19th November, 2009   St. Secy., St. President met both PGM(CFA)/CTD and CGM/CTD and discussed on several issues related to developments on BB service, BTS Maintenance, leased line maintenance, Marketing & Sales, problems providing in Mobile Services etc. On behalf of our association it was requested to CGM/CTD to take necessary actions in respect of developments in different fields. It is being observed that some circulars, instructions from CGM/CTD are being issued or conveyed to down level for implementation of the same, so that we can extend better service to customers for our existence and BSNL's viability in future. 
18th November, 2009  St. Secy., St. President along with concerned St. office bearers met AGM(Staff)/ETR on 17.11.09 to discuss transfer & posting issue as well as proper utilization of man-power in ETR specially in West Bengal. AGM(Staff)/ETR expressed his support to our opinion regarding some prayer transfer case and necessary action will be taken by AGM(Staff)/ETR as discussed.

18th November, 2009   St. Secy., St. President, Org. Secy(s), Asstt. Secy./Circle met GM(OP)/WBTC on 17.11.09 and had an exclusive discussion on implementation of time-bound promotion of the executives, who are eligible for getting 1st or 2nd time-bound upgradation as on 01.10.09 and also for the left out executives who are eligible for getting 1st time-bound upgradation from 01.10.04 to 01.10.08. It was also discussed that the names of the said eligible executives along with their missing ACRs, if any, to be put in 'SANCHARIKA' at the earliest & the periods of ACR needed for the JTOs who are in the purview of getting SDE officiating, also to be put in 'SANCHARIKA'. All Zonal Seretaries and concerned executives of WBTC are regulated to send the required ACRs to Circle Office as early as possible.  

Annual General Body meeting of The Junior Engineers' (Telecom) Co-operative Credit Society Limited is scheduled to be held at CTO Hall on 10.12.2009 at 17:00 hrs. All the members are cordially invited to attend the meeting.
16th November, 2009 AGB of Bankura Zone was held at Recreation Hall of Bankura Telephone Exchange Building on 14.11.09 at 11am. Almost all members of Bankura and Purulia SSA attended the meeting. A good no. of retired comrades also attended the AGB. Our Bankura & Purulia comrades are very much successful to make our organizational strength and unity very strong in the said SSAs by enrolling a good no. of Direct Recruit JTOs to our organization. On behalf of SHQ, heartfelt sincere thanks was conveyed to them and we hope they will make our mighty association stronger to fight against Management for their indifferent attitude & not taking of any proper actions for viability, growth and development of BSNL. St. Secy., St. President, St. Vice President (Com. N.Biswas), Org. Secy./South, Asst. Secy./Circle, St. Treasurer and Zonal Secretaries of Suri,Asansol & Durgapur Zone along with some zonal office bearers attended and addressed the meeting on recent developments of SHQ & CHQ.

11th November, 2009 General body meeting of Howrah Zone was held at Ichhapur Exchange building on 10/11/09 at 05.30 PM. Almost all members of Howrah Zone attended the meeting and expressed their views regarding service, maintenance, developments in Basic as well as Mobile establishments. The beloved comrades also raised the problems faced by them. Zonal Secy. and state office bearers present in the meeting tried their level best to satisfy the members queries . St. Secy. also briefed the members on implementation of BCG recommendation for revival of BSNL.

11th November, 2009 St.Secy.,St.President met GM (F)/CTD on 10/11/09 to discuss the financial position of CTD after 2nd Quarter of the current financial year. It is observed that there is no revenue growth for Basic and Mobile services in CTD, but revenue in Mobile services remains same and revenue in Basic services is slightly reduced in respect of previous year i.e 2008-2009. On behalf of our association we expressed our views to GM (F)/CTD that drastic measures to be taken for curtailment of wasteful expenditure.
10th November, 2009 St. Secy, St. President met PGM (CFA)/CTD on 09-11-09 and discussed the following issues:

(i) Implementation of 2nd time bound IDA scale upgradation w.e.f. 01-10-09 of the eligible JTOs working in CTD and also for the left out SDEs & DEs at the earliest time. It is also informed to PGM(CFA)/CTD that a good no. of JTOs will retire within Dec. '09. So upgradation process should be completed within this month. PGM(CFA)/CTD agreed on the matter, (ii) Renewal of Local Officiating arrangement in the cadre of SDE in CTD to be issued at a time for all the executives who are officiating as SDE in CTD. PGM(CFA)/CTD expressed his opinion in support of our views on the said matter, (iii) Issues related to transfer & posting and other issues related to BB service, Leased Lines, CSC& CCN, attendance etc.

9th November, 2009 AGB of Krishnanagar zone was held on 07-11-09 at TRC HALL/KSH at 11:00 am. most of the comrades of KSH zone attended the meeting and it is a matter of great pleasure to mention that a good no. of our beloved retired comrades also attended the meeting. It is also proposed by the comrades that some effective measures should be taken by our association so that our retired comrades may continue their membership after retirement in our association. Exclusive discussion took place in respect of developmental issues, better service to customers, revenue growth, curtailment of wasteful expenditure, leased line maintenance, attendance etc. It was requested by SHQ to all comrades of KSH zone to take necessary actions in their own fields and to create pressure on management for KSH SSA growth. On behalf of SHQ, St. Secy, St. President, Org. Secy/South, Asstt Secy/Circle attended and addressed the meeting on recent CHQ & SHQ developments. Com. Manajit Adhikari, SDE (Extl)/RGH, Com. Ranjit Kr Sen, JTO/MKGT/KSH, Com S.K. Dubey, JTO(Gr)/KSH were unanimously elected as Zonal President, Zonal Secretary and Zonal Treasurer of KSH zone for the next term.
6th November, 2009 State Secy., State President along with Z/S of central South Zone & concerned zonal office bearers met Chief Engineer (Civil) at Yogayog Bhawan on 05-11-09 at 5 pm and discussed the anomalies in the recently issued transfer order of SDEs. On behalf of our association we requested Chief Engineer (Civil) to divert the posts of executive levels from one place to other as per administrative need, but not to extend facilities to someone in the name of transfer order and we also requested to issue transfer order in all executive levels once in a year i.e. in the month of March or April, but not in the mid-year. Chief Engineer (Civil) expressed his opinion in support of our views on the said matter and assured for taking necessary actions.  
3rd November, 2009 A meeting was called by CGM/CTD at his chamber on 31/11/09 at 4:30 pm and representatives of all Association/Unions of Executives & non-Executives were invited. The agenda of discussion of the said meeting was mainly on the attendance to office at proper time from level of CGM to Gr. 'D' and how to implement it. The representatives of all Association/Unions were in the same opinion to come to office at proper time and have extended their full support and cooperation to CGM for implementation of the same and also requested to CGM to take necessary actions immediately. On behalf of our association State Secretary, State President, Org.SEcy/CTD attended the meeting and expressed our views in support of attendance at proper time & requested to CGM to hold meeting with Associations/Unions regarding service, operation and development of CTD so that we can extend better service to customers as well as can earn more revenue for survival of CTD.
31st October, 2009 General Body Meeting of NS zone was held at Bhatpara Exchange Bldg. at 5:30 pm. In that meeting "Vijoya Sammelani" was also celebrated by the comrades of NS zone. Com. 29th October, 2009 St. secy., St. President, Org. Secy.(North), Org. Secy.(South) and Astt. Secy./Circle were on organizational tour in North Bengal from 24.10.2009 to 27.10.09. The said State office bearers attended AGB of Gangtok zone on 25.10.09 at Gangtok Exchange building, AGB of Malda zone on 27.10.09 at Raigunj Tourist loudge and General Body meeting at our association office at Siliguri. St. Secy. addressed the GB meeting at Siliguri. State office bearers along with Zonal office bearers of Siliguri Zone met GMT/SLG after GB meeting and discussed service condition in different fields in WBTC and Siliguri SSA and also the regularization of the transfer and posting order recently issued by GMT/SLG. On behalf of SHQ it was requested to GMT/SLG to follow the transfer policy issued by Corporate office.

Almost all members of Gangtok zone and Malda zone attended their respective AGB. The said State office bearers addressed the meetings on recent development of CHQ & SHQ and specially on curtailment of wasteful expenditure, revenue growth, better service to customers, proper maintenance of BTS, BB, leased line service. 21th October, 2009 50 JTOs/CTD who got 1st time bound IDA scale upgradation under time bound promotion policy from JTO to SDE (in the pre revised pay scale from Rs.9850-250-14600 to Rs.11875-300-17275) w.e.f. 01/10/2004 are now eligible for 2nd upgradation in the revised pay scale of Rs.24900-50500 w.e.f.01/10/2009 and as per order No. DGA(New Prom Policy)/69 dated at Kolkata -I, 7th July, 2009 the process of implementation of said 2nd upgradation is going on at HQ. 16th October, 2009 The order of 2nd Time Bound IDA Scale upgradation of 217 SDEs of BSNL Calcutta Telephones is issued vide No: SAT-2004/FUG/SDE/18, dated 16th October, 2009.

The order of 2nd Time Bound IDA Scale upgradation of 14 DEs (Adhoc) of BSNL Calcutta Telephones is issued vide No: SAT-2000/FUG/DE, dated 15th October, 2009.

16th October, 2009 State Office Bearers meeting along with the Calcutta based Zonal Secretaries was held at CTO Hall at 5 pm on 15/10/2009. Formation of Diary Committee for publication of Executive Diary 2010, Date & Venue for one Full-day Executive meeting, Formation of a committee of implementation of time bound promotion in WBTC and other issues were discussed in the meeting.

 A five member committee is formed under the convenership of Com. Prasun Ghosh, Z/S of Central North Zone for publication of  Diary of Executive Diary' 2010, other members of the said committee are (i) Com. Sanjoy Bhattacherjee, Treasurer/SHQ, (ii) Com. Aparesh Ghoshal, Org.Secretary/CTD, (iii) Com. Pradip Roy, Z/S Central South Zone and (iv) Com. Nirmal Sarkar, Z/S of Central City Zone.

 It was decided in the meeting that one Full-day State Executive meeting will be held on 20/11/2009 at CTO hall. Necessary notice & instructions will be circulated later on.

A Five member committee was formed in the said meeting for implementation of time bound promotion of the Executives working in WBTC under the Convenership of Com. S. Awon, Asstt. Secy. (Circle)/SHQ and other members of the committee are (i) Com. P.K. Roy, Zonal Secy. of Central South Zone, (iI) Com. Samdip Chatterjee, JTO/Staff-I/CO, (iii) Com. M.K. Das, JTO/RT/CO, (iv) Com. Santanu Chakraborty, JTO/Civil.

It was discussed in the meeting that our association took a very vital role for successful implementation of recommendations of 2nd PRC for the executives of BSNL. In this regard it was decided to collect Rs. 200/- per member as donation to SHQ. All Z/Ss are requested to take necessary drive for donation collection.

13th October, 2009 State Secretary and State President were invited by PGM(O)/CTD for attending the courtesy meeting called by newly joined CGM/CTD on 12-20-09 at conference hall, Telephone Bhawan at 3 pm with the representatives of associations/unions of executives and non-executives. State Secy. and State President attended the meeting. At the beginning of the meeting Mr. A.K. Garg, CGM/CTD introduced himself first and then he expressed his views in respect of present scenario of BSNL as a whole as well as CTD i.e. every where revenue is declining in each and every field. He assured that he will extend his full effort for the development of CTD and same cooperation was also asked from all associations/unions. On behalf of our association we extend our full cooperation to CGM/CTD for better service to customers and development specially in BB service & BTS  maintenance in CTD. Besides this, the present worst conditions of Battery & Power Plant in all Exchs/RLUs/PCM terminals, proper utilisation of man power, poor staff strength in BTS maintenance and BB operational services, non-implementation of administrative orders at all levels, poor HR management etc. were explained to CGM/CTD. We also demanded to implement attendance from CGM/CTD to lower level at sharp 10 am in CTD. CGM/CTD assured to take necessary measures in all respect as suggested by our association.   
8th October, 2009 St. Secretary, Org. Secretary(S), Asstt. Secy(Circle) and zonal secy. of Central North & Central South zone along with some zonal office bearers met DGM/Trans & BSS/WBTC on 07/10/2009 and had a prolong discussion on BTS maintenance & BSNL infrastructure sharing , specially BTS with other operators as new business in WBTC. On behalf of our association, we expressed our views in this regard to DGM/Trans & BSS/WBTC that BSNL infrastructure sharing with other operators i.e. our infrastructure hiring by other operators should be cost effective so that WBTC earn revenue in respect of infrastructure sharing/hiring more than expenditure to be incurred in this regard. DGM/Trans & BSS assured us that every measure would be taken to make infrastructure sharing/hiring as suggested by our association.

8th October, 2009 St. Secretary, Org. Secretary(S), Asstt. Secy(Circle) met CGM/WBTC on 07.10.09 to discuss BSNL infrastructure sharing with other operators as discussed the same issue with DGM/Trans & BSS/WBTC. Besides this other developmental issues and resentments of our Siliguri comrades regarding transfer order issued by GMT/Siliguri, staff utilisation in all SSAs, expenditure control, implementation of BCG projects in WBTC etc. CGM/WBTC expressed his views in each & every aspect in positive manner.

6th October, 2009 State Secretary, State President met today CGM/ETR and had a prolong discussion on developmental issues and it was informed by CGM/ETR that a lot of improvement occurred in this financial year in respect of Route maintenance and percentage of failure in route is remarkably reduced. As per corporate office order all the Leve-I Taxes will be handed over to the concerned Circles from ETR establishment and NIB will be handed over to ETR within a very short time. Beside this transfer & posting issue was also discussed.
6th October, 2009  Hon. CAT Ernakulam bench admits OA 672/2009 filed by SNEA(I), CHQ against the discriminations in age and qualification in the Internal quota for MT recruitment. All members desirous of appearing in MT Internal Quota may apply before the last date i.e. 14/10/2009.   
24th September, 2009 St. Secretary, St. President and Asstt. Secy/ETR met CGM/ETR on 23/09/09 and had a prolong discussion on developmental issues as well as problems prevailing in ETR, specially in West Bengal. On behalf of our association, it was requested to CGM/ETR to provide executives at SDE level for OFC route maintenance at some places immediately.
23rd September, 2009 State Secretary with some office bearers met CGM/WBTC/CTD on 22/09/09 and discussed the poor maintenance & operation of our BTS, Mobile, BB Services in both WBTC & CTD. On behalf of our association St. Secy. submitted our demands & proposals regarding service maintenance & development in different fields for both WBTC & CTD, as already put in our Website earlier and it was requested to CGM/WBTC to convey to all SSA/Heads regarding our quarries as asked for to our zonal secys. in WBTC. 
19th September, 2009 CONGRATULATIONS TO SURI COMRADES, for taking appropriate organizational action against GM/Suri under the leadership of Zonal Secy./Suri to reduce the wasteful expenditures on different heads being incurred by GM/Suri on his own decision without taking any fruitful suggestions from the associations/unions. 

Zonal Secy.,Zonal President along with other zonal office bearers of Suri zone of our associations and zonal representatives of AIBSNLEA together met GM/Suri on 18.09.09 at 16.00hrs. and the meeting was extended upto 21.00hrs. The aforesaid prolonged discussion took place on the following agenda : i) to improve sells and marketing, ii) betterment and development of new and value added services, iii) appropriate actions for GSM and BB service expansion, iv) outstanding collection, v) proper actions for subscriber meet, vi) total curtailment of wasteful expenditure and to stop totally all kinds of unnecessary purchase. At the end of the meeting, GM/Suri was forced to assure to stop all kinds of unnecessary purchase immediately and to take appropriate actions as per suggestions given by both the associations on the said issues.

ALL ZONAL SECYS. ARE REQUESTED TO TAKE APPROPRIATE ORGANIZATIONAL ACTIONS AGAINST SSA HEADS FOR CUTAILMENT OF WASTEFUL EXPENDITURES AND BETTERMENT OF SERVICES.

19th September, 2009 St. Secy.,St. President along with Circle Secy./AIBSNLEA/CTD met CGM/CTD on 18.09.09 at 17.30hrs. and they had a prolonged discussion with CGM/CTD mainly on poor GSM,BB and BTS service. It was requested to CGM to give maximum importance for BTS maintenance and broadband external plant maintenance and exclusive maintenance team utilizing our manpower for the said services. It was also requested to CGM to reshuffle the higher level management upto DGM level and it was clearly expressed by said office bearers some GMs and DGMs are not at all fit for their present assignment and it is very much needed to replace them by suitable officers. CGM assured that necessary actions would be taken as per discussion at the earliest possible time to extend better service to customers.

 

18th September, 2009 All zonal secretaries are being requested by SHQ to submit the information, asked for to chalk out the action to be taken by SHQ on service development and maintenance. 16th September, 2009 Annual General Body meeting of NS zone was held at Shyamnagar Rabindra Bhawan on 15/09/09 at 17:00 hrs. Almost all the members of the concerned zone attended the meeting. 14th September, 2009 Annual General Body meeting of Burdwan zone was held at Telephone Bhawan, Burdwan on 12/09/09 at 11:00 hrs. Almost all the members of the concerned zone attended the meeting and the zonal representatives from neighbouring zones, mainly from Asansol and Durgapur attended the meeting. On behalf of SHQ, St. Secy, Vice president com. N. Biswas, Org. Secy(S), St. Treasurer & Asstt. Secy(ETR) attended the meeting. The state secretary in his speech requested the beloved comrades to extend maximum importance to BTS maintenance, BB service, Leased Line service, Enterprise Business and Sales & Marketing. He stressed for the formation of exclusive maintenance team for the aforesaid services for revenue growth as well as to extend better service to our valued customers. 8th September, 2009 Annual General Body meeting of DGP zone was held at Durgapur Steel Exchange on 06/09/09 at 11:00 hrs. Almost all the members of the concerned zone attended the meeting and the zonal secretaries & executives of neighbouring zones, mainly from Asansol, Burdwan, Bankura, Suri attended the meeting to make the AGB a grand success. On behalf of SHQ, state secretary, Org. secy.(South Bengal), Asstt secy./Circle, vice president(com. N. Biswas), Asstt. secy(ETR) attended & addressed the meeting. The state secretary elaborately explained regarding the present critical situation of West Bengal Telecom Circle as a whole and what is to be done by our beloved comrades  to overcome the crisis i.e. not to make WBTC a profit making circle, but to make it a less loss making circle in respect of the previous financial year losses(loss in 07-08 around RS.170 crores & loss in 08-09 around Rs 300 crores), as because for last two financial years, WBTC was the highest loss making circle. The state secretary in his speech requested the beloved comrades to extend maximum importance to BTS mtce., BB service, Leased Line service, Enterprise business and Sales & Marketing. He mentioned that exclusive maintenance teams should be formed on compulsion on the aforesaid services for revenue growth as well as to extend better service to our valued customers. He also emphasized upon the curtailment of wasteful expenditures.

5th September, 2009 State Office Bearers meeting along with the zonal secretaries , held on 3rd Sept. '09 at CTO Calcutta TI Hall, at 15:00 hrs. Most of the state office bearers & zonal secretaries/ representatives (mainly from Calcutta Telephones & South Bengal Zones) attended the meeting. Agenda of the meeting was mainly on SERVICE MAINTENANCE & DEVELOPMENTS IN DIFFERENT FIELDS in WBTC & CTD. Almost all the SHQ & zonal office bearers, present in the meeting , took part in discussions. A prolonged discussions took place on the said agenda as well as on the possibilities of revenue growth, revenue leakage, curtailment of wasteful expenditures, proper utilization of existing "Man-Power"etc. It was decided in the meeting that the zonal secretaries shall convey some very important information & proposals based on Infrastructure, Marketing & Sales, customer growth, GSM & CDMA growth & services, BB growth & service, Leased Line & Data services etc. to the SHQ so that SHQ can accumulate all the information, consider the same seriously and prepare a consolidate proposal for rendering a better service to the customers, help in development of different value added service of BSNL, e.g. GSM, CDMA, BB, Leased Line etc. It was also decided that SHQ shall submit the said proposals to the CGMs for implementation of the same. 

Hence, all the zonal secretaries are requested to submit the following information to the SHQ within 20th Sept. '09 positively.

i) No of sub-divisions in the SSA (WBTC)/Area (in CTD)

ii) No of GSM & WLL BTS (with locations) in each sub-division

iii) No of live DELs & the equipped capacity of each exchange/RSU in each sub-division.

iv) No of BB connections in each sub-division and the equipped capacity of DSLAM.

v) No of Leased Lines in each sub-division (MLLN & DATA separately).

vi) No of POIs in each sub-division with Operator details.

vii) collect data of live & dormant "Leased Lines" . Actions taken to identify Un-billed circuits to prevent revenue leakage.

viii) No of main Exchanges & RSU/RLUs with equipped capacity in each sub-division with locations.

ix) No of total employees in each sub-division, exchange wise, including executives, non-executives, Listed Labours, Security guards & contractual labours/unlisted labours.

x) (a) Exchange-wise load, capacity of exchange Battery & power plant with 'Make' & Date of installation,

(b) No of battery sets with current "Test-Discharge" report.

(c) No of split & window AC machines in each exchange with capacity, size of Sw. Room.

xvii) No of commercial & departmental vehicles in each sub-division and expenditures being incurred thereof.

xviii) No of rented buildings in each sub-division and amount of rents being paid. Whether departmental buildings are available with enough space or not.

xix) Expenditures being incurred against 'security guards' in each month (exchange/RSU/RLU wise).

xx) No of CSCs in each sub-division & shortage if any (List to be submitted in both cases).

xxi) No of CCNs (L-1 & 2) in a SSA & shortage in any (List to be submitted in both cases).

xxii) Calculation of revenue per month in each exchange/RSU/RLU since April, '09.

xxiii) Expenditures being incurred against deptl. building maintenance (civil), Quarter maintenance, Electrical maintenance, Garden maintenance, cleaning & sweeping etc.

xxiv) Report regarding RF optimization, Tuning of BTSs & conduction of drive test for both GSM & CDMA being done or not.

xxv) Reports on requirements of Transmission equipments & cards, CDOT cards & 5ESS cards etc.

xxvi) Reports on availability of maintenance  store items as per requirements.

xxvii) Reports on formation of "technical body" & no. of meetings held (zone wise).

xxviii) Reports on updation of VPT(STD) PCO data & rural BB data for claiming USO fund.

xxix) Reports on proper documentation of all exchanges related data, BTS related data, GSM & CDMA related data, Leased Line & BB , POI related data etc.

xxx) Updated reports on GSM Phase - V.1 & V.2 project implementation & developments on integration of same, infrastructure availability, site acquisition agreements ( SSA wise).

It has also been resolved that after receiving all the aforesaid reports within the stipulated date , SHQ shall hold a full day  meeting with same agenda & chalk out necessary actions to be taken by SHQ as well as if required, the agitational programmes throughout West Bengal Telecom Circle & CTD against management.

2nd September, 2009 St. Secretary wrote a letter to PGM(O)/CTD as a reminder regarding  method of pay Fixation in IDA Pay Scale in respect of absorbed official of BSNL who were promoted after 01/10/2000 and opted IDA pay scales from the date of their promotiom/retirement. 1st September, 2009 Annual General Body meeting of KGP Zone was held at the Conference hall of GM/KGP office on 29/08/09 at 11 am. Almost all the members attended the meeting from Telecom, Civil, Telecom Factory establishments. Extensive discussion on service maintenance  and development in Mobile, BTS, BB, PSTN, Trans etc. took place in the meeting. District leaders of BSNLEU, NFPTBSNL and SSA/heads along with DE/NS/KGP attended the meeting as invitee and all of them expressed their views in respect of service development and maintenance for our survival as well as BSNL financial viability. On behalf of SHQ, state secretary, state president , Org. secy.(S), Asstt. secy/Circle, Asstt. secy./Civil, Asstt. secy/Telecom Factory attended the meeting. State secy, state president tried their best to satisfy the members' quarries in their address and specially extended major importance on BTS, BSC, MSC and BB maintenance as revenue earning sources and to form in a time bound manner exclusive BTS & BB maintenance team with Gr. 'C', Gr. 'D' and others in each and every Sub-Division and union leaders present in the meeting agreed on the said matter & assured to support and cooperation. St. secy also requested SSA/head to curtail to maximum extent of maintenance expenditure and not to give approval the non-cost effective estimates of crores of Rupees to save KGP SSA as less loss making SSA.

Com. S. Bhaduri, SDE(T)/ Nanda Kumar, com. Sukumar Ghosh,SDO(T)/kgp and com. S. Manna, SDE(T)/Trans/KGP were unanimously elected zonal president, zonal secretary and zonal Treasurer for the next term. 

28th  August, 2009 A meeting of Electrical Wing was held at Yogayog Bhawan on 27/08/09 at 5:30 pm. Most of the comrades of the Electrical Wing attended the meeting. State Secretary, State President, Asstt. Secy./Electrical, zonal secretary & zonal president and concerned zonal office bearers of Central/ City zone attended the meeting. Several quarries regarding Gr 'A' R/R, implementation of training programme related to A/C at ALTTC, Gaziabad, implementation of time bound promotion, local transfer cases etc. raised by the members, were explained elaborately on behalf of SHQ & zone. Besides this, problems faced by the members in BTS maintenance were also discussed.
27th  August, 2009 Lunch Hour Demonstration against indifferent and callous attitude of CTD Management towards service maintenance and development was observed at Telephone Bhawan on 26/08/2009. Demands, submitted by our association already put in the Wave site. Around 300 beloved comrades participated in the said demonstration programme. Circle secretaries/representatives of all the unions addressed the gathering and extended their full support and cooperation to our agitational programme. On behalf of our association all the speakers explained in detail our demands and what should be done by CTD Management to develop the service quality in all respect so that better service can be extended to our customers for our survival.

18th  August, 2009 The United Forum of BSNL Unions has given call for 48 Hrs stroke on 19th & 20th August, 2009 in respect of Wage revision for non-executives, Pecsion scheme for BSNL recruitees , 50% IDA merger for pensioners, Contract Labour Wages etc. A gate meeting at east gate of Telephone Bhawan was organised by the said forum on 17th August,2009 at 2:30 pm and St. Secretary, St. President of our Association were invited to attend the meeting for extending our support to the said organisational call. In this regard, it is to be mentioned that full cooperation and solidarity was already extended by CHQ to the above mentioned struggle through United Forum of BSNL Executives' Associations. St. Secretary, St. President attended the gate meeting and extended full support , cooperation and solidarity to the strike on 19th & 20th August,2009, called by United Forum of BSNL Unions.
17th  August, 2009 State Secretary, State President along with zonal secretary, zonal president of Central City zone went to BZ Building to visit the HLR Establishment and concerned Power Plants as on 11/08/09 HLR System related to the all mobile customers of CTD was down from 10 am to 2 pm i.e about 4 hrs. due to non-supply of Power to HLR. As a result all CTD mobile customers did not get any mobile signals for the said period. It was found that very few number of staff are provided to the said unit for maintenance purpose and the most vital thing is that no physical alarm is extended to Switch room of HLR Establishment , Power Plant and not to even BZ exchange switch room where 24 hrs duty is being performed by the concerned staff & executives. On the same day the aforesaid office bearers along with CWC members and concerned zonal office bearers met respective GM at TBZ Building to protest the indifferent  and callous attitude of the management for not taking any appropriate action at proper time.  
13th  August, 2009 A Seminar was held on 12.08.09 at Conference Hall of Telephone Bhawan at 11 am conducted by administration on "Project Udaan" and "Project Vijay". The representatives of all Associations & Unions were invited by the administration to attend the seminar. On behalf of our association  State President, State Secretary along with others attended the seminar and explained in details the aspect of the said projects. "Project Udaan" is related with Sales & Marketing strategy to increase mainly the BB customer base and "project Vijay" is related with policy to increase the Franchisee & Retailers base for selling the GSM products of BSNL. On behalf of our association, it was raised that operation & maintenance part of BB & BTs Services are very poor and that has to be improved to extend better service to the customers and exclusive operation & maintenance teams should be formed for the BB & BTs service. We suggested that if the operation & maintenance part is taken care, then automatically customer base would be increased.
6th  August, 2009 State Secretary, State President along with Circle Secretary/AIBSNLEA/CTD met PGM(O)/CTD on 05-08-09 to discuss about Project "UDAAN" and Project " VIJAY" and the difficulties regarding the implementation of the said projects in CTD. On behalf of both the Executive Associations , the aforesaid office bearers requested to PGM(O)/CTD not to involve the executives in the said project, who are performing very vital jobs in their respective positions, otherwise the BB Service, External & Internal maintenance, CSC/CCN jobs will be badly affected in CTD in different areas.
4th  August, 2009 State Office Bearers meeting along with CWC members, zonal secretaries and zonal presidents was held on 03-08-09 at CTO Hall at 5 pm. Exclusive discussions took place mainly on quality of GSM & BB service both in CTD & WBTC. It is agreed that exclusive workforce/team to be formed for BTs maintenance & BB service. Already CGM/CTD issued order as perused by us several times to nominate nodal officer both in Internal & External field with CAO/TR in each & every division for development of BB service. It was requested to Zonal Secretaries to pursue the said issue with concerned AMs for implementation. Besides this, all zonal secretaries were requested to take the issues of formation of exclusive team for BTs maintenance and BB service with concerned GMs/TDMs/AMs. Other issues discussed are as follows:-

(i) Anomalies in implementation of Project Udaan & Project Vijoy in CTD, (ii) Updating each procurement & purchase in all levels, (iii) Monitoring on billing procedure of working leased lines and (iv) Expenditure curtailment etc.

31st July, 2009 A general body meeting was organised by Central South Zone with the beloved comrades of Civil wing at Yogajog Bhawan on 30-07-09 at 5 pm. State Secretary, State President, Asstt. Secy./Civil, Zonal Secretary of Central South Zone along with concerned zonal office bearers attended the meeting. The problems prevailing in the civil wing regarding (i) Anomaly in Gr. A R/R for Civil, Electrical, Architecture  wings in respect of other wings like Telecom Operation, Telecom Factory etc., (ii) Anomaly in transfer orders issued by Corporate Office/ Pr. CE, (iii) Non-implementation of ACP scheme and other issues were discussed at length and breadth. State Secy., State President and zonal secy. apprised the members in their addresses regarding aforesaid issues raised by the members.

30th July, 2009 State office bearers' meeting along with CWC members, Zonal Secretaries and Zonal President will be held on 03.08.09 at CTO Hall at 4 pm. All stste office bearers, CWC members, zonal secretaries and zonal president are requested to attend the meeting.
27th July, 2009 Our beloved Comrade Manabendra Chakraborty, JTO/CTO, Kolkata passed away on 26/07/2009.  we are extremely morose for his sudden departure which causes a great loss to our organization. He was a committed member of the organization. We pray to the Almighty to give his family all the strength to face this  unfortunate and distressing situation. We all together convey our condolence to the members of  the bereaved family of our late comrade.
27th July, 2009 Annual General Body meeting of Central North Zone was held on 25-07-09 at TRC Hall of 135A, B.R.B. Bose Road (Canning Street) Kol - 1at 5 pm. Most of the members of the said zone attended the meeting . State Secy., State President, Org. Secy./South, Asstt Secy./Circle, zonal secretaries of Central South and Central City zones with some of their zonal office bearers attended the AGB. Inaugural speech was delivered by GMT/Cal SSA and after election of office bearers for the next term, state president, zonal secretaries of central south & central city zones and state secretary addressed the meeting on recent development at SSA/Circle/CHQ level and what should be done in respect of service quality improvement in different fields viz. GSM, BB, WLL, Tranamission, Customer Care, BTS maintenance, Leased line etc. and revenue growth for our as well as BSNL survival. Com D. Das Baski, SDE/Chanditala, Com Prasun Ghosh, SDE/WLL and Com Tridiv Dey, JTO/Plg. were unanimously elected as Zonal President, Zonal Secretary and Zonal Treasurer for the said zone for the next term.  
24th July, 2009 Annual General Body meeting of central City Zone was held on 23-07-09 at CTO Hall at 5 pm. Around 400 members of the said zone attended the meeting. Zonal secretary, zonal office bearers of surrounding Calcutta based zones, almost all the state office bearers, CWC members attended the meeting. Com. Soumendranath Nath Ghosh, SDE/2210-Intl, Com. Nirmal Kumar Sarkar, SDE/AT/CTD and Com Bidyut Ghosh, JTO/NIB were elected as Zonal President, Zonal Secretary and Zonal Treasurer for the next term.  
22nd July, 2009 The decision of Jt. Forum/CHQ was to observe 22nd July,2009 as "ANTI DISINVESTMENTS DAY" through LUNCH/CLOSING hour demonstration. As per decision of JT. Forum/CTD/WBTC, lunch hour demonstration is observed at Circle/SSA level (in WBTC) and at main exchange buildings/CGM/GM/AM office (in CTD). On behalf of our association, our activists/office bearers addressed the said demonstration in most of the places.
20th July, 2009 A development meeting was held on 18/07/09 at 11 am in the conference room of circle office, called by CGM/WBTC with Jt. Forum. On behalf of our association State Secy., State President, Org. Secy./South & Asstt. Secy./Circle attended the meeting. Discussions on developmental issues took place throughout the day and tune of discussion was to improve quality of service in GSM/WLL/Land Line/BB/PCO/Leased Line/Enterprise Business, customer care, sales & marketing strategy and to curtail wasteful expenditure. Growth in different services as well as revenue is very much poor in the current financial year also. It was discussed in the meeting exclusive/dedicated team should be formed at subdivision level in each and ever SSA for BTS maintenance & BB service, nodal officer to designated in each and every SSA for marketing & sales purpose and also Enterprise Business, proper utilization and deployment of man power, implementation of 100 days programme by CMD etc. At the end of the meeting CGM/WBTC assured that the strategies for development & growth of service & revenue will be executed and implemented by the concerned authority within a very short time. On behalf of Jt. Forum it was  also assured to CGM that all sorts of Cooperation will be extended for the development & growth of WBTC.   
16th July, 2009 A meeting of Joint Forum, West Bengal Circle held today at 5:30 pm at CTO Building to discuss about the developmental issues at Circle & SSA level which may be discussed on behalf of Joint Forum, WBTC in the development meeting called by CGM/WBTC with Joint Forum on 18/07/2009. Our State Secy., State President, Asstt. secy./Circle attended the meeting. It was also decided in the meeting that 22/07/09 will be observed "ANTI-DISINVESTMENTS DAY" by Joint Forum , as decided by Jt. Forum/CHQ and accordingly lunch hour demonstration will be observed at Circle Office and SSA HQs. All zonal secys. of WBTC are requested to organize the programme  and  to make it a grand success. In this regard it is to be mentioned that Jt. Forum of CTD also discussed the said organizational programme and decided 22nd July, 2009 will also be observed as "ANTI-DISINVESTMENTS DAY" in CTD and lunch hour demonstration will be observed at Telephone Bhawan, TBZ, BZ and other main exchange buildings along with AM & GM offices. All zonal secys./CTD are requested to observe the said programme with presence of maximum comrades for making the programme a grand success.
10th July, 2009 General Body meeting of South Zone was held at Ranikuthi Exchange Bldg. on 07/07/09 at 5 pm. A good number of members of the said zone attended the meeting. Zonal Secretary addressed the meeting and covered all the issues raised by the members. problems related to (i) BTS mtce, (ii) Mobile service, (iii) BB and misuse of AC, Vehicles, Fuel were also discussed in the meeting as raised by the members. 10th July, 2009 The number of BB customer in CTD  till date is more than 2 lacs. On behalf of our association for the growth & development of BB service, we have submitted so many suggestions to CGM/CTD and concerned senior officers. Ultimately due to our extensive persuasion, suggestions regarding BB service have been accepted by the management  and order has been issued by CGM/CTD for implementation so that the BB customer can get better service. All state office bearers, CWC members, zonal secretaries, zonal office bearers, zonal activists & beloved comrades are requested to go through the following data which indicates that we are now in a much more complex situation than ever before. Therefore, it is our moral duty to analyze each situation in each service area in WBTC and CTD along with each SSA and to find out the best solutions and administer them on ourselves, our subordinates and take them to the management for implementation   for overall growth and development of WBTC & CTD for our survival. This is the 1st time CTD is going to be a loss making circle and WBTC will be the highest loss making circle among all the circles in BSNL.

8th July, 2009 The names of the executives in the cadre of JTO, SDE and DE working in CTD who are eligible for getting 2nd upgradation under Time Bound Promotion Policy w.e.f. 01/10/09 are already put in MEDHA. The said eligible executives are requested to go through the list and if  any dispute or omission of names is found in the list, it may be brought to the notice of our Association. All calcutta based zonal secretaries are requested to pursue with the respective AMs/DGMs for sending ACRs for the period of o4-05 to 08-09 and vigilance clearance from the respective units of said eligible executives.    
6th July, 2009 State Secretary along with some comrades working in BB Service & Transmission unit met CGM/CTD on 04/07/09 and had an exclusive discussion mainly on service development as suggested by our association to CGM/CTD and also as a follow up of our recently held CWC discussion. Suggestions given to CGM/CTD are as follows:

(i) Formation of exclusive BB team at divisional level with all necessary equipments, (ii) Single window system for the settlement of billing problem of BB customers (iii) The worst performance of Siemens C2110 & Nokia-Siemens C2110 modems and power adopters, (iv) Recovery of modems of F2 subscribers, (v) Change of plan should be introduced through portal with proper information, (vi) Decentralized of Port Resetting password, (vii) CIC customers should be highlighted with a separate "TAG" to fault system, (viii) Strict guidelines for replacement of outright purchase of BSNL modems/free modems etc.

Out of the said suggestions, No. (iv), (v), (vii) suggestions are already implemented and No. (i)  is implemented in Alipore and City as pilot area & No. (ii) is already implemented in Bidhannagar as pilot area. On behalf of our association we requested CGM/CTD to take necessary action regarding suggestion No. (iii) and also recovery of faulty modems from the concerned venders and to enquire the reasons behind it. It was assured by CGM/CTD that necessary actions would be taken for  remaining suggestions.    

4th July, 2009 State secretary, Org. Secy./South, Asstt. Secy./Circle met GM(OP) on 03/07/09 to discuss the following issues:

(i) Transfer & posting of JTOs & SDEs as per requirementof the SSAs, recommended by SSA head, (ii) the issues raised by the comrades of our ASL SSA, (iii) retention of service connection of officiating JTOs working in CTD, but residing in WBTC establishment etc. 

They also met CGM/WBTC and had a discussion on developmental issue in various services as a follow up of our CWC discussion . A meeting will be called for detail discussion on growth and developmental issue as well as curtailment of wasteful expenditure as assured by CGM/WBTC.
