SNEA(I) WB State branch and
AIBSNLEA jointly met GM(City/Central/Alipur) regarding non-functioning of
server in Alipur area for last 7 days. After prolong discussion, GM
assured that the server will function properly from tomorrow i.e. from
26/06/09 and it is learnt that the said server starts functioning
partially from 9:30 pm of 25/06/09.

|The state office bearers meeting along with CWC members and zonal secretaries held on 22/06/09 at CTO hall at 4 pm. The meeting was called to discuss the growth and developmental issues in various services like GSM, Land Line, BB, WLL, PCO, Leased Line as well as revenue growth in all the said service areas for CTD and WBTC just before going to CWC meeting to be held at Shilong on 26th 27th June, 2009. Most of the state office bearers, CWC members and zonal secretaries attended the meeting and valuable suggestions were given by the said comrades so that CWC members of WB branch can raise this issues in the forthcoming CWC meeting in developmental agenda.|
|State secretary had a talk with PGM(O)/CTD regarding 1st time bound upgradation for the eligible left out JTOs, SDE officiating, transfer & posting issues, renewal of officiating in the cadre of JTO & SDE at proper time, restoration of server in Alipore area etc. PGM(O)/CTD assured to take necessary actions.|
|On behalf of SHQ, State Secretary and State President met both GM(F)/CTD and GM(F)/WBTC to discuss the financial position of both the circles (CTD & WBTC) of the financial year 2008-09. What information we got is very much alarming for our existence, probably this is the first time CTD is going to be a loss making circle and WBTC is going to the highest loss making circle in BSNL which is very unfortunate for us. So this is the time to improve our quality of service in mobile, Broadband, WLL etc. as well as curtailment of wasteful expenditure.|
|Joint Forum /WBTC meeting was held at CTO Bldg. on 11/06/09 at 5 pm. On behalf of our association state secretary and zonal secretary/Central South attended the meeting. Exclusive discussion took place on development in different fields like GSM. WLL, BB, BTS Mtce & how the quality of service can be improved in all respect and curtailment of wasteful expenditure. Jt. Forum decided to write a letter to CGM/WBTC shortly regarding efforts & steps to be taken by the management for the current financial year in different fields for making WBTC a viable circle as it is learnt that in the last financial year huge loss is incurred by the circle. Jt. Forum also decided that group meeting will be organized at SSA & Divisional level with all executive and non-executive employees to make strategies for the development & improvement of service mainly in the said fields .|
|Annual General Body meeting of Central South Zone was held at CTO hall on 10/06/09 at 5 pm. Most of the members of zone attended the meeting. Besides, most of the zonal secretaries, zonal office bearers of the calcutta based zones and most of the state office bearers along with the state secretary & state president were present in the meeting. Com. P.K. Sinha, AD/TR/CO, Com. P.K. Roy, JTO/TPL/CO & COM. Swapan Kr. Ganguly, SDE/Vig./CO were unanimously elected as Zonal President, Zonal Secretary & Zonal Treasurer respectively for the next term. After the completion of election procedure state secretary and state president addressed the meeting at SHQ & CHQ developments.|
|The executives (SDEs) working in CTD who were upgraded in the Pre-revised Pay scale of Rs. 13,000-350-18,250 (revised scale (24,900-50,500) w.e.f. 01.10.2004 are now eligible to get 2nd upgradation in the pre-revised scale of Rs. 14,500-350-18,700 (revised scale Rs.29,100-54,500) under Time Bound Promotion Policy w.e.f. 01.10.2009. List of the said eligible SDEs is gived in "MEDHA" on 08/06/09. All zonal secretaries under CTD are requested to check the list in "MEDHA" and if any dispute or omission of names is found in the list, it may be brought to the notice of SHQ for necessary action.|

On behalf of our association
we requested CGM/CTD for holding a meeting regarding BB service in CTD in
presence of all Area Managers and concerned GMs. As per our request the
same meeting was arranged on 03/06/09 in CGM/CTD's Chamber. State secretary
along with concerned state office bearers, zonal secretaries and members
working in BB wing in different areas in CTD attended the meeting. The
following problems were highlighted by our association for discussion and
(i) Formation of exclusive BB team at divisional level with all necessary equipments. In this regard it is decided area City & area Alipore will form exclusive BB team at divisional level as pilot areas. CGM advised after successfully formation & execution of BB team in said two areas and the same will be executed in all rest areas in CTD at the earliest possible time. (ii) Single window system for the settlement of billing problem of BB customers. It id decided area Bidhannagar will implement the said system as a pilot area and then that will be followed by other areas. CGM requested the concerned A/M to discuss this issue with our association for knowing our views in this regard. (iii) The worst performance of Siemens C2110 & Nokia-Siemen C2110 modems and power adopters. CGM decided separate discussion is needed with our association after getting statistical feed back. (iv) Recovery of modems of F2 subscribers. CGM requested all A/Ms to submit the recovery list and other related information at the earliest. (v) Change of plan should be introduced through portal with proper information i.e. the date from which the change of plan to executed. CGM requested GM/BB to implement this proposal as early as possible. (vi) Decentralised of Port Resetting password. CGM assured the same agenda will be discussed later on. (vii) CIC customers should be highlighted with a separate 'TAG' to fault system (FRS). CGM requested GM/BB to implement this proposal. (viii) Strict Guidelines for replacement of outright purchase of BSNL modems/free modems etc.
CGM requested state secretary to pursue the above issues with concerned senior officers for early implementation of the proposals in different aspect related to BB service, raised by our association. On behalf of our association we assured CGM/CTD and other senior officers present in the meeting to extend all sorts of support and co-operation for arresting the decline of BB services in CTD.
State Secretary, Org. Secy/South,
Asstt. Secy/Circle met GM(OP)/WBTC on 02/06/09 and had an exclusive
discussion in presence of AGM(Staff) also on the following issues:-
(i) Posting order of recently promoted SDEs from JTO cadre. It is decided that within a few days the posting order will be issued, (ii) Prayer/Administrative transfer cases of JTOs, (iii) Rule-38 transfer cases, (iv) Prayer/Administrative transfer cases of SDE as well as SDE officiating arrangement etc.
|A meeting was held at 11:30 am today at conference room, Telephone Bhawan under the chairmanship of GM(F)/CTD along with the representatives of service associations/unions to finalize the modalities of distribution of bimonthly land line bills through local Business Post Office through AM offices, in continuation of earlier meeting held on this issue. It was decided in the meeting taht bimonthly land line bills will be despatched in first phase through local Business Post Office for Bidhannagar and Srerampur areas from June, 09 billing and in the next phase the same will be implemented for Barrackpore, Jadavpur, Alopore and Howrah areas from July, 09 billing. For left out areas in CTD the concerned decision will be taken later on. In this regard DGM(TR)/CTD will issue a circular within few days. On behalf our association state secretary and state president attended the meeting and expressed views in this regard.|
|State Secretary, State President, Asstt. Secy./Circle and Zonal Secy, Zonal President & other zonal office bearers of Central/North Zone met GM/Cal SSA today and had an exclusive discussion on various developmental issues in the field of GSM, BTS Maintenance, BB etc. On behalf of our association zonal body already submitted to GM the effective suggestion and what to be done for the development in Cal SSA in the said fields. GM appreciated our suggestion. Beside this some transfer posting issues were also discussed.|

(i) Details of the executives who opted IDA pay scale from the date of their promotion/retirement reg., promoted/retired after 01/10/2000 - it is requested to PGM(O) to send the said details from CTD at the earliest, (ii) Missing ACRs report to be sent to Corporate office for the JTOs working in CTD those who were eligible for the recent promotion in seniority-cum-fitness quota from JTO to SDE, (iii) Order issued by DGM(Vig.)/CTD regarding recovery of penalty from the erring officers/franchisees in respect of verification of the records for new connections, pointed out by DOT/VTM, (iv) Discontinuation of Telephone Advisory Committee (TAC) in CTD as per corporate office order vide letter No. 2-5/2009-PHA, dated 22-05-2009,(v) Issuance of posting order of recently promoted SDEs in CTD at the earliest, (vi) JTO officiating renewal cases in proper time, (vii) Issuance of 1st time bound IDA upgradation for the left out JTOs those who are eligible upto 01/10/2008, (viii) issuance of the SDE officiating order at the earliest etc.
|MOST URGENT issue related to option to continue in CDA scales till promotion/retirement: BSNL CO has issued orders on 20.03.2009 asking for details regarding the option. All zonal secys. of WB state branch, state office bearers and CWC members are requested to take note of the same and expedite the process to get the details from all the DDOs at the earliest. This is urgently required to settle the issue. Calcutta Telephones Administration at Conference Hall, Telephone Bhawan at
3:30 pm on 21/05/09 on CDR Based Customer Care and Convergent Billing
System. CGM/CTD and other senior officers explained elaborately the
advantages of the said subject. Representatives of Service
Associations/Unions were invited in that seminar. On behalf of our

|General Body Meeting of South Zone was held at Russa Exchange Bldg. on 29/04/09 at 5 pm. Members present in the house and divisional secretaries raised the problems faced by the members, specially implementation of time bound promotion, anomalies in pay fixation as per recommendation of 2nd PRC and problems regarding developmental activities in all respect. Zonal secretary explained in detail the activities of the zonal body for the way out of the solutions of the problems raised in the house. Zonal secretary also expressed his views in different aspect for the developments. ACRs of all eligible JTOs are not available at HQ. So Zonal Secretaries under CTD establishment are requested to pursue the issue with concerned administrative authorities for sending missing ACRs to HQ so that the order of first upgradation under the time bound promotion may be issued at earliest possible possible time after issuance of the first order in this regard. United Forum of BSNL
Executives' Associations/WB Circle Branch met GM(OP)/WBTC today at the
conference hall of Circle Office, Kolkata at 12 am. Circle Secretaries
along with concerned circle office bearers of both the Executives'
Association of united forum took part in extensive discussion regarding:-(i)
Administrative/Prayer/Request transfer cases of the executives those who
are regular in their cadres, viz. JTO/SDE/DE, (ii) Provisions of change of
posting for the executives working in officiating status in different
cadres (JTO/SDE/DE), (iii) Longest staying list in respect of SSA/HQ
in the cadres of JTO/SDE/DE etc.
General Body meeting of Howrah zone was held at Shibpur Exchange Bldg. on 24/04/09 at 5 pm. Most of the members along with zonal office bearers and executives attended the meeting. Zonal Secy. pointed out elaborately all the problems prevailing in Howrah area related to developments and actions taken by the zonal body under the leadership of zonal secretary with administration to solve the problems. Most of the members participated in discussion in different issues regarding CDR project, problems in CASH COLLECTION center in Andul, look after charges, expenditure related issues, training arrangement for CCN in-charge etc. State Secy., Asstt./CTD (Com. T. Dutta) attended the meeting. Com. T. Dutta addressed the house especially on the issues of implementation of time bound promotion, officiating arrangement in SDE cadre, transfer cases etc. Lastly State Secy. explained the recent development which took place at SHQ/CHQ level especially the financial position of BSNL, CTD, WBTC for the financial year 2008-09. State secy. requested all the members present in the house to try their level best in developmental activities as well as curtailment of wasteful expenditure in all respect for our survival in future.
A meeting headed by GM(OP)/WBTC
was arranged by Welfare Establishment of WBTC with the
Unions/Associations in the conference hall at Circle Office on
21/04/09 to have a discussion on BSNL MRS. State secretary, State
President, Org secy.(South Bengal) and Asstt. Secy./Circle attended the
meeting on behalf of our association. The agenda of discussions are as
(I) Renewal and empanelment of Hospitals/NHs - Various problems thereof & present status, (ii) Engagement of Registered Medical Practitioners on contractual basis to check the medical bills, (iii) Disallowance/Deduction of claim amount against the bills submitted by the Hospital/NHs as well as employees concerned - Follow guideline issued by BSNL Corporate Office, New Delhi, (iv) Bi-monthly Co-ordination meeting with the Hospital/NHs under the chairmanship of C.A.O. (Medical) for early settlement of pending medical bills. (v) Time schedule for clearance of Indoor Medical Bills and preparation of list showing the status of pending medical bills on monthly basis for information of employees as well as Hospitals/NHs. (vi) Verification/Inspection report. (vii) Income Tax Certificate (17/2 clearance), etc.
State Secretary & State president participated in the discussion and elaborately expressed their suggestive views on different issues of BSNL MRS and it was intimated in the meeting that further meeting will be held on 5th May, 2009 along with authorities of Hospitals/NHs.
|General Body meeting of NS Zone was held at Kalyani Telephone Exchange Bldg. on 18/04/09 at 5 pm. A good number of members of the concerned zone attended the meeting and raised many developmental issues as well as personal issues for discussion and what should be our task to solve the problems. Zonal Secretary tried his level best to satisfy the members' queries and also assured the members that appropriate action would be taken immediately by the zonal body with the concerned administrative authority for fruitful result. On behalf of SHQ, State Secretary, VP ( Com. Rabin Halder), State Treasurer attended the meeting and state secretary addressed the house on zonal issues as well as recent SHQ & CHQ developments, specially implementation of time bound promotion.|
|General Body meeting of Central City Zone was held at Telephone Bhawan Canteen hall on 17/04/2009 at 5 pm. On behalf of SHQ, State Secretary along with some state office bearers & CWC members attended the meeting. Zonal Secretary in his address clarified the quarries raised by the general members. State Secy. addressed the meeting on the recent SHQ & CHQ developments especially on regularization of officiating JTOs and implementation of E1A & E2A scales so that the JTOs who joined after 01-01-2007 can get the fitment benefit regarding pay fixation as per recommendation of 2nd PRC.|

Secretary attended the meeting organized by the comrades of RCES, Kolkata (Burro Bazar) under CGM/NCES (National Center for Electronic Switching), New Delhi. It is learnt from the discussion that settlement of each & every case is to be depended on the decision of CGM/NCES, New Delhi. State Secy., State President, Asstt. Secy./Civil, ZS/Central South & other concerned Zonal office bearers met Chief Engineer/Civil on 30.03.09 to discuss the following issues :
1.Implementation of Time bound promotion of the left out executives as well as CR missing cases. In this context Chief Engineer assured CR missing cases will be looked after by him personally.
2. Implementation of transfer order, issued by Ch. Engineer.
3.Prayer Transfer cases.
4. Training arrangement related to time bound promotion.
5. Update HR Package regarding staying etc.
State Secy, Org. Secy./South, Asstt. Secy. Circle met GM (OP) on 27/03/09 and discussed the following issues:
1.Implementation of Time bound Promotion for the left out candidates working in WBTC, CIVIL, ELECTRICAL etc. In this regard it is to be mentioned that Time bound Promotion order of 89 Executives working in WBTC, CIVIL and ELECTRICAL has been issued today only due to active persuasion by the association.
2.Prayer/Request Transfer cases of JTOs/SDEs / DEs
3.Pay fixation of officiating JTOs as well as JTOs who got regular promotion in the cadre of JTO after 01.01.07, in revised pay scale of executives and other issues.
State President represented
the joint forum in a meeting with GM/Finance of CTD in regard to telephone
bill distribution. Complaints about customers not getting bills and
sometimes not in time is a common occurrence. The recent system of
distributing bill through GPO is not satisfactory. Joint forum suggested
to deliver the bills to the business post office of the respective area
through office Area Manager directly from the production center. Joint
forum is of the view the area will get to make inherent check of the bills
delivered and find the cause for instances of non delivery. The
administration requested for some time to set up a modality on which it

State President Dilip Saha, Org. Secy. Shankar Sanyal and Asst. Secy./CTD met DGM/Admin of Calcutta Telephones in regard to pay fixation of officiating JTOs in revised pay scales of executives. The association referred to the meeting it had with GM/Finance in this regard. As the officiating JTOs are performing the same duties and responsibilities of a regular executive, obviously they deserved the revised pay scale of executives. The matter was discussed extensively and the administration requested to submit a letter in this regard.
Association also expressed serious concern in regard to substantial error in longest stayee list in the grade of Gr. B executives. Such erroneous list, if sent to corporate office may lead to harassment and injustice to those who would get transferred. Association strongly demanded for immediate correction of the same before sending to corporate office and the list already sent should not be operated.
State President Dilip Saha, Org. Secy. Shankar Sanyal and Asst. Secy./CTD met GM/Finance of Calcutta Telephones on fixation of pay for officiating JTOs in revised pay scale of executives. The copy of the circular issued by Kerala Circle in regard to modalities of pay fixation in the revised pay scale for those who are officiating has been submitted for ready reference.GM assured to look into the matter positively and convey the same to the association at the earliest.
State President Dilip Saha, Org. Secy. Shankar Sanyal and Asst. Secy./WBTC met GM/Finance of WBTC and discuss regarding the pending DPC of time bound promotion. Association requested to expedite the process as large number long pending cases are lying unresolved. GM assured to take up the DPC on the day itself and clear the backlog. Association was told about 61 cases of DPC were in ready condition and it would be over in a couple of days. The associating also discussed in regard to pay fixation of officiating JTOs in revised pay scale of executives.
State President, represented joint forum of Calcutta Telephones to meet CGM/CTD and brought to his notice about the deteriorating Broadband and CMTS/WLL services. Joint forum also highlighted about the meeting it had with GM/Broadband and GM/Finance and that no effective solution has come off yet. CGM requested for some time to know about the developments and address the matter accordingly.

State Secretary, State President, Org. Secy./South and Asstt. Secy./Circle met CGM/WBTC on 06-03-09 and had an extensive discussion on various problems in different services in WBTC. It is also informed to CGM that we have conducted a meeting on 28-02-09 at CTO hall throughout the day to discuss the problems prevailing in different fields and the representatives from most of the SSAs attended the meeting and put their views & suggestions to over come the problems. Another important item for discussion was the curtailment of wasteful expenditure in all respect. Again it is requested to all Zonal Secretaries in WBTC to submit their proposal/suggestion regarding developmental activity/problems at the earliest so that we can submit a letter to CGM/WBTC in this regard to take immediate appropriate actions from his level for better service to customers as well as revenue growth otherwise it is not possible to create pressure on management which is very much needed at this moment. It is also requested to CGM to implement the time bound promotion for the left out executives and to hold at least two DPC meetings in a month for smooth implementation of time bound policy.

Technical committee meeting with WBTC based zones was held at CTO hall on 28/02/09 at 1 pm. Most of the zonal secretaries and zonal presidents attended the meeting. Most of the state office bearers & CWC members were also present in the meeting. Detail discussion took place on the problems prevailing in mobile services, BTS maintenance, CDMA system, Bill delivery system, Land line service, BB service, Customer care, Marketing, Cash collection centers etc. Most of the zonal executives of different zones participated in the day-long discussion and highlighted fruitful suggestions on different services to overcome problems in the respective services for extending good quality of service to the customers. It was decided in the meeting that zonal secretaries & presidents after returning to their respective places will conduct technical committee meeting with technical committee members for preparing suggestions/proposals on improvements of the said services as well as revenue growth & curtailment of wasteful expenditure on different aspect so that SHQ can take appropriate action in time. All zonal secretaries are requested to send the proposal by 07/03/09. Besides these, transfer policy for the executives those who are officiating in the cadre of JTO/SDE/DE was also discussed.
|GM/F/CTD & GM/IT/CTD invited Joint Forum/CTD on 28/02/09 at 12 am in response to the memorandum submitted by Joint Forum to CGM/CTD on 23/02/09 at the office of GM/F to discuss the problems prevailing in poor bill delivery system. The representatives of Jt. Forum had a discussion specially on (i) Complaints of non-receipt of bills in time, (ii) Non-issuance of WLL bills from August 2008, (iii) Decentralization of bill delivery system etc. On behalf of our association State Secy. & State President were present in the meeting.|

GM/BB/CTD invited Joint Forum/CTD on 25/02/09 at his office to discuss the problems prevailing in BB service in response to the memorandum submitted by Joint Forum to CGM/CTD on 23/02/09.The representatives of Jt. Forum had a prolong discussion with GM/BB specially on (i) delay in fault maintenance creating harassment to large no. of BB users, (ii) formation of unitwise dedicated teams for quick restoration of service, (iii) BB service provided simply by using Drop Wire should be replaced by 5-pair cable , (iv) Good quality Telephone sets to be provided to avoid unwanted loop fault, (v) Call center and local units coordination is to be improved, (vi) Harassment of BB customers due to billing as well as commercial problem mainly due to plan change to be solved through single window system etc. On behalf of our association State Secy. & State President were present in the meeting.
|Hon. MOC & IT cleared the proposal of BSNL Board regarding new IDA pay scales , fixation of pay etc for the Executives in accordance with the orders of DPE.|
|"Lunch Hour Demonstration wearing Black Badges" called by JOINT FORUM/CHQ was observed on 24/02/09 centrally at Telephone Bhawan for CTD comrades and at Circle Office for WBTC comrades working at Kolkata & CAL-SSA, at all other CGMs' offices and at the office of all SSA Heades, demanding immediate absorption of ITS in BSNL. State Secy., State President, State Office Bearers, CWC members, Zonal Secretaries and Zonal Office Bearers attended the demonstrations at their respective places and highlighted the present frustrating scenario developed in different service area due to the utmost apathy, reluctant, indifferent attitude of the ITS officers and we demanded either ITS officers get absorbed in BSNL or go away. The representatives of Joint Forum convey the message through this demonstration to the grass root comrades to be united and prepared for the ensuing "Full Day Dharna" on 17th March and "One Day Strike" on 25th March for creating tremendous pressure on the management for ITS absorption.|
Hour Demonstration" programme was observed by Joint Forum/CTD at
Telephone Bhawan Ground Floor. Members from all Unions/Associations of
Executives/Non-Executives of Joint Forum /CTD attended the programme. One
representative from each & every Union/Association of Joint Forum/CTD

of the speakers highlighted the Outstanding Recoveries, Problems of

the gathering on the above issues specially emphasizing the lacuna in BTS
& BB maintenance and Promotional Offers by CTD which are not at all
effective in respect of revenue growth and we demanded "no further
Promotional Offer will be announced by CTD administration without

Joint Forum/WBTC of Executives and Non-Executives met today mainly to discuss the developmental activities in GSM, WLL, BB, PSTN, Transmission, Customer Care, Business Development & Marketing etc of WBTC and the ensuing agitational programme, called by Joint Forum/CHQ regarding ITS absorption as stated above. Joint Forum took the decision to observe "Lunch Hour Demonstration" wearing Black Badges on 24-02-09 at all Circle Levels i.e. in the O/o CGM/WBTC, CGM/ETR, CGM/ETP, CGM/TF, CGM/TS, PCE/Civil and at all SSA H/Q Levels. It is also decided the Day-long Dharna will also be observed on 17-03-09 at all Circles Levels as per 24-02-09 programme & all SSA H/Q Levels. One Day Strike will be observed on 25-03-09. On the other hand Joint Forum decided to propagate the message of "proper attendance & devotion to service" to all executives and non-executives working in WBTC, ETR, ETP, TS, TF by their unions/associations.

State Secretary & State President addressed in the open session regarding latest development at CHQ & SHQ United Forum Level and what to be done for the survival of BSNL, improvement of service quality with revenue growth as well as curtailment of wasteful expenditure.|

Agenda of discussion of the meeting are:

|General Body meeting of N/E Zone was held at Salt Lake Exchange Building on 17-02-09 and most of the members of the zone attended the meeting. Zonal Secretary addressed the house on different zonal aspects as well as problems prevailing in service area like GSM, WLL,BB etc. Some members raised personal problems & the latest position on implementation of recommendation of PRC, IPO, VRS, ITS absorption etc. State Secy and State President along with Asstt Secy./CTD & CWC members attended the meeting. of service condition as well as revenue growth, then notice of further agitational

|Divisional meeting of Electrical Wing under Central/City Zone was held at Yogayog Bhawan at 5 pm. Most of the members of electrical wing attended the meeting. Extensive discussion took place on implementation of time bound promotion, result of competitive & A/C exam, seciority cum fitness promotion from JTO to SDE, latest development on PRC etc. State Secretary, Zonal Secretary and other concerned zonal office bearers took part on the aforesaid discussion.|
|Monthly meeting of Central South Zone was held at CTO Hall on 11-02-09. State President along with other office bearers concerned to WBTC attended the meeting. Developmental issue in different fields as well as different organizational issues were discussed by the beloved comrades. State President, Zonal Secy. & Com. Prasun Ghosh (Z/S Central North) addressed the meeting on recent CHQ &SHQ development & organizational issues.|
|Monthly meeting of Central City Zone was held at Telephone Bhawan Canteen hall on 10-02-09. State Secy., State President along with other state office bearers and CWC members attended the meeting. On behalf of City Central Zone the zonal body extended their esteem honour & best wishes to 10 comrades of this zone who retired from service in recent months. From SHQ we are congratulating the Central City Zone for such activity and hope they will continue this type of organizational activity. Quarries in different aspects raised by the members present in the meeting were addressed by Zonal Secy. and State Secretary.|
Secy., Org. Secy./South, Asstt. Secy./Circle met GM(OP)/WBTC to discuss the
(i) Implementation of time bound promotion for the Executives working in WBTC in different wings who are eligible for getting the said promotion on 01-10-2008 and also for 01-10-2009. GM(OP) ensured that the said promotion list for a good number of executives working in Civil, Electrical, Telecom will be issued by this month.
(ii) Transfer issue related to executives those who are officiating in different cadres in WBTC. It was suggested by our association to GM(OP)/WBTC to call a meeting with the Executives' associations from administrative side for elaborate discussion & decision on the aforesaid issue. GM(OP) agreed on the matter and assured for holding the meeting at the earliest. In this regard all Zonal Secys. of WBTC & concerned state office bearers are requested to discuss this issue at zonal level and to send the opinion & suggestion to SHQ on this issue.
(iii) Review of DE & SDE nomenclature & other issues.
United Forum has decided to defer the ensuing programmes of organizational action in view of assurance given in writing by BSNL Management on the issues of IDA Pay Scales, fixation of pay and promulgation of Group A RRs.

Lunch Hour Demonstration called by United Forum on the protest against deliberate attempt to withwhold issuing orders relating to implementation of IDA pay scales along with allowances according to the decision of DPE is observed at Telephone Bhawan & Circle Office with a mass gathering. SHQ Office bearers from both the Executives' Associations addressed the demonstration both at Telephone Bhawan and Circle Office, Kolkata. Lunch Hour Demonstration is observed at all SSA HQs & at NSCBTTC, Kalyani also. CHQ President addressed the gathering at NSCBTTC, Kalyani. the earliest possible time , ii) Implementation of time bound promotion , it was
requested to Chief Engineer for pursuing the issue with CGM/WBTC and it was
assured by our association
that every sorts of cooperation will be extended in this regard as well as
pressure will be created on administration for proper implementation of
the issue , iii) Corrected list to be sent to the Corporate Office for
next tenure/outstation transfer for the executives , iv) Officiating
arrangement in the cadre of executive engineer for the vacant post in West
Bengal Circle , V) Provision of vehicles in field units for smooth
functioning , vi) Implementation of pending transfer orders etc.
Annual General Body meeting of south zone was held on 17.01.2009 at Telecom Factory , Alipur. Most of the members of south zone attended the meeting. On behalf of SHQ , State Secy. , State President along with most of the Kolkata based State Office Bearers , CWC members , Zonal Secys. attended the meeting.
Com. Aparesh Ghosal , SDE/TM/Circus , Com. Biswajit Basu , SDE/Russa/Intl , Com. Bibhuti Debnath , JTO/TM/Alipur were unanimously elected as Zonal President , Zonal Secy. & Zonal Treasurer for the next term. A meeting was held in Telecom Factory, Alipur with the members of Telecom factory. State Secy., State President, Asst. Secy. (Telecom Factory), Zonal Secy. (South Zone) along with zonal office bearers from Telecom Factory wing attended the meeting. State Secy., state President along with most of the Calcutta based State office bearers & CWC members attended the meeting. On behalf of zone Org Secy. raised the zonal problems faced by the members and other problems related to SHQ. Zonal Secy. addressed the meeting and also responded to the zonal problems. State Secy. & State President elaborately explained the issues discussed in the last AIC such as ITS absorption, outside MT recruitment, GR-'A' RR, recommendation of 2nd Pay Panel Committee, regular promotion from JTO to SDE & SDE to DE, regularization of officiating JTOs, regularization of adhoc DEs, seniority protection of recently promoted JTOs etc.

5th Management cum Development meeting of WBTC was held on 6th January 2009 at Convergent Hall, Ballygunge Place at 10:30hrs. State Secy.,State President and Asstt. Secy.(circle) attended the meeting and took part in discussion in our respect. CGM, GM/TF, GM/F, GM/OP, GM/Mktg expressed their views in respect of development of West Bengal Circle. CGM/ETP and GM(HQ)/ETR also attended the meeting in the 2nd half and expressed their views specially in the field of 3G mobile rollout and gave a representation on the developmental works going on in this field. On behalf of our association, we have expressed the problems prevailing in Broadband, Mobile,WLL & PSTN service and we also suggested exclusive Staff should be engaged for BB, mobile & WLL for specialized marketing as well as exclusive sales team & BTS/BSC maintenance including RF testing team in each and every SSA. CGM/WBTC accepted our proposals in each and every respect and ensured the same for implementation. CGM/WBTC also requested to all union/association representatives and SSA heads to take a special drive for collection of outstandings and to provide WLL VPT connections more so that within March 2009 we can earn some extra revenue.
CMD along with Director(C&M) and Director(Planning) came Kolkata to attend a review meeting at Convergence Hall,Ballygunge Place. State Secy., State President along with Circle Secy./AIBSNLEA(CTD) met CMD,Director(Planning) and Director(C&M) today and had a discussion on i) Regularization of ad hoc STS officers. We told CMD ,in our last AIC open session at Vadodara, you have expressed your opinion that you have no belief on ad hocism in respect of promotion. CMD assured that regularization of ad hoc STS is under process. ii) Recruitment of JAG and SAG officers from outside in Marketing ,HR,Sales,Finance,IT and Legal cells etc. for survival of BSNL. CMD told you have already submitted your proposal in this regard from CHQ level. iii) Amendment of Group A RRs iv) Implementation of 2nd Pay Revision Committee Report. CMD assured BSNL board will discuss this issue on 7th January Board meeting. V) Standard E2 & E3 pay scales for JTO and SDEs.

Most of the members of the said zone attended the meeting and a prolong discussion took place on the various problems faced by the members in respect of developments of BSNL as well as the personal problems. Zonal Secy. addressed the meeting on the zonal issues and responded on the quarries raised by the members. State Secy., State President, Asstt. Secys./CTD attended the meeting. It is assured by DGM/Admn, SDE officiating is already in progress and SDE officiating order will be issued at the earliest possible time. Kolkata based all zonal secretaries are being requested to contact with assistant secretaries/CTD(Com. T.Chaterjee and Com. T.Dutta) for sending CRs of the eligible candidates from concerned areas and establishments. (ii) Implementation of time bound promotion for the executives those who are already eligible for getting time bound promotion on 01.10.2008 (iii) Some request transfer cases and other issues.
The scheduled meeting on the New Year Day/1st January,2009 called by CGM/WBTC was held today at Institute Hall,CTO,Kolkata at 11.00hrs. The purpose of the meeting was to discuss the transformation strategy of BSNL and after all to exchange our good wishes for the New Year and take the vow to make the BSNL as a vibrant organization. CGM/WBTC with almost all Kolkata based GMs, DGMs, Senior Officers and more than 200 staffs and officers attended the meeting. On behalf of our assosiation, State Secy.,Org. Secy., Asstt. Secy.(circle) attended the meeting. Powerpoint Presentation on our future strategy and actions to be taken in coming days in comparison with other private operators in Telecom sectors is very nicely elaborated by CGM and in the changing scenario for our survival as well as BSNL,we should commit to work together and to take accountability and responsibility irrespective of cadres i.e from top to bottom. State Secy. concluded his speech mentioning that if we want to go far, go together and if we want to go fast, go alone. By 2012, there is a possibility of additional Telephone connections of 24 crores in rural areas. So in West Bengal Telecom Circle, we have a great opportunity to expand our rural PSTN and GSM network and it is our appeal to all our beloved comrades for taking necessary steps regarding expansion.
