Around 1200 delegates from across the country participated in the AIC. More than 1500 delegates from across the country participated in the Open Session. i) Implementation of time bound promotional policy for the left out executives, ii) CR missing issues, iii) Acute staff shortage in the Sub-divisional offices throughout West Bengal Circle and CTD. In this regard it was requested to CE/Civil to write a letter to CGM/WBTC & CGM/CTD for providing staff from their establishment and it was assured that the case will be pursued by our association, iv) Tenure transfer cases, v) Immediate stoppage of pay recovery in respect of 1st ACP scheme of time bound promotion, vi) Request transfer cases etc. A fruitful meeting was held with CGM/Project on 29/11/2008 to discuss in detail various developmental activities as well as members' problems working in ETP. VP/CHQ, State Secy., Asstt. Secy./Civil, Zonal Secy./Central(South) took part in the discussion. CGM/Project assured that he will take every necessary action as discussed for development of BSNL and personally he will visit the problem prone areas as early as possible. More than 50 members attended the meeting and various problems related to day to day activities were raised by the members as well as some developmental activities regarding Marketing, Customer Care, BB Service, Mobile problems were also raised. Extended Lunch Hour
Demonstratione/Dharna from 12:00 hrs to 16:00 hrs was observed on behalf of
United Forum of Executives of MTNL/BSNL/WB at Telephone Bhawan, Circle
Office and all SSA H/Q in WBTC regarding repatriation of unwilling ITS
officers now working in BSNL/MTNL to DoT and also against the dual policy
adopted by the Government in the matter of absorption of ITS officers
working in BSNL/MTNL. The other demand of the said demonstration was the
immediate repatriation of absorbed BSNL/MTNL executives to DoT.
CHQ/State/Circle/Zonal level office bearers of both the constituents of
United Forum of Executives of MTNL/BSNL/WB addressed the gathering at the
respective places on the said issues. Almost all the members of the
Executives' Association participated in the demonstration.
On behalf of United Forum of Executives of MTNL/BSNL/WB Organization a Memorandum against the dual policy adopted by the Government on the ITS absorption issue as well as demand of immediate repatriation of BSNL and MTNL absorbed executives to DoT, was submitted to Hon'ble Governor of West Bengal on 18/11/2008. State Secretary, State President, South Bengal Org.Secy., Asstt. Secy./Circle met CGM/WBTC & GM/OP/WBTC separately and had a long discussion on the following issues: i) Posting of newly promoted SDEs in WBTC ii) SDE Officiating arrangement iii) Agitational programme submitted by Suri Zone to GMT/Suri SSA iv) Extended FR-22(1)(a)(1)fixation benefit to the SDE officiating officials those who satisfy the eligibility criteria of SDE RR v) Developmental issues mainly in Krishnanagar & Suri SSA. vi) Integration of CTD MSC, WLL BTS, affects the customers of Calcutta SSA mainly in Hoogly, 24 Pgs(N) & 24 Pgs(S) districts. CGM/WBTC assured that he will take the appropriate action in respect of expenditure control as well as development on WBTC. ITS absorption issue was elaborately discussed with GM/Cal. SSA & GM/OP/WBTC. |
| General Body meeting was organised by United Forum of executives in WBTC by the Civil Wing members at Yogayog Bhawan on 10/11/2008 at 3 p.m. Most of the members from both the executives' associations attended the meeting and expressed their problems. From our association VP/CHQ, State Secy., State President & Zonal Secy. and from AIBSNLEA Circle Secy., Circle President attended the meeting and expressed their views on the problems raised by the members. It was told from United Forum leadership that withdrawal of arbitrary order issued by BW Cell in connection with 1st ACP & grant of 2nd ACP upto 01/10/2004 are under strong persuasion of CHQ and it is expected that within a very short time we will get the fruitful result regarding the said issues. It was also decided in the meeting that United Forum leadership will further pursue with the competent authority at circle level so that necessary recoveries regarding 1st ACP as per order issued by Principal/Chief Engineer (CIvil) on 24/10/08 may not be met. |

CTD/AIBSNLEA Com. Amit Gupta met the CMD/BSNL Sri Kuldip Goyal under the
banner of United Front on 07/11/2008 at 18.00 hrs. at Telephone Bhavan to
discuss the issue of ITS absorption. CMD was present in Kolkata on that day due
to launching of CDMA Internet Data cards.
It is speculated from the meeting that a fresh proposal to absorb the ITS officers from a prospective date of 1-10-2007 is again being considered to end the absorption stalemate. The UF leaders pointed out that : i) Such concession to ITS officers would virtually allow them to enjoy the benefit of both 6th CPC and 2nd pay committee for executives. This will bound to open a Pandora box and serious unrest may occur in BSNL. ii) Moreover, if such proposals are again moved at this stage, it may consume anther 8 to 10 months in deciding this policy, asking for option again etc. Such time delay will be fatal for the company. The present inaction on the part of ITS officers cannot be allowed to be continued for long period. Finally UF leaders requested CMD to end the crisis soon and assured their fullest support to face any challenge. Lunch Hour Demonstration called by United Forum on the issues of early settlement (i.e. within 22/12/2008) of ITS absorption as well as repatriation of absorbed Executives of BSNL/MTNL to DOT was observed at Telephone Bhawan, Kolkata and Circle Office, Kolkata & at the office of SSA Heads in WBTC. Most of the members throughout West Bengal from both the Executives' Associations attended the demonstration at the respective places. CHQ/SHQ Office bearers of both the Executives' Associations addressed the demonstration both at Telephone Bhawan and Circle Office, Kolkata and the speakers strongly demanded repatriation of the executives to DOT, ITS absorption within 22/12/2008 and they also expressed their serious concern that delay in ITS absorption process will adversely affect the growth, viability, profitability & overall existance of BSNL/MTNL. The aforesaid demands were also reflected by the Zonal/Branch /SHQ office bearers at the SSA level demonstration. |
| General Body meeting of Howrah Zone was held at Shibpur Exchange Building. Most of the members attended the meeting and discussed various problems such as deficiency of staff in different stations & RLUs, non delivery of telephone bills to customers in time, prevailing in Howrah area. The members also raised some developmental issues to be taken care and pursued at the proper administrative level so that we can extend the proper service to customers. Zonal secretary addressed the meeting on local issues and State President addressed the house on the recent developments at SHQ & CHQ levels as well as on the ensuing trade union demonstrations. |

| SEMINAR, organized by Central(South) Zone, on the subject "Our Role & Accountability for the development of GSM/CDMA, BB & Customer Care in BSNL". was held on 25/10/08 at CTO Hall at 14:00 hrs. CGM/WBTC, GM/TF, GM/Cal SSA, GM/OP, DGM/Mobile, DGM/Trans, DGM/Marketing, DGM/NC, DGM/Plg. of WBTC and other Trade Union Leaders of all Executives/Non-Executives Associations/ Unions along with our state office bearers, zonal secretaries, zonal office bearers & beloved comrades attended the seminar. More than 300 officials of BSNL attended the seminar. State President presided the seminar. CGM/WBTC, all the GMs & DGMs, all Trade Union Leaders of all Executives/Non-Executives Associations/ Unions and our State Secretary & VP/CHQ addressed the seminar and expressed their views on the aforesaid subject. Bseides these, Com. Manas Mukherjee expressed his views specially on customer care. President/ Central South Zone conveyed vote of thanks. Most of the speakers impressed upon the need to increase revenue and to have strict expenditure control as well as to improve the quality of service with appropriate customer care and they have also expressed the need of proper distribution of staffs so that the major revenue earning establishments like GSM, CDMA, BB & Transmission field can get appropriate staff strength. It was also discussed in the deliberations of speakers that employees of BSNL from top to bottom should come forward to take the responsibility and accountability for performing their allotted jobs sincerely for our bread & butter as well as survival of BSNL. SHQ congratulates Central South Zone for organising such a nice seminar at the appropriate time. |

following problems prevailing in CTD:
1) Acute shortage in JTO and SDE cadre all over CTD specially in the extended areas of CTD like Howrah, Serampore, South, Alipore, Barrakpore & Bidhannagar. PGM(O) assured sufficient newly recruited TTAs will be posted in the said areas. Concerned zonal secretaries are requested to take the issue urgently and to discuss with the concerned AMs for necessary recommendation to HQ. 2) Maintenance problems, drop wire shortage, improper vehicle utilisation, problems in BTS & BB maintenance etc. PGM(O) assured that necessary action will be taken at appropriate level immediately to solve the above mentioned problems. |

Executives' Associations representatives met and expressed serious concern
against delay in Gr. 'A' officers' absorption in BSNL. The RESOLUTION
adopted by the United Forum of BSNL/MTNL on repatriation of Executives
from BSNL/MTNL to DOT is forwarded to Hon'ble MoC & IT with a copy to
CMDs, BSNL/MTNL.
The organizational actions are decided as follows: (a) Saving Gram Campaign at Branch/SSA/Circle Levels on 1st Nov.,08, addressed to Hon’ble MOC & IT. Text of the saving gram: "United Forum of BSNL/MTNL Executives’ Associations express serious discontentment & resentment against non completion of Gr ‘A’ officers’ absorption in BSNL/MTNL. Strongly demands repatriation of BSNL/MTNL Executives to DoT. Delay in absorption process is adversely affecting the viability of BSNL/MTNL". (b) lunch/Closing hour demonstration on 07.11.2008 at BSNL Co, Circle and SSA H/Qs. (c) Mass Rally on 18.11.2008 at BSNL Co, Circle and SSA H/Qs. All state office bearers, zonal secretaries and zonal office bearers are requested to mobilise the members for successful implementation of the organisational programme. |
| A general body meeting was organised by Serampore Zone at Uttarpara Exchange Building on 23/10/2008. State Secy., State President, Asstt. Secys./CTD attended the meeting. Several problems prevailing in AM/SMP was discussed in length and breadth by the comrades of the said zone. There are acute shortage in JTO and SDE cadre in several places like Chandannagar, Uttarpara, Dankuni, baidyabati, Chinsura, Konnagar and Hindmotor etc. Besides these, maintenance problems, drop wire shortage, improper vehicle utilisation, problems in BTS & BB maintenance were highlighted by the comrades. State Secy & State President assured the comrades proper and necessary action will be taken by the organisation at appropriate level immediately to solve the above mentioned problems and they also highlighted the SHQ & CHQ issues, specially ITS absorption during their deliberations. catagorised as essential, Wasteful and controllable. It was discussed and
focused that we should be very much cautious to control the expenditure so that

Zone and Bankura Zone are 1,07,734 and 1,58,009 respectively. But most unfortunate
thing is expenditure per DEL for the last financial year for Jalpaiguri Zone was
Rs.510/- whereas for Bankura SSA it was Rs.330/-.It was directed in the meeting
from SHQ that the comrades of Jalpaiguri zone should take serious effort for the
curtailment of expenditure in all heads.

Meeting of Siliguri Zone was held on 21/09/08 at TRC Hall, Siliguri Telephone
Exchange Building. Almost

Asstt. Secy/Circle & CWC members and Zonal Secy./Jalpaiguri Zone attended
the meeting. SHQ took the decision regarding merger of Darjeeling Zone
with Siliguri Zone in the said AGB of Siliguri Zone vide notice No. WBTC/Org./2008-09,
dated 01/09/08. As per this decision all most all the members of
Darjeeling Zone also attended the said AGB as a member of SLG Zone. Detail
discussion took place in the meeting on Zonal Secy. report. In the very
next day a meeting was held with newly elected zonal office bearers,
members and CHQ/SHQ office beraers. Revenue earning, Maintenance, HR, Customer service, Marketing and other developmental issues as
well as Expenditure issues
were discussed in the said meeting and some fruitful directives were convened to
zonal body from SHQ. It was advised to each and
every comrade of our association to take sincere effort to curtail
the extravagant expenditure to the maximum extent as well as to
improve quality of services.

Meeting of NS Zone was held on 19/09/08 at Rabindra Bhavan, Shyam
Nagar. Almost

CHQ/SHQ developments. Revenue earning, Maintenance and other developmental issues as

were discussed in detail by the said speakers. In this context it is to be
mentioned that MCU (Metered Call Unit) of CTD have been reduced to about 36
Crore in the month August, 2008 from about 40 crore in the month of March,
'08 i.e the rate of falling of MCU per month in CTD is about 1 crore.MCU
is directly related to CCR and revenue earning. In barrackpur area average
CCR in the month of Sep'08 is about 47%, where as it was 55% in the
month of May'08. So it was discussed in the meeting we should take some
measures so that CCR as well as MCU may be increased. It was advised in the meeting each and
every comrade of our association should take sincere efforts to curtail
the extravagant expenditure to the maximum extent.

Vehicle Committee/CTD met
CGM/CTD today to report the progress of the committee on the target for
expenditure on vehicle running during the year 2008-09. It is discussed
that vehicles for Fields/Administrative units will be provided as per BSNL
HQ norms as far as possible. Besides these other developmental issues are
also discussed.
State Secy., State President, Asstt. Secy/ETR met GM/HQ/ETR today to discuss (i) transfer/posting issues, (ii) issuance of officiating order in the cadre of SDE & other developmental issues. State Secy. along with Zonal Secy./Central City met DGM/Amin/CTD today and had a discussion on (i) implementation of time bound promotion for the eligible left out executives & also for the executives those are eligible in this regard on 01-10-2007 and 01-10-08, (ii) field training for the officiating JTOs, (iii) special recruitment drive on unfield SC/ST vacancies upto 31/08/1999 in the JTO cadre etc. |

A Seminar was held at P&T Community Hall (Salt Lake) and the same was organized by NFTEBSNL on the " The scheme of disinvestments in PSU & in the way of interest of the nation". CGM/CTD, Sec. General of NFTEBSNL and other dignitaries attended the seminar. President, SNEA(I) addressed the seminar on the merits/demerits of disinvestments and how the BSNL will stand looser in the event of disinvestments. State Secretary along with Org. Secy./South Bengal and Asstt. Secy./ Circle met GM(OP)/WBTC on 22/08/08 and had a prolong discussions regarding development in different aspects of WBTC and other issues like (i) Field training for officiating JTOs as per the directives of Corporate Office, (ii) Transfer/Posting matter, (iii) Rule 38 Transfer cases of BSNL recruited JTOs those who completed 5 yrs of service in WBTC in view of next fresh recruitment of JTOs by BSNL, (iv) Transfer of longest staying JTOs in Gangtok etc. |

The Central Trade Unions ( CITU, AITUC, INTUC etc. ) have given a call to observe one day's strike on 20th August, '08 on various important issues like proposal for listing of BSNL, viability of BSNL, VRS/CRS, Price hike, Expedite wage negotiation to Central PSUs & Contract /Casual labourers, Modification of 6th CPC report etc. On behalf of our association we are extending our unqualified and total support for complete solidarity to the struggle of Central Trade Unions. All our comrades are requested to join lunch/closing hours demonstrations on 20th August, '08 at Corporate office, CGM office and SSA levels in huge numbers. All zonal secretaries are requested to take adequate organizational preparation and mobilization to ensure our complete presence on 20th August,'08 during lunch/closing hours. In this regard, it is to be mentioned that State Secretary attended the convention, held on 30/07/08 at Kolkata University Institute Hall at 16:00 hrs at the call of Four Circle Unions of BSNL employees unions and Two circle unions of casual & contract workers of West Bengal in support of one-day strike on 20th August, '08 by Central Public Sector Trade Union(CPSTU) and expressed our views regarding the aforesaid demands & extended full support. DDG(BW-I)] in connection with 1st ACP and requested the SHQ as well for fruitful result in this regard at the earliest.They also requested to SHQ for early implementation of time-bound promotion for the left out executives of Civil & Electrical wings. The house has expressed their concern for implementation of notional pay fixation w.e.f. 01/10/2000 for both the cadres of JTO(C/E/TF) & SDE(C/E/TF). Comrades of Electrical wing demanded (i) early publication of result of the Dept. qualifying Accounts Exam. held on 21st & 22nd July, '08, (ii) to sort out actual 75% seniority cum fitness vacancy for promotion from JTO(E) to SDE(E), (iii) immediate abrogation of Accounts Exam, (iv) abolition of qualification bar to get STS promotion from SDE(E). Purulia comrades expressed that they are maintaining about 18,000 land lines, 4,000 WLL, 30,000 GSM & 39 BTS in Purulia SSA. They informed the house that all land lines, WLL and fast line BTS maintenance are being done with the expenditure of Rs.1,70,000/- per month.

A meeting was held with Area Manager Howrah at his chamber on 07/08/08. Zonal Secretary, zonal President, Asstt. Secys./CTD Com. Timir Baran Chatterjee & Com. Tarak Dutta on behalf of SHQ and other zonal office bearers were present in the meeting. Followings are the agenda discussed in the meeting:-
(i) Regarding the development of all services, (ii) Centralized tender of all types of AMCs, (iii) Replacement of old Celeron PCs by BB compatible upgraded PCs, (iv) Expenditure in all sphere to be minimized, electricity uses to be minimized, (v) Special attention to made in underground DP joints & DP dressing and for BB connection O/H wire should be jointless upto customer premises etc.

In the last financial year 2007-08, net profit of CTD is reduced to only Rs. 23 crore from 180 crore. As an austerity measure to reduce the expenditure in different fields, a number of committee such as Rent of Building, Electricity, Vehicle, TA Expenses, Printing & Stationery etc. have been formed by CGM/CTD to reach the goal. State Secy. of SNEA(I)/ WB State Branch is one of the members of Vehicle Committee headed by GM(W). In view to curtail expenditure on vehicle purpose from 7.41 cr. (incurred in 07-08) to 4 cr. (target fixed for 08-09) compared to last year on the above mentioned component, a meeting of the vehicle committee was held on 01/08/08 in the chamber of GM(W) at Shibpur. State Secy. attended the meeting and had a long discussion with GM(W) on different aspects where and how the expenditure can be controlled. Any fruitful suggestion regarding this matter from any BSNL employee is always being invited.
A convention on some basic present issues like proposal for listing of BSNL, viability of BSNL, VRS/CRS, Price hike, Expedite wage negotiation to Central PSUs & Contract /Casual labourers, Modification of 6th CPC report etc. was held on 30/07/08 at Kolkata University Institute Hall at 16:00 hrs at the call of Four Circle Unions of BSNL employees unions and Two circle unions of casual & contract workers of West Bengal in support of one-day strike on 20th August, '08 by Central Public Sector Trade Union (CPSTU) on said basic issues related to BSNL also. Responding to the invitation, State Secy. attended & addressed the convention.
Day-long Dharna on 29th July was observed to mark a protest over the proposed merger of ITI with BSNL by our comrades throughout West Bengal and A & N Circle at all CGM/SSA HQs and massive centralised dharna was observed at Telephone Bhawan & Circle Office at Kolkata. Comrades from other Unions / Associations also participated in the said dharna programme. Leaders from all Unions/Associations addressed the gathering on the red alert condition of financial stability of BSNL with the merger of ITI in near future.
Day-long Dharna on 29th July at CGM & SSA HQs level will be observed in protest over the proposed merger of ITI with BSNL. All zonal secretaries are requested to convey the 'Day-long Dharna' programme on 29th July, '08 to all beloved comrades. A meeting was held under the chairmanship of CGM/CTD for discussion on the following agendas:
(i) Review of financial statement for the year 2007-08,
(ii) Development of Broadband service in CTD.
On behalf of our association, State Secretary and state President attended the meeting and expressed our views in respect of expenditure curtailment, development of service to customers in different aspects. Several committees are formed to restrict the expenditure in different fields in CTD.
Posting order on promotion of 47 Executives [ TES Gr. B ( Telecom)] to the grade of Executives [STS] on adhoc basis in WBTC is issued on 18-07-2008. Detail posting order is put in SANCHARIKA.

(i) Posting on promotion of adhoc DEs, (ii) Prayer transfer cases of adhoc DEs, (iii) Implementation of time bound promotion in Civil, (iv) Prayer transfer cases of JTOs etc.

meeting was held with Shri Gopal Bose, GM/Broadband/CTD on 08-07-08 at his
chamber regarding Broadband Service in CTD. Office bearers from both the
Executive Associations SNEA(I) & AIBSNLEA attended the said meeting and took
part in discussion on developments of Broadband Service in CTD. Majojr &
minor problems prevailing in Broadband in CTD were highlighted & some
suggestions for solution of the problems were also mentioned in the meeting from
associations' side. The problems relating to Broadband are as follows:-
(i) 'data.bsnl.in' portal is not properly working for last 9-10 months for which creation of User ID & Password for the new Broadband customers are being delayed. The number of existing BB customers in CTD is more than 1.4 lac and more than 400 BB applications are being received per day in different CSCs of CTD, but it is not possible to create User ID & Password more than 400 per day through 'data.bsnl.in' portal by Central BB Unit at Telephone Bhawan. We requested the management to pursue this issue with NOC, Bangalore so that performance of the portal remains good for 24 hours. On behalf of our association this issue is intimated to CHQ for persuasion. In the last CWC meet held at Chandighar we have demanded for decentralization of NOC at regional basis because the BB customers are increasing day by day and the total BB customers of BSNL throughout India is about 25 lac. (ii) BB Customer care performance is very poor. As the customer interaction in area is maximum, area Broadband team has to take care of it. Proper training/working procedure about BB to the officers/Staffs and positive attitude to the customers should be adopted. Specialized exclusive Divisionwise & Areawise Broadband team should be formed immediately. (iii) For Multi Play (MP) type, creation of portal ID is done by Central BB after getting input from Area. User ID and Password is created at least after 15 days from the date of creation of portal ID. It is seen that billing is done w.e.f. the date of portal ID, but it should be done w.e.f. the date of creation of User ID & Password. (iv) In MP system, Resetting of password (Error-691) by central BB and change of password by the customers can not done due to non-availability of 'data.bsnl.in'. It is suggested that error 691 is to be solved entirely by the Area BB. (v) Auto port binding problem in MP system should be resolved immediately. (vi) 678 error is entirely solved by the Area BB and most of the 678 error cases remain unattended. We requested the management to take proper action so that better service can be extended to the BB customers. (vii) Most of the Nokia Siemens modems (C2110) are found faulty. It was suggested that modem should be checked as well as configuration should be done before delivery to the customer's premises. (vii) Faulty modem should be replaced immediately by the External Wing. (viii) " email ID" creation should be done for the BB customers, created in the month of March & April, 2008. From our association we assured GM/BB for extending every sorts of cooperation to improve the BB service in CTD. All the Z/Secretaries in CTD & WBTC are sincerely requested to highlight the BB problems to SHQ. The growth of BB in WBTC is not satisfactory. So Z/Secretaries in WBTC have to take proper action with competent authority at SSA level for providing more BB connections. |

Our
beloved Comrade Ashim Roy Choudhury/DE/Mtce/Durgapur passed away on
07/07/2008 due to severe Heart Attack. He was our Ex-President of Durgapur
Zone under West Bengal State Branch. He served our organization in
different capacity as office bearer at different levels of organization.
His contribution to our organization as well as our department will be
remembered forever and we are extremely morose for his sudden departure
which causes a great loss to our organization. He was our activist and
committed member of the organization. We pray to the Almighty to give his
family all the strength to face this unfortunate and distressing
situation. We all together convey our condolence to the members of
the bereaved family of our late comrade.

Secy., State President, Org. Secy.(South), Asstt. Secy.(Circle) met CGM/WBTC to
discuss the present situation prevailing in West Bengal Telecom Circle. It is
informed to CGM that all developmental works are going in a very slow pace in
most of the SSAs. We requested CGM to take positive actions for total growth and
development of WBTC otherwise it will be impossible for us to earn profit for
the current financial year i.e. 2008-09. It is very relevant to mention that the
loss incurred in WBTC for the last financial
year (2007-08) is about 160 crores whereas WBTC earned profit of 77 crores in
the financial year 2006-07. So only the positive attitude, keen supervision on
the activities of management as well as on our performance regarding
development from our association is needed and then it will not be a very
tough task for us to make profit for current financial year. Maximum importance
should be given on the growth of GSM, Broadband, Data Circuits and Value added
services. All Z/Secys. should appropriate actions on the above said issues.

State Secy. and Asstt. Secy./Circle met DGM(Trans & BSS)/WBTC and had a prolong discussion on the developmental and maintenance activity of mobile service in WB Circle. The informations gathered from DGM(Trans & BSS)/WBTC are very alarming and we have to overcome this odd situation for survival. Brief of discussions are:-
Total No. of working BTSs in WBTC is 1319 and total no. of GSM connections is 14,076,69 as on 31/05/08 out of which prepaid connections are 13,30,052 and post paid connections are 77,617. On an average per day 100-150 BTSs remain out of order and proper initiative is not taken to restore the faulty BTSs. As a result we are loosing huge revenue everyday. We should have exclusive BTSs maintenance team in each and every SSA. It is very unfortunate that we are not taking proper measure. So it is requested to all the Zonal Secys. to take appropriate organisitional action and persuasion with concerned SSA heads to minimise the BTS problems.
RF Optimisation should be done for all working BTSs and also for the BTSs to be installed. Optimisation is a very continuous process to be done to provide better service quality to the customers. Optimisation is completed only for 835 BTSs in WBTC out of 1319 till date.

AGB Meeting of Burdwan Zone was held on 22/06/08 at Burdwan Exchange Bldg. Almost all the members of the zone attended the meeting. On behalf of SHQ, State Secy., State President, VP (Com. Nitish Biswas), South Bengal Org. Secy., Asstt. Secy/Circle, State Treasurer attended and addressed the meeting on CHQ/SHQ developments. Zonal Secretaries of Asansole & Bankura along with some office bearers and office bearers of Suri & Durgapur zone attended and addressed the meeting. Maintenance, HR, Customer service, Revenue, Marketing and Expenditure issues were discussed in length and breadth by the said speakers. Maximum importance was given in deliberation to improve the service quality, customer friendly attitude and to expand our Broadband, GSM, WLL Network. Expenditure can be catagorised as essential, Wasteful and controllable. It was discussed and focused that we should be very much cautious to control the expenditure so that in the current financial year Burdwan Division under Asansole SSA can establish itself as a profitable SSA. Com. Aloke Das, ZS/Howrah Zone, Com. T.B.Chatterjee, Asstt. Secy./CTD, Com. Tarak Dutta, Asstt. Sec./CTD, Com. Soumen Ghosh, ZS/Central-City met Area Manager Howrah on 12/06/2008 in his office to discuss the issues related to various problem regarding service development and other issues. A very fruitful discussion took place and from the side of management it was highly appreciated as on behalf of our association we raised these problems to extend better service to the customers. We assured that full sort of cooperation will be extended from our members. Agenda of discussion was as follows:
1. Transfer and posting of executive of Howrah area.
2. Proper manning at the CCN/CSC for the interest of better services.
3. Formation of Broadband installation and maintenance team Division wise.
4. Arrangement for availability of TTY/CV ports every day during 10.00 hrs. to 17 hrs. at exchanges.
5. Cash collection Ports at different exchanges connected with Satyabala server to be increased and to be upgraded into modern technological system.
6. Expenditure to be minimised in every sphere.Vehicle (Deptl./Rented) uses to be restricted.
7. Replacement of old/poor efficiency battery, AC machines, Power Plants/ Racks etc. to be made. Co relation to be maintained with the members of core committee in this regards.
8. External DP dressing and the dressing of CT boxes at cabinet /Pillar to be done properly.
9. Delivery of Telephone Bill to be regularised.
10. Mtce. problem of leased cct. and Data cct.
All Zonal Secretaries are sincerely requested to take up the relevant issues regarding development with appropriate authority immediately and to send feedback to SHQ.
State Secy, State President along with some SHQ & Zonal Office bearers (NS Zone) and CWC members attended the meeting at Kalyani Training Center, organised by the members of the Training Center. State Secy. addressed the meeting mainly on the recent CHQ & SHQ developments and as well as the outcome of CWC held at Chandigarh on 5th & 6th June, 2008. The CWC decided to adopt the appropriate methods for making BSNL a profitable CPSU. In this context it is to be mentioned that Kalyani Training Center is earning revenue by arranging Vocational Training for the engineering students and our members of training center suggested some new concepts to earn more revenue. SHQ assured that suggestions will be placed before the competent authority for implementation. The said office bearers also met the JTO trainees (Phase - II) of WBTC and highlighted the activities of our association.
A formal development meeting was held on 07/06/08 at 11-30 hrs in the conference room of Circle office of Kolkata. CGM/WBTC, all SSA Heads, Sr. officers and the representatives of unions/associations were present in the meeting. The discussion took place on the following agenda:-
(i) Developments plans, (ii) maintenance issues (iii) Customer service & marketing issues, (iv) Control of expenditure.
VP/SHQ (Com. Nitish Biswas) and Asstt. Secy/Circle attended the meeting on behalf of our association. All ZONAL SECRETARIES are requested to send fruitful innovative suggestions on the aforesaid issues to SHQ so that we can guide our management of WBTC & CTD in the right direction to make BSNL viable and profitable.
State Secy., other CWC members and CHQ Office bearers belonging to West Bengal State Branch attended the CWC meeting held at Chandigarh on 5th and 6th June, 2008. State Secy. and most of the CWC members from West Bengal State Branch participated in deliberation on most of the important agenda as follows:-
(i) Report of the Joint Committee on promotional policy, (ii) DPCs from JTO to SDE, SDE to adhoc STS etc. (iii) Recommendations of 2nd pay panel, (iv) Transfer policy (v) Issues of viability of BSNL, (vi) Issues related to Civil, Electrical and Architecture, TFs etc. (vii) Issues related to Officiating JTOs, BSNLMRS, EPF problems of JTOs recruited by BSNL, (viii) ITs absorption etc.
Brief of developments on the aforesaid issues was addressed by the General Secy. and CWC members participated in the discussions on the said issues.

Brief Report on XXIInd State Conference of West Bengal State Branch:
XXIInd State Conference of west Bengal was held at the INSTITUTE OF ENGINEERS’ INDIA (SIR R.N. MUKHERJEE HALL), KOLKATA, on 27th/28th and 29th May,08. Delegates from WBTC, CTD, ETR, ETP, TS, TF, CIVIL Wing and ELECTRICAL Wing participated in the delegate session of XXIInd representative Council. Most of the delegates, attended the said conference, expressed their fruitful & constructive views on the agenda of the delegate session GS and Joint Secy/East, Com. Madhusudan Mahato, in addition to CHQ Vice President, Com. Sudip De Choudhry and AGS, Com. Rupak Sen, addressed the delegate session on 28th May,08. GS in detail explained all the developments having taken place in the intervening period from holding last State Conference till date. GS exhorted upon the delegates to forge complete unity, and urged upon them to curb indiscipline in the organization so as to built up a very strong and united organization in West Bengal. GS reminded the delegates that the whole country is proud of our West Bengal State organization and look upon it as a true model of unity and continuous struggle. Comrades of West Bengal have a fundamental responsibility to strengthen the discipline in the organization to make it truly a model of extraordinary unity and strength to be emulated by Comrades in other Circles, GS emphasised. Interactive session with the delegates, covering diverse subjects, was quite absorbing and comprehensive.
Open Session was held at MOULALI YUVA KENDRA on 28th evening and more than 500 Comrades attended the open session. The open session was addressed by fraternal trade union representatives from AIBSNLEA, BSNLEU, NFTEBSNL, FNTO. GS in his address in the open session dwelt upon issues of viability of BSNL, appealing to the Comrades of the Joint Forum of West Bengal to play an important role to strengthen the activities of the Joint Forum at the Central level to meet future challenges. GS also urged upon the Comrades of Kolkatta Telephones to put in their best efforts to improve the quality of service in Kolkatta. Similar appeal was made to the Comrades of West Bengal to turn their circle into a highly productive and profitable unit. Kolkatta Telephones and West Bengal Circle, despite the fact that they were having GSM equipment in abundance, were not growing, GS remarked and felt that SNEA(I)/ West Bengal unit has to play a decisive and crucial role in fostering the growth of West Bengal Telecom Circle. CGM/Kolkatta Telephones and CGM/West Bengal Telecom Circle also addressed the open session, in addition to a number of GMs and DGMs from WB Telecom circle and Kolkatta Telephones.

A fresh meeting of the approved expert committee for review of the billing system along with the co-opted members was held on 15/05/08 at 3:00 pm in the Telephone Bhawan Conference Hall for theradbare analysis of the present processes of landline /CMTS Bill generation, printing & delivery system. On behalf of our association, State Secy. as a member of the committee attended the meeting and expressed his views on the said matter.
