Secry./WBTC today met GM/HR/ WBTC and had an effective discussion on:- (i) Prayer transfer cases in the cadre of JTO, (ii) Renewal of officiating orders, (iii) Officiating arrangement in the cadre of SDE & DE, (iv) Immediate release of the executives who already completed tenure at Gangtok, (v) Information to be sent to Corporate Office for ensuing DPC for the promotions from JTO to SDE/ SDE to DE/ DE to DGM etc. GM/HR/ WBTC assured to take necessary actions at the earliest possible time.

Forum of BSNL Unions and Associations /CTD/ WBTC/ ETR/ETP/TS/TF observed successfully all the trade union programmes, Hunger strike from 30th Oct'12 to 03rd November’12, submission of Memorandum to the State Governor on 30th Oct'12 and indefinite Non-cooperation from 29th Oct’12, called by Forum of BSNL Unions and Associations/CHQ at all Circle/SSA HQs in West Bengal in connection with the relieving of non-optee ITS.
Parliament /Raj Bhavan/ Collectorate March Postponed from 26th October to 30th October ’2012 due to Eid Festival: An emergency meeting of the Forum of BSNL Unions/Associations was held on 18th October 2012 at New Delhi to review the progress of different trade union programmes, Hunger strike from 29th to 03rd November’12 and indefinite Non-cooperation from 29th Oct’12. Com. C.Singh, GS, NFTE presided. Com. V.A.N.Namboodiri, Convener, reported the activities after the last meeting and about the implementation of the programmes chalked out by the Forum in connection with the relieving of non-optee ITS. GS and AHS(HQ) attended the meeting.
After detailed discussions the following decisions were taken:
1. It was decided to postpone the Parliament / Raj Bhawan/ Collectorate March to 30th October 2012 since 26th October happens to be a holiday in some Circles and for better mobilisation. The Memorandum to be submitted to the Prime Minister with copy to the Governor, Collector etc. will be prepared and put in the websites.
2. The Hunger Strike and Non-cooperation will start on 29th October as decided earlier.
2. Forum leaders will approach MTNL Unions/Associations for a joint programme. Convener and other General Secretaries will consult with MTNL leaders for the same.Now it is decided that BSNL and MTNL Unions/Associations representatives will meet on 25.10.2012 at 15.00 Hrs to discuss and decide the common agitation programmes on ITS issue for the future.
3. The Forum called upon to conduct Branch / District / Circle joint meetings of all Unions/Associations and at other major exchanges and plan for effective implantation the agitational programme. All the CHQ Office bearers, Circle/Branch Secretaries are requested to ensure for successful implementation of agitation programmes.
Bi-Monthly Meeting between DGM/NWO/BKP and Representatives of SNEA(I) was held on 10.10.2012 at the chamber of DGM/NWO/BKP. Zonal Secretary, Zonal President along with some Zonal Office Bearers of NS Zone and State Secretary, State President & AGS (Com.S.Sanyal) were present in the meeting. Agenda of discussion was (i) over all developmental issues of Area-BKP, (ii) Exchange failure problems due to power problem, non functioning of A/C machines, poor battery back-up, faulty engine alternator in Area-BKP, (iii) Non availability of CDR supporting computer in different Exchanges, (iv) Transfer & posting cases, (v) External Mtce. problems, (vi) Non availability of External Stores etc. Fruitful discussion took place on the aforesaid issues with DGM/NWO/BKP and DGM/NWO/BKP assured that appropriate actions would be taken by the competent authority at the level of DGM/GM/CGM to get solution for the issues discussed.
State Secretary, Asstt. Secretary/Civil and Zonal President of Central South Zone met Principal Chief Engineer/Civil on 09.10.2012 and had a detailed discussion on the following issues :-
(i) Policy on transfer in the cadre of SDE/Civil to hard tenure stations:- On behalf of our Association we expressed our views on the issue to follow the Corporate Office guideline for BSNL Executives' Transfer Policy. It is also requested to Pr.Chief Engineer to pursue with Corporate office the issue of posting Executives in the cadre JTO onwards in Andaman & Nicobar from all Circles in BSNL not exclusively from CTD & WBTC like Telecom Wing.
(ii) Transfer & posting issue after completion of tenure :- It is requested to Pr.CE to issue the transfer order of Com.R.B.Panja, SDE/CSD-I/Pt.Blr and Com. Subhas Pal, SDE/CSD-II/Pt.Blr immediately.
(iii) Look after charges for no. of CSDs to JTOs :- We apprised Pr.CE that some EEs issued orders to some JTOs to look after CSDs in addition his CSD which is completely against the norms. We requested Pr.CE to withdraw the orders in this regard. We also requested to Pr.CE to transfer Com. Jitendra Singh, JTO/CSD-Suri to any CSD other than CSD-Suri as two JTOs are posted at CSD-Suri and the said official already completed 4 years at Suri.
(iv) Temporary advance should not send to personal bank account of SDEs/Civil :- In this regard it may be mentioned that Temporary advance are being sent to the personal bank account of SDEs/Civil working in Malda Division. It is advised to Pr.CE to open bank account in respect of SDE's post for transaction of Temporary advance to avoid future litigations. Pr.CE agreed on the mater.
(v) 1st upgradation case of Com. Aurobinda Biswas, JTO/CSD-I/PT.Blr.
(vi) DPC for granting 1st & 2nd ACP to Com. Sankar Kumar Mitra, SDE and 1st ACP to Com. Goutam Kumar Bagh/JTO, Com. Ashoke Kumar Giri/JTO, Com. Gouranga Kanti Nandy/JTO. It is requested to issue the said orders immediately. Pr.CE assured that DPC would be done within December'12. Pr.CE assured to take necessary actions as early as possible on each and every issue discussed above.
Forum of BSNL Unions and Associations/CTD met today at RJCM room at Telephone Bhavan and unanimously taken some decisions with respect to deferment of trade union programmes, called by Forum of BSNL Unions and Associations/CHQ with respect to relieving of non-optee ITS from BSNL due to coincidence of our Mahalaya, Durga Puja, Lakhsmi Puja festivals dates with CHQ trade union programe dates.Meeting attended by all the Unions/Associations in CTD including BSNLEU, NFTE(BSNL), SNEA(I), AIBSNLEA, AIGETOA, FNTO etc.

Annual General Body Meeting of Kharagpur Zone was held on 28.09.2012 at the conference hall at the O/o GM/KGP SSA. S.Sanyal), State Secretary, State President,Vice President( Com. M.K.Das) and Asstt. Secy./Circle attended and addressed the meeting on recent CHQ & SHQ developments. Zonal representatives of Burdwan & Asansol Zone also attended and addressed the meeting. Com. Goutam Mukherjee, AGM(admin.)/Purulia, Com. B.K.Paja, SDE(NS)/Bankura and Com. Madhusudan Dutta, SDE(VPT)/Bankura were unanimously elected in the August House as Zonal President, Zonal Secretary and Zonal Treasurer respectively of Bankura Zone for the next term.
State and Zonal office bearers organized a meeting for the members of Civil Wing at Yoga Yog Bhavan on 06.09.2012 at 5PM. Almost all the members of Civil Wing attended the meeting and majority of them took part in discussion to find effective solutions in respect of the following issues:- (i) Inter Circle transfer of the SDEs who opted transfer & posting to West Bengal on completion of their circle tenure (not hard tenure), (ii) JTOs are being compelled by the higher administration to serve more than one Sub-Divisions, (iii) Pending time bound promotion/ Upgradation cases, (iv) Hard tenure transfer in the cadre of SDE and JTO etc. AGS/ CHQ (Com. S. Sanyal), State Secretary, State President, Asstt. Secy./Electrical, Zonal Secretary & Zonal President/Central South Zone and other concerned Zonal & Divisional office bearers attended and addressed the queries raised by the members to their utmost satisfaction.
State Secretay, AGS/CHQ along with some state office bearers & Zonal Secretaries met CGM/CTD consecutive two days on 28.08.12 & 29.08.12 to discuss mainly on difficulties faced by the Principal Employers of contractual labours. We apprised CGM/CTD on the facts that the Principal Employers are not in a position to extend all the prescribed authorized facilities to the contractual labours because they are not entitled to provide those facilities. CGM/CTD assured to take necessary action on this regard.

(v) introduction of corporate billing for payment of Electric bills of various Exch/RSUs/BTSs,
(vi) To stop harassment of customers provided with VAS in GSM connection. This since long, is eroding the reputation of BSNL and requires immediate arrest of malpractices of vendors,
(vii) non-availability of control software in power units and proper maintenance of battery power plants in Exchs/RSUs and especially in BTSs,
(viii) to expand the EVDO service ,with wide circulation to customers,
(ix) implementation of vocational trainees in all wings of Telecom, including Civil/Electrical etc. since it holds tremendous opportunity to earn substantial revenue,
(x) introduction of physical training for the eligible executives working in wbtc at rttc kalyani/ cttc saltlake on time bound promotion as per epp etc.
cgm/wbtc assured to take necessary actions on the issues discussed.
Decisions/discussion taken in the SEC Meet held
on
6th & 7th of August 12 at Siliguri/WB:-
The House unanimously resolved to protest for abolition of online exam mandatory for EPP. The online exam has no platform to impart training in true and effective sense. Moreover, the system of exam is not inclusive in non-functional promotion policy of neither management cadre nor with non-executives.
The House, in continuation of earlier resolution, resolved to exempt executives officiating in various cadres from the purview of longest stayee transfer in their respective substantive cadre.
To continue active persuasion for amendment to MS Recruitment Rule in respect of executives of Civil/Electrical/TF.
To strongly pursue for introduction of LDCE in the cadre of JTO in Telecom Factory and make provision in MT Recruitment Rule for executives of Telecom Factory.
To continue persuasion to put an end to posting of JTOs in Electrical Wing from CTD/WBTC to A&N Telecom Circle as it is contrary to executives’ transfer policy.
The
SEC co opted Com Bipul Chakraborty Z/S Coochbehar as CWC member in place of Com.
Shankar Sanyal, elected as AGS/CHQ in AIC, Nanded/Maharastra for the rest of the
term of the present state body.
The
following items are some of the conclusions of various agenda and shall be
pursued subject to further study/scrutiny on any item, if required.
Though there is overall deficiency in executives cadre in various SSAs , yet it is to ensure that executives be posted in SDCA/Divisions that generate substantial revenue on priority bass. Viz Jaigaon , Darjeeling etc
Wide circulation is needed to invite vocational trainees in all wings of Telecom, including Civil/Electrical etc. since it holds tremendous opportunity to earn substantial revenue.
Suggested- A committee be formed with technical experts in different fields to contribute towards developments and provide feedbacks as well as respond to feedback from members.
Lease Line ccts be integrated with CDR for better and expeditious observations/maintenance.
Adequate numbers of L2 teams are required in different SSAs to ensure efficiency in revenue collection.
The concept of corporate billing introduced for payment of Electric bills of various Exch/RSUs/BTSs.
To ensure effective coordination between BTS Mntce team and Transmission wing, especially in SSAs of WBTC.
To stop harassment of customers provided with VAS in GSM connection. This since long, is eroding the reputation of BSNL and requires immediate arrest of malpractices of vendors.
To address to non-availability of control software in power units and proper maintenance of battery power plants in Exchs/RSUs and especially in BTSs.
There is appreciable response from customers availing EVDO service. Suggested to expand the service ,with wide circulation to customers.
There are other miscellaneous issues that shall be taken up in time with appropriate authority.

Executive Committee Meeting of West Bengal State Branch was held at
Kanchenjangha Stadium Hall, Siliguri on 6th & 7th
August ,2012. The excellent arrangements for fooding ,lodging and the
meeting were organized by the Comrades of Siliguri Zone. On behalf of SHQ we are
conveying our heartfelt sincere thanks to all the energetic organizers and
Comrades of Siliguri Zone for their such nice organizational achievements. All
the zones except Andaman & Nicobar participated in this said meet.

meet started with the Hoisting of Association flag by State President Com. Tapas
Ghosh in the presence of GS / CHQ Com. K . Sebastin, AGS / CHQ Com. S. Sanyal.
With the observance of one minute silence for the departed comrades the session
of the meeting commenced. AGS/ CHQ addressed the meeting on various developments
at CHQ level and GS Com. K . Sebastin addressed the house in
detailed regarding the past performance of CHQ related to HR issues ,
promotional schemes , absorption issues , developmental issues etc. & the
important measures to be adopted by the management as well as employees to
increase of earning / revenues to make BSNL viable. A prolonged question answer
session was held and our beloved GS was glad to clarify all queries
raised by the Executives.

different zones , State Executives, CWC members ,SHQ office bearers including
State Secretary Com .Dilip Saha reported the House regarding our organizational
activity and strength , issues in different wings , problems related to
developments in GSM ,CDMA, Broad band ,WIMAX , BTS mtce. ,PSTN mtce. etc.
On 06.08.12 an "OPEN SESSION" was conducted at 3PM at the same venue. CGM / CTD briefed the House about one hour by slide show about latest measures taken for the overall development of CTD in each and every fields viz. GSM, LL, BB, BTS Mntc, CDMA, Leased Lines, EB, Transmission Mntc etc. as well as financial position of CTD. CGM / WBTC stressed on different steps to earn revenue in WBTC and deliberated on financial position and work culture to be adopted for development of WBTC . GS said that due to lack of proper policy adopted by BSNL , our company can not run as a business organization and also emphasized on recent developments & actions are being taken at CHQ level by the Management. State Secretary also addressed the house on the activities of SHQ for developments of CTD, WBTC,ETR,ETP,TS,TF as well as the welfare of our beloved members.

State Secretary and State President met CGM/ CTD on 25.07.2012 and had a serious discussion on (i) harassment faced by our esteemed customers since months together in restoration of faults for landlines, broadband lines, leased lines through out CTD which directly hampers our revenue, (ii) acute shortage of modems for new broadband & leased lines connections, (iii) proper administrative hierarchy set up for the executives & non-executives of CTD, working in NIB establishment etc. CGM/ CTD assured to take necessary actions on the issues discussed.
State and Zonal office bearers organized a meeting for the members of Electrical Wing at TBZ Canteen Hall at 9th floor of TBZ building on 24.07.2012. The meeting started with the observance of one minute silence for the departed soul of Diganta Banerjee, JTO/ Electrical under ESD-XII(Dum Dum). Members present in the meeting conveyed their condolence to the members of the bereaved family and prayed to Allmighty for peace of departed soul of Diganta Banerjee. Almost all the members of Electrical Wing attended the meeting and majority of them took part in discussion in respect of difficulties faced by our executives related to electrical day to day maintenance works & developmental activities mainly the actions to be taken by the management for proper functioning of BTS. State Secretary, State President, Org. Secy./ CTD and Zonal Secretary/South Zone met GM/OP/CTD (Mr. K. C.Ghosh) on 20.07.12 and discussed on ensuing DE officiating arrangement in CTD, problems faced by our customers regarding fault restoration of Land Lines & Broad Band, facilities extended by BSNL CO for customers to be announced through IVRS to our LL & mobile customers for revenue growth, insufficient supply of store materials to maintain external plants etc. GM/OP/CTD assured to take necessary actions.
State Secretary and State President met CGM/ WBTC on 20.07.12 to discuss some HR issues related to transfer-posting, proper utilisation and redeployment of exiting man power at each & every SSA and other issues mainly CDR implementation in respect of revenue growth.

Annual General Body Meeting of Asansol Zone was held on 14.07.2012 at TRC of Asansol Tel. Exch. State Secretary and Org. Secretary/CTD met today CGM/TF/WB and had a discussion mainly on release matter in respect of recent transfer order in the cadre of SDE/TF, issued from Corporate office. On behalf of our association State Secretary request CGM/TF/WB not to release the concerned officers immediately as the discrepancies of the order are to be discussed by our CHQ at the appropriate level.
First meeting of the newly elected CHQ Office bearers was held at “SNEA BHAWAN”, New Delhi on 08.07.2012 on recent on going issues at CHQ. All CHQ office bearers except Com H. Muthu, AGS attended the meeting. Com.Sankar Sanyal, AGS/CHQ from West Bengal attended the meeting.

State Secretary, State President, Asstt. State Secy. / Circle had a meeting with CGM/ WBTC regarding the store shifting issue at Purulia at his chamber on 26th June'2012. Regarding this issue we expressed our views to the administration and requested to take appropriate actions for the same.
State Secretary, Asstt. State Secy./Civil, Zonal Secy. and Zonal President of Central South Zone met Pr. Chief Engineer/Civil on 25.06.12 and had a prolong effective discussion on various issues related to HR, developmental activities in respect of External Projects are being done by Civil Wing, transfer policies etc. which are appended below in detail :-
(i) Renting out of our unused departmental staff quarters to the other organizations under control of State/Central Government. Pr. Chief Engineer/Civil informed that CTD could earn more than 2 crs. per annum after successful implementation of the said project, (ii) Completion of Mutation of Telephone Exchange Compounds, selected for ATM provision, (iii) Upgradation training for the executives working in civil wing may be conducted in Telephone Bhavan conference hall, as suggested by our association, (iv) Proper sitting arrangement of SDEs posted at Yogayog Bhavan, (v) Hard tenure transfer for SDEs in WB State under the purview of Pr. Chief Engineer/Civil, (vi) Implementation of ACP for the executives who initially joined in the department as draftsman,(vii) APAR missing, (viii) Request transfer cases etc.
We requested Pr. Chief Engineer/Civil to take necessary actions on the aforesaid issues at the earliest possible time.
CGM/WBTC taking his new assignment invited our association along with other associations and unions on 22.06.12 at the conference hall at circle office to discuss about the present status of the SSAs of WBTC in respect of regular maintenance works, developmental activities and other issues etc. On behalf of our association State Secretary, State President, Vice President (Com. M.K.Das), Asstt. State Secy. / Circle attended the meeting and expressed our views on each and every agenda under discussion. CGM/ WBTC assured that he would take appropriate measures in each and every field for development of WBTC as well as for revenue growth.

Our Unity, commitment and dedication paved the way for settlement of our major demand of 78.2% IDA fitment w.e.f 01.01.2007. Actual payment will be made prospective and arrears will be paid when the financial condition of the company improves. Management agreed for Child Care Leave also. The issue of superannuation benefits for the directly recruited employees as per DPE guidelines will be referred to a new committee for re examination.
We extend our sincere gratitude to CMD, DIR(F), DIR(EB) and other officers for settling this vital issue pending for the last few years.
Comrades, BSNL, our beloved company has given everything to us even at difficult situation and now it is our turn to reciprocate. A meeting of the Forum of BSNL Unions and Associations took place today the 11-06-2012. Decisions of the meeting are as follows.
a) The meeting called upon the BSNL employees to successfully conduct the indefinite strike from 13-06-2012, since the Management is adamant, arrogant and is not prepared to settle the demands.
b) Circle Unions & Associations of the forum on their own will organise massive campaign jointly among the workers on 12.06. 2012 at every work spot.
c) The strike will start from 0000 hrs on 13-06-2012. It will be a stay out strike. All employees will be informed to come in front of offices/exchanges and to stay but no employee should go into the office and sign the attendance register.
d) Union & Association members will not shoulder any official responsibility during the strike period.
e) Workers present in front of exchanges will volunteer as usual for emergency need like fire, ambulance, police, internal security etc and to protect exchange equipments as and when required.
f) Circle Unions & Associations of the forum on their own will sit for review meeting every day at their convenient time.
G) Responsible leaders will aware Electronic and Print Media about the policy of the Government of India to cripple nationalised BSNL and the faulty policy of the BSNL Management ( ITS officers). Importance on non supply of type-1 & type – II ADSL modems for BB, non supply of lease circuit modems for services to Railways, Banks and other important sectors , shortage of Telephone sets,cable, drop wire and other store materials essential for day to day maintenance and expansion work for basic telephone services and inadequate BTS power stations and non supply of modern equipments for cellular mobile service should be given.
h) Statelevel forum meeting may be conducted any time according to the need of the situation.

An emergency meeting of all Unions/Associations in BSNL
was held at New Delhi on 28/05/12 to take very serious note of the utterly
discriminatory order issued by BSNL Management on 25.05.2012 to grant following
15 new allowances recommended by 6th CPC to the unabsorbed ITS
officers whose repatriation orders are issued by DOT and who have been ordered
to be relieved from BSNL by 30th Sept., 12 by Hon Delhi High Court.
1)
Transport allowance, 2) Children Education Assistance & Reimbursement of
Tuition fees, 3) Family Planning Allowance, 4)
Special Allowance for child Care to women with disabilities, 5)
House Rent Allowance, 6) TA & DA while on official tour, 7) DA on
foreign tour, 8) Training Allowance, 9) Other Allowance like (i) Special
Duty Allowance, (ii) Special Compensatory (Remote Locality)
allowance/Tribal Climate Allowance, (iii) Hill area allowance, (iv) Tribal Area
Allowance, (v) Island Special Duty Allowance and (vi) Hard Area Allowance.
This
results in crores of rupees expenditure to the BSNL.
BSNL
management, on one hand is giving
all the concessions to unabsorbed ITS, and, on the other, it is denying
implementation of legitimate orders of Govt/DPE such as 78.2% IDA fixation w.e.f
01.01.2007, perks, antedating of increment for non executives/Executives etc.
Not only that, BSNL management has also withdrawn medical allowances/ LTC, bonus
etc for employees of the Company.
In view of the above the meeting of all the
unions/Associations unanimously decided to go for spontaneous trade union
programme as under, to protest
against management’s unilateral and discriminatory actions.
FORUM OF BSNL UNIONS / ASSOCIATIONS CALLS FOR STRUGGLE:
Demands:
1. Immediate payment of 78.2% IDA fixation
to the nonexecutives and Executives w.e.f 01.1.2007.
2. Immediate restoration of medical
allowance, LTC and leave encashment.
3. Payment of Bonus, Revision of
Transport allowance and other perks and immediate settlement of all other
demands kept pending because of financial implications.

As
per decision of State office bearers and zonal secretaries and presidents of
Kolkata and adjoining to Kolkata meet, held on 18.05.2012, State Executive
meeting of SNEA(I), WB State Branch
will be held on 6th and 7th of
August 2012 at Siliguri.
Zonal
secretaries/state executives are to ensure to book tickets for to and fro
journey to attend the meet in time. Fooding and lodging arrangements are
available from the morning of 6th August to morning of 8th August.
It
is also requested to pay subscription quota till June 2102 along with the
payments against diaries of 2011(if any) & 2012 due in respective zones.
State Secretary,AGS & repesentative of AIBSNLEA of CTD met CGM/CTD to finalise the modalities for transfer of TAX & NIB to ETR. It was also discuss to redeploy the staff/officers in CTD working in these units.
State Secretary,AGS and State Treasurer met CGM/ETR to discuss i) the modalities for transfer of TAX & NIB to ETR and requested him to liaison with CGM/CTD to decide the matter conclusively ii) also requested to give a considerate look to the appeal made by Com. N.C Bairagya, AGM/ETR, Burdwan for review of below benchmark awarded in his APAR. CGM/ETR assured to review the same.
State Secretary & AGS attended the monthly meeting of NE zone at Cossipore Telephone Exchange. AGS deliberated on recent developments at CHQ and informed the house on decisions/ resolutions taken at AIC/Nanded. He touched upon the issues of various court cases blocking DPCs, status of CDR, online exams, increase in subscription etc. State Secy. mainly addressed the house on organizational plight and made a review of the situation that would arise in the years to come.

State Office Bearers' meeting along with Zonal Secretaries & Zonal Presidents of West Bengal State Branch was held on 18.05.2012 at RJCM room, 5th floor, Telephone Bhavan, Kolkata at 3pm. The agenda is as follows:
(i) Time, date and venue of the ensuing full-day SEC meeting:- Regarding SEC meet, it was decided to be held at Siliguri in the month of August '2012 as the Siliguri Zone has expressed interest to hold the full-day SEC Meet.
(ii) Training against the Time Bound Promotion for the eligible Executives of WBTC, Electrical & Civil wing:- Modalities of the training have been discussed with the CGM/ WBTC, Chief Engineer/ (Electrical & Civil ) . Orders in this regard is expected to be issued by the O/o CGM/WBTC very soon. The management training for one week will be conducted for the Executives of Electrical & Civil wing together with Telecom side. Another one week training on technical matter for the Executives of Electrical & Civil wing will be conducted separately which will be decided later on.
(iii) Progress on DPC for the promotions from JTO to SDE, SDE to DE and DE to DGM.
(iv) Organizational matters and misc.

The representatives of almost all Unions and Associations of CTD & WBTC met CMD/BSNL at the Conference Hall, 3rd Floor, Telephone Bhavan on 04.05.2012 at 7.15 PM. CMD apprised the house the recent developments regarding services and necessary equipments procurement as well as financial position of the company for the current financial year 2012-2013 in comparison with the previous financial year 2011-2012. On behalf of JAC/CTD & JAC/WBTC memorandums were submitted to CMD. The message of no regular CGM for WBTC and no GMs in most of the SSAs in WBTC were brought to the notice of CMD and it was requested to CMD to take necessary action in this regard at the earliest possible time. CMD assured that he would go through the memorandums sincerely and would take appropriate actions to resolve the problems. On behalf of our Association AGS/CHQ (Com.S.Sanyal), State Secretary, State President and Org. Secy./CTD were present in the meeting.
Meeting of JAC/WBTC was held at CTO Union room on 03.05.2012 at 4pm.SNEA, AIBSNLEA, BSNLEU, and NFTEBSNL of WBTC attended the meeting. Problems prevailing in day to day maintenance works in every service fields as well as shortage of GMs in most of the SSAs including CGM in WBTC were discussed elaborately . It was also decided in the meeting a memorandum regarding detoriation of service in WBTC, shortage of GMs & its remedies will be submitted to CMD/BSNL on his arrival at kolkata on 04/05/12 on behalf of JAC/WBTC.
General Body Meeting of NS Zone was held on 02.05.12 at Barrackpore Exchange Building. On behalf of CHQ & SHQ AGS/CHQ (Com. S. Sanyal) and State President attended the meeting. They addressed the meeting specially on AIC held at Nanded and on recent CHQ & SHQ developments, local issues .
Meeting of JAC/CTD was held at Telephone Bhavan RJCM room on 30.04.12 at 4pm. Almost all Unions & Associations of CTD viz. SNEA, AIBSNLEA, BSNLEU, NFTEBSNL, AIGETOA and SNATTA attended the meeting. Problems prevailing in day to day maintenance works in every service fields viz. Landline, BroadBand, BTS, GSM, CDR etc. were discussed elaborately and representatives of the said Unions & Associations suggested actions to be taken for improvement so that we can extend the best service to our esteemed customers. It was also decided in the meeting a memorandum regarding detoriation of service in CTD & its remedies will be submitted to CMD/BSNL on his arrival at kolkata on 04/05/12 on behalf of JAC/CTD.
Office Bearers of both the Associations of SNEA(I)/WB State Branch and AIBSNLEA/WBTC met CGM/( CTD & WBTC) on 26.04.2012 to discuss the following issues:- (i) Problems faced by the customers on CDR billing, (ii) Early issuance of officiating order in the cadres of DGM/TDM, DE/AGm and SDE as per requirement, send by SSA Heads in WBTC, (iii) Problems faced by the Executives in some SSAs, specially in Purulia and Suri, (iv) Revenue status in respect of LL & BB in CTD & WBTC for 2011-2012 and actions to be taken for revenue growth in LL & BB in CTD & WBTC for the current financial year 2012-2013 etc. On behalf of our Association State Secretary, State President, AGS/CHQ(Com. S.Sanyal) and Asstt. Secretary/CTD were present in the meeting.

B.P.Das,SDE/Russa/Extl. were elected unanimously in the August House as Zonal President, Zonal Secretary and Zonal Treasurer respectively of South Zone for the next term.
State Secretary,VP/SHQ(Com. M.K.Das), Asstt. Secy./Circle & AGS/CHQ(Com. S.Sanyal) met today GM/F/WBTC to discuss (i) the anomalous pay fixation after 2nd PRC of the Executives working as SDE officiating prior to 01.01.2007. We request GM/F/WBTC to implement the held in abeyance order , issued by BSNL-CO regarding recovery from salary. (ii) the problems being faced by the Executives working in Electrical wing under the jurisdiction of ED-II regarding improper disbursement of all sorts of payment. (iii) deferred option issue etc. She assured for early necessary action for the aforesaid issues.
State Secretary and State President met CGM/( CTD & WBTC) today and had a discussion on transfer & posting issue in respect of some Executives working in WBTC and the problems faced by the Executives in different SSAs in WBTC, specially in JPG SSA regarding AC maintenance in BTSs. CGM/( CTD & WBTC) assured to discuss the issues with concerned GMs for proper actions.
State Secretary, State President and AGS/CHQ (Com. S. Sanyal) met today CGM/(CTD & WBTC) and had an effective discussion on some HR issues and developmental activities regarding GSM service in CTD & WBTC.
Our strong, sincere & continuous active persuasion yields floating of option for officiating promotion in WBTC today for the following cadres-

State Secretary and State President had a discussion today with GM (HR & Admin )/ CTD regarding transfer and posting issues, further DE officiating order, redeployment of excess man power in different establishment of CTD in a proper manner etc.
State Secretary, State President and Org. Secy./CTD met CGM/CTD today to enlighten the following issues:- (i) The transfer & posting order on local officiating promotion, issued by CTD/HQ is not being properly implemented at Area level, (ii) Repair works are required to the departmental quarters where hundreds of our employees' families are residing. But no initiation is being taken by the Civil wing due to fund crisis. We requested CGM/CTD to take necessary actions in this regard, (iii) other issues.
State President, Vice President ( Com. T. Dutta ), Org. Secy./CTD, Org. Secy./South Bengal and Zonal Secretary/South Zone met today CGM/TF to discuss some HR issues. On behalf of our Association we have expressed our strong resentment regarding the delaying tactics adopted by CGM/TF to issue the long pending justified transfer cases. Some other relevant issues were also discussed in the meeting.
CHQ directive regarding ensuing Strike on 28th Feb'2012 called by Central Trade Unions to register strongest protest of the working class against the policies of the government affecting working class, including workers belonging to the CPSUs:-

A Meeting
with GM(HR & Admn),WBTC was held on 06.02.2012.State Secretary, State

Agenda:-
1.
SDE transfer order, issued on 01.02.2012 :- We demanded to review the
order before implementation & to follow the convention as maintained
by Circle administration since beginning.
2.Option
for SDE officiating issued on 02.02.2012 :- It was told by us very clearly that
in each & every SSA in WBTC there are acute shortage of SDEs, so major no of
SDE officiating to be opted as early as possible.
3. Misc.
A meeting was held at Telephone Bhavan today under the banner of UF . All the circle ofiice bearers of all the constituents associations of UF , West Bengal attended this meeting . It was decided to go for mobilization and motivation of the members at the grass root level by holding group meeting at different buildings of CTD and WBTC prior to the agitational programme of mass dharna on and from 15.02.2012 . All zonal secretaries are requested to contact with the concerned state office bearers for knowing the programme to organize the group meeting with the other constituents associations of UF.
State Office Bearers meeting along with Calcutta based Zonal Secretaries & Zonal Presidents was held on 03.02.2012 at Telephone Bhavan to discuss about the ensuing agitational programme called by UF on the demands:- (i) To stop recruitment of Sr. DGM/ Jt. GM, (ii) To implement the Standard E2 Scale for JTOs & E3 Scale for SDEs. Besides this other agenda of discussion:- (i) Related developments regarding AIC at Nanded from 29th March'2012 to 1st April'2012, (ii) Development related to the recent longest staying transfer order of SDEs in WBTC, (iii) Misc.
State Secretary, State President, Asstt. State Secy.(Civil) and Zonal Secretary( Central South Zone) met Pr. Chief Engineer/Civil on 02.02.2012 to discuss the following issues for early settlement:-
(i) C.R. of SDEs :- C.R.’s of JTO period of SDE’s were kept in the custody of Sri Anup Ghosh & that of SDE period were with S.N. Bose. We suggest, all the CR’s of SDE’s should be kept in the custody of S.N. Bose, since C.R.’s were regularly needed for ongoing upgradation and should be handled by a single officer.
(ii)Transfer of SDEs completing their tenure:- Case
of Sri. Pulak Saha, serving Raigunj since June, 07 and some others comes under
this considerations.
(iii) BSNL/CSD-III, Kharagpur to winded up:-The sub-Division was diverted
from a planning post in Kolkata on 2008 to accommodate one SDE on promotion for
USO Projects. As there is no USO activity, the post may be returned to its
original location. We suggest, Sri. Ranjit Ghosh Chowdhury, SDE(C) in said
Sub-Division who had completed 59 years by Dec,2011 may be brought back to
kolkata as per BSNL transfer policy. Also Sk.Nurul Haque , JTO(C),CSD-II,KGP may
be brought back to kolkata as he had completed his Four years stay in Kharagpur
by Oct,2011.
(iv) Seniors in field to be posted in planning and vice versa:-It’s observed that some SDEs are posted in field long back from their service as JTO(C). Hence they may be posted in planning establishments. Case Sri Tushar Kanti Paul, who is in field since 2003 and some others comes under this considerations.
(v) Status of JTO(C) in
In WB circle : Nos of Sub-Divisions: 33; JTOs posted: 28(Jalpaiguri & Suri having 2)
In CTD : No of Sub-Divisions 24; JTOs Posted: 10
We suggest proper care should be taken while issuing transfer order of JTOs so that they should get a minimum stay of fours years at any station other than hard tenures and important Sub-Divisions in CTD like Cossipore, Maniktala, Burrabazar etc should get a JTO.

Mutual transfer of Sri N.N. Das, P.A. & Sri Dhananjoy Das,P.A.:- We
suggest, Sri. N.N. Das, P.A. posted at Kharagpur Division who had completed 58
years by Sept,2011 may be brought back to kolkata as per BSNL transfer policy.
Also both of them are ready to forego transfer T.A./ D.A.

the move to recruit Sr. DGMs and Jt. GMs in direct contravention of existing
BSNLMS RRs and process the legitimate demand of standard IDA pay scales of E2
and E3 for JTOs and SDEs
State Secretary, Asstt. Secry.(ETR/ETP/ITPC/TS) and Zonal Secy./Central South met CGM/ETP on 05/01/2012 to discuss the problems related to development activities as well as the problems prevailing regarding Executives HR issues in detail. CGM/ETP assured to take appropriate measure to each and every issues, discussed in the meeting. The issues are as follows:-
(i) Pending Time Bound Promotion for the eligible Executives working in ETP was discussed and CGM/ETP assured that the said pending promotion order would be issued latest by 25/01/2012.
(ii) Discussion took place in detail on pending OFC routes, not yet commissioned or handed over and CGM/ETP assured to take effective technical & administrative initiation for completion of the said works.
