dum.
CS, CT ACS & Com. Uttam Das of WB Circle and CS & Com. Somen Ghosh of CTD
Circle,Jt. Secy(E), were also present in the meeting. Everybody is of same
opinion that attention have to be given on TEOA Bhavan repairing and it is
decided to bear expenditures for repairing & purchasing bed sheets, pillow
covers etc. by both the Circles. Some initiatives will be taken very shortly
by Circle Bodies. Feedback from beloved Members who were facing lot of
problems on staying TEOA Bhavan are very much needed in
coming days, so that, effective efforts and measures can be
taken by both the Circle Bodies.
A meeting was held on 23.01.2018 jointly with SNEA/Calcutta
Telephone Circle (CTC) & SNEA/West Bengal Circle (WBC) at Telephone Bhawan,
2nd floor regarding
TEOA Bhawan maintenance & development.
On behalf of WBC Com. Tapas Ghosh (CS),Com. Jayanta Mitra (CT),Com.P. K.
Roy,Asst. Circle Secy & on behalf of CTC Com.Sankar Sanyal (Jt.Secy East ),
Com.Soumen Ghosh (Asst. Circle Secy) were present in the meeting. One
WhatsApp group was formed by the said office bearers to exchange their views
for better maintenance of TEOA BHAVAN and to follow up the activities one
after another on priority basis. Elaborate discussion took place on
activities to be done after visiting at TEOA Bhawan.On next Saturday
i,e
on 27.01.2018 the said members along with CS/CTC will visit at TEOA Bhawan.

met GM(HR & Admin)/WBTC
on 19.01.2028 to discuss on the following issues :
i) pending Rule-8 transfer cases, ii) pending prayer transfer
cases, iii) publication of longest staying list in the cadre of JTO & SDE, iv)
floating options for looking after cases in the cadre of SDE for left out
SSAs, v)
approval of rate of Executives ‘ Dairy 2018. vi)
other issues.
GM(HR & Admin) assured to take necessary actions to resolve
the issues at the earliest.
Circle Secretary & Com. Awon also met with DGM(F)/WBTC to discuss on
Officiating pay protection cases and
look after arrangements in the cadre of AO & CAO.
Circle Secretary wrote a letter to CGM,WBTC regarding
withdrawal of ‘Unlimited Sunday Free Voice Calling'
from Landline and Broadband Plans - Need to revisiting decision in the

AGB meeting of Siliguri Zone
held on 13th January’ 18 at Siliguri Mahakuma Parishad Conference hall in
presence of Com.Tapas Ghosh, CS, Com. Com.Sankar Sanyal, Jt.Secretary ( East
), Com. Samiran Sarkar, Organising Secretary ( North Bengal ) and Com.
Srikanta Awon. All zonal members duly attended the meeting . Sixteen zonal
comrades, who retired from service during the tenure of last body, were
felicited in the meeting by CS and Jt.Secretary ( East ). Com. Hiten
Chakraborty , Ex- Organizing Secretary ( North Bengal ) and Com. K.L.Sinha
spoke on behalf of retired comrades and shared their experience with new
generation comrades in that august house. Com.Sujit Kr.Chakraborty,
ZS,Jalpaiguri Zone along with Com. Debdibakar Chakraborty , Asstt. Secretary
/JPG Zone attended the meeting and express fraternity and solidarity with
Siliguri Zone. The leaders of SHQ and CHQ delivered valuable lectures
regarding organizational matters and related issues. CS suggested to form a
Co-ordination committee of all zones of North Bengal comprising President
and ZS of each zone. The committee should be headed by Organising Secretary
( North Bengal ) and deal various development and staff issues of this BA.
The whole house was buzzing with enthusiasm .
The house elected Sri Sandipan Bhattacharjee as Zonal
President, Sri Pramod Kumar as Zonal Scretary and Sri kajal Das as Zonal
Treasurer for Siliguri Zone for the next term, the
New Committee
A very successful and well organized
general body meeting of SNEA JALPAIGURI ZONE
was conducted on 12.01.2018 at Jalpaiguri Telephone Exchange in presence of Com. Tapas
Ghosh, CS SNEA WB, Com Sankar Sanyal, Jt. Secy SNEACHQ, Com. Samiran Sarker,
Org Secy, SNEA WB, Com. Srikanta Awon and other comrades. Five retired
members of SNEA JALPAIGURI ZONE were conferred farewells from SNEA in the
meeting. They were extremely happy and the meeting witnessed the delighted
faces of the veteran retired members. Smt. Utpala Roy, Sr. TOA/JPG who is
going to be retired from service on 31st January 2018 was also honoured from
SNEA for her outstanding contribution to the department. The meeting also
witnessed active participation from the young executives in Jalpaiguri SNEA
Unit. Different issues related to service , association's activities on PRC,
Cadre Hierarchies implementation, E2 scale for JTOs were discussed. The
meeting was a grand success in all the respect.
Intensifying
the Struggle
“The All Unions and Associations of
BSNL”, held it’s meeting at New Delhi on 8.1.2018 to
discuss about the steps to be taken for
intensifying the struggle for the settlement of 3rd Pay Revision
and to ensure the ‘rolling back of the creation of Subsidiary Tower
Company’. The meeting was attended by the
General Secretaries / Representatives of BSNLEU, NFTE, SNEA, AIBSNLEA, FNTO,
BTEU, SEWA BSNL, AIGETOA, BSNL MS, TEPU, BSNL ATM and TOA BSNL. The meeting
was presided over by Com. K. Jayaprakash, GS, FNTO. The following decisions
are taken unanimously for intensifying the struggles to achieve the demands.
Struggle programme:
(1) Whole day
Satyagraha for 5 days from 30.01.2018. The
starting of the satyagraha will be marked by paying of ‘shradhanjali’
at Gandhi Samadi at New Delhi on 30.01.2018,
by the leaders of “All Unions and Associations of BSNL”.
(2) ‘Indefinite Work
According to Rule’ from 30.01.2018.
(3) Massive “March to
Sanchar Bhawan” on 28.02.2018.
(4) Leaders of “The All Unions
and Associations of BSNL” will take all out efforts to meet Shri Manoj Sinha,
Hon’ble Minister of State for Communications, the Secretary DoT and CMD BSNL,
within a week’s time.
(5) The meeting entrusted to
Com. G.L. Jogi, Leader, SNEA, and to Com. Prahlad Rai, GS, AIBSNLEA, with
the responsibility of exploring possibilities to take legal action
to roll back the creation of Subsidiary Tower Company.
(6) A Steering
Committee consisting of the General Secretaries of BSNLEU, NFTE, SNEA and
AIBSNLEA is formed to monitor the struggles.
(7) Meeting the leaders of
political parties and Central Trade Unions, by 30.01.2018, to mobilise
support in favour of the demands of “The All Unions and Associations of BSNL”.
Charter of demands
(1) Settle:-
(a) 3rd Pay Revision with 15% fitment from 01.01.2017.
(b) Settle pension revision.
(c) Settle left-out issues of the 2nd PRC.
(2) Roll back the
creation of Subsidiary Tower Company.
(3) No reduction in the retirement age from 60 to 58 and no
VRS.
Lunch Hour Protest Demonstration on 08.01.2018
against appointment of CMD as well as formation of Subsidiary Tower Company
was observed at Circle office and SSA head quarters of WBTC by the Comrades
of all Unions and Associations of BSNL in WB. On behalf of our Association
Com. Tapas Ghosh ,Circle Secretary address the gathering on the said issue.
Good no of our beloved Comrades attended the demonstration.

met GM (Hr & Admin) /WBTC
and had elaborate discussion on the following issues-
(i) Administrative approval on Pay protection on Officiating
cases of left out JTOs/SDEs in ASL SSA.
(ii) Allotment of Field Training of DR JTOs as per the
requisition of SSA heads. It is suggested to utilised a good nos of DR JTOs
who are in Phase-I Training at Kalyani, may be utilised as reliever of
Rule-8 candidates.
(iii) Issuances of Look After orders in the Cadre of SDEs as
per requirements of SSAs.
(iv) Hard & soft tenure transfer cases.
(v) Approval of Executives' Dairy rate.
(vi) Other pending issues.
GM(HR & Admin)
assured
to take necessary actions for resolving the said issues at the earliest
possible time.
Com. Sankar Sanyal, Jt. Secretary East and Com. Mihir Bose, CWC member
met the DR JTO trainees at Kalyani Training Centre on 04.01.2018
and highlighted to them the activities of our mighty Association for last
three decades for the upliftment of the basic cadre JTO along with desired
career progression. Recent issues yet to achieve on which we are in
sustained struggle, were also addressed. The meeting was ended with a hope
that our Association would be strengthened by the new generation in the days
to come.
