State office bearer meeting was held on 27.12.2010 at Telephone Bhavan 5th floor. 28thDecember' 2010 State Secretary, State President, Org. Secy./ South, Asstt. Secy./ Circle  met  CGM /WBTC on 27.12.10 to discuss the following issues :- (i) Vigilance  clearance of the Executives who are eligible for the promotion to the cadre of regular STS, Adhoc JAG, (ii) DE officiating arrangement as per actual need in some SSAs, (ii) Pending CR cases of some Executives of Malda SSA and the issues in respect of GSM Service, BTS Mntc, problems faced by the customers due to implementation of CDR etc. 
21stDecember' 2010 State Secretary and other CWC members( Com. Tapas Ghosh, Com. Mihir Bose, Com. Sankar Sanyal, Com. Jamal Ahmed.) of West Bengal State Branch attended the CWC meeting, held at Bhopal,MP on and from 16th Dec'2010 to 17th Dec'2010. Circle Secretaries, present in the meeting, submitted their reports on the following agenda:-

1)    Financial position of the Circles --- last year’s balance sheet, performance of the last two quarters, initiatives taken by the Circles, expenditure control etc.

2)     Status of Circle Gradation list particulars of JTOs called by BSNLCO for the preparation of another All India Eligibility list for the next DPC for promotion from JTO to SDE -- OC / SC- upto 2001 and ST – upto 2005 rect year.

3)     Details of pending Rule-8 transfers of JTOs rect yearwise.

4)     Information sought from the Circle regarding ASTTs merged with JTO cadre in 1994 vide letter dated 05.10.2010.

5)     Regular promotion to DE: VC status and status of untraceable Executives -- NIL report in case no such Executives are working in the Circle.

6)     Adhoc promotion to JAG – status of below bench mark cases.

7)     JTO to SDE promotion – status of below bench mark cases intimated by BSNLCO to Circles and ACRs of missing cases. 

Besides this, other important  agenda of discussion were as follows:- 

1)    Promotions in different wings from JTO to SDE, SDE to Adhoc STS, Regularization of Adhoc STS and Adhoc promotion to JAG.

2)    Issues related to Civil/Electrical/Arch wing etc.

3)    TESA FLASH, Welfare claims.

4)    Pay Scales of JTO, SDE and equivalent cadres.

5)    Amendments in R/Rs.

6)    Seniority issues, court cases etc.

7)   Role of JAC for change in work culture, redeployment, Curtailment of Expenditure, ways to increase revenue/ market share/ sales, implementation of projects like CDR, ERP etc, procurement policy, profits centres, BB penetration, identifying work shirkers at all levels.

8)    Revival of BSNL - Focus on land line sector, Rural services, VAS, QoS, comprehensive plan of action, Leading role of SNEA in bringing about reforms, Fight against corruption at all levels, accountability.

9)    Review of agitational  programmes. and other issues.

       Fruitful discussion took place on aforesaid issues yielding effective future guidelines to resolve our cadre issues as well as revival of BSNL. All Circle Secretaries & our State Secretary and most of the CWC members took part in discussion on the said issues.

 

4thDecember' 2010 State Secretary, State President, Org. Secy./ South, Asstt. Secy./ Circle  met today CGM /WBTC to discuss the overall post strike situation in West Bengal Telecom Circle along with the following issues :- (i) DE officiating arrangement as per actual need in some SSAs, (ii) Pending CR cases of some Executives of Malda SSA, (iii) Fund  allotment by CGM office to different SSAs in WBTC for day to day maintenance & operational  works, (iv) Immediate implementation of HR package transfer of the Executives of Electrical wing, working in under CGM/CTD from WBTC to CTD, (v) Pending ACP cases of Civil wing, (vi) Leave statement of of the officers at least at the level of GM & above should be updated in Sancharika and other issues. CGM/WBTC assured that he would take necessary actions to resolve  the aforesaid issues. 
3rdDecember' 2010 West Bengal State Branch of SNEA (India) conveys its heartiest congratulations to each and every  beloved members of SNEA through out West Bengal  for their dedicated participation in the two days strike on the issues of saving BSNL and it's employees. 29thNovember' 2010 Annual General Body meeting of Kharagpur Zone was held at the Hotel "Angela Inn", Mecheta  on 27.11.2010 at 10:00 hrs. Spontaneous presence of  the members of the concerned Zone in the meeting has reflected organizational commitment  to make the AGB a grand success as well as organizational unity. On behalf of SHQ, State Secretary, State Treasurer, Org Secy./South Bengal  and  Asstt secy./Circle attended  the meeting. State Secretary and other State Office Bearers, present in the meeting  elaborately explained regarding the present critical situation in respect of financial viability of WBTC as well as BSNL as a whole and what is to be done by us  to overcome the crisis for our survival.  The house unanimously  elected Com. R.P.Guchhait, SDE/CFA/ Kantai, Com. A.L.Khatua, SDE/CFA/Midnapur, Com. Subrata Manna, SDE/CM/KGP/Trans. under GM/KGP SSA  as Zonal President, Zonal Seretary and  Zonal Treasurer for the next term respectively.
24thNovember' 2010 JOINT CONVENTION was held at Telephone Bhavan East Gate at 3 PM  on 23rd November'2010 organized by Joint Action Committee /CTD. Spontaneous presence of maximum no. of Executives and Non- Executives  made the  meeting a grand success. The meeting was organized for the awareness regarding demands of ensuing strike called by JAC/CHQ for 3 days on & from 1st Dec'10 to 3rd Dec'10.A good no. of our members along with Zonal Secretary & Zonal office bearers attended the meeting. On behalf of our association our State Secretary addressed the meeting on the issues of ensuing strike elaborately. Circle level leaders of the constituents of JAC/CTD/WBTC aiso addressed the meeting.

A gate meeting was organized today at CTO Building at 3 PM on the aforesaid issue. On behalf of our association our State President addressed the meeting.

23rdNovember' 2010 It is learnt that for providing better amenities to Railway passengers at Howrah Station a lift for upper class waiting room to be constructed by dismantling the exiting BSNL Customer Service Centre and Mobile Installation. On behalf of our association we pursued the issue with concerned GM/CTD and had a fruitful discussion to resolve the matter as it is  well known  to all that the telecommunication service is like other basic need, without which we can not move or think an inch. GM told that he was  aware of the fact and would discuss the same with DRM/ Eastern Railway & GM/ Eastern Railway and he would also approach the issue with local Hon'ble  MP to resolve the matter. Later on we came to know that  Hon'ble  MP wrote a letter to GM/ Eastern Railway for allocation a exclusive space for our Customer Service Centre so that the customers are not deprived from availing the services from BSNL, Calcutta Telephones.
22ndNovember' 2010 Joint Action Committee of Asansol SSA organised a meeting at the  DGM office Building at Asansol  on 20.11.10 at 3 PM. to aware the employees of Asansol SSA regarding the demands of   ensuing strike called by JAC/CHQ for 3 days on & from 1st Dec'10 to 3rd Dec'10. for the survival of BSNL as well as it's all employees.  A good no. of Executives and Non- Executives of Asansol SSA  attended the meeting spontaneously to listen the speech of the circle level leaders of the constituents of JAC/WBTC. On behalf of our association our State Secretary addressed the meeting on the aforesaid issues elaborately. Circle level leadres of AIBSNLEA, BSNLEU & NUBSNLW( FNTO) also addressed the meeting.

Joint Action Committee of Bankura SSA  also organised a meeting at Bankura Telephone Exchange  Building  on 21.11.10 at 10 AM in support of ensuing strike called by JAC/CHQ for 3 days on & from 1st Dec'10 to 3rd Dec'10. to ensure our  survival as well as BSNL. Spontaneous presence of maximum no. of Executives and Non- Executives of Bankura SSA  made the  meeting a grand success. On behalf of our association our State Secretary addressed the meeting to express our views in respect of JAC/CHQ regarding ensuing strike. Circle Secretary of  BSNLEU also addressed the meeting.

22ndNovember' 2010 HALF DAY STATE EXECUTIVE COMMITTEE MEETING WILL BE HELD ON 25.11.10 AT 2 PM AT CTO HALL. ALL STATE OFFICE BEARERS, CWC MEMBERS, ZONAL SECRETARIES & STATE EXECUTIVES ARE REQUESTED TO ATTEND THE SAID MEETING.
19thNovember' 2010 State  Secretary,  State President, Asstt.  Secy./ Elec.  along with Zonal Secretary/ Central South Zone  met Principal Chief Engineer/ Civil on 18.11.10 at 4pm  and had a fruitful discussion on the following isssues :- (i) Transfer & posting issues of JTOs and SDEs, (ii) Mutual and all India transfer transfer issues, (iii) Pending ACP cases and other relevant issues.
18thNovember' 2010 State Secretary &  State President met GM(HR& Admn.) /CTD today and had a fruitful discussion on  early implementation of pending time bound promotion of the executives working in CTD , who are eligible for the said promotion upto 01/10/2009.GM(HR& Admn.) /CTD assured all sorts of measures will be taken to expedite the process of time bound promotion. In this regard it may be mentioned that a part of the pending aforesaid promotion will be issued shortly. 
18thNovember' 2010 Joint Action Committee /CTD meeting held today at 3 PM at RJCM room at Telephone Bhavan. On behalf of our association State Secy., State President & Org. Secy./CTD attended the meeting. The agenda of discussion was (i) To motivate Branch/ Area level JAC committee to observe the programmes decided  by JAC/CHQ/SHQ and also to take sincere efforts for the  developmental issues in respect of betterment of different services extended by BSNL to the valued customers. (ii)To take some organisational measures for the ensuing strike from 1st. December , 2010 called by JAC/CHQ.In this regard it is decided by JAC/CTD to hold a CONVENTION at 3 PM  on 23rd. November,2010 at Telephone Bhavan, East Gate.

 All State office bearers , CWC members , all  Kolkata based Zonal Secretaries, Zonal office bearers , Zonal Executives , activist and all beloved comrades are requested to the attend the aforesaid convention for fulfilling our commitments to make the strike a grand success. 

15thNovember' 2010 State Secretary, State President, Org. Secy./ South, Asstt. Secy./ Circle  met today GM ( TF)/WBTC to discuss the overall situation prevailing in GSM service, specially  BTS installation & maintenance throughout West Bengal. About 50% of total BTS in WBTC are Non- BSNL site BTS. It is also discussed in the meeting to take more efforts & initiative for the proper maintenance of Non- BSNL site BTSs , just to increase air up-time for desired revenue growth. Another aspect  for revenue growth is to take necessary measures for VPT connections so that we can earn more revenue from USO fund. All Zonal Secretaries, Zonal Office Bearers, Activists, beloved Comrades are hereby requested to discuss the said issues with the SSA Heads to improve BTS maintenance service as well as to fulfill the target given by DOT within March'2011 for VPT connections.

State Secretary, State President along with Circle Secretary of AIBSNLEA/CTD met  today CGM/ CTD to apprise (i) acute staff shortage specially in CMTS, Transmission establishment and Howrah operational area, (ii) overall revenue position  after 2nd Quarter of financial year 2010-'11, (iii) implementation of Tarit Plus software effectively in respect of migration of leased circuits in CTD as well as proposal for demonstration by concerned Experts for the Executives working in the said field & other issues.

12thNovember' 2010 State Secretary, State President,  Assitt. Secy/ CTD,  Zonal Secretary/ Central City Zone along with some members working in PW Section in CTD met GM (EB- II)/CTD on 11.11.10 to apprise the present critical situation of the said establishment regarding Leased Circuits, problems faced by the Executives working in PW Section to implement Tarit Plus Software, duplicate docketing of PW Circuits, issue of docketing problems of KMC in PW Section, In Service training on Tarit Plus etc. GM (EB- II)/CTD assured that he would take the necessary steps to resolve the above said issues.
11thNovember' 2010 State Secretary, State President,  Assitt. Secy/ CTD, CWC Member( Mihir Bose ), Zonal Secretary/ Central City Zone along with concerned Zonal Office Bearers met GM/ CMTS/ CTD on10.11.10 and had a prolonged discussion on (i) proper job distribution among the Executives working in CMTS/CTD, (ii) transfer & posting issue  of some Executives working in CMTS/CTD within the CMTS establishment and other developmental issues related to Mobile Service for extending better service to valued customers. In this  regard, it  may be mentioned that State Secretary and State President also met PGM (CM)/CTD to discuss elaborately the Mobile Service issues ( mainly BTS Mtce., RF testing ) as discussed with GM/ CMTS/ CTD.
11thNovember' 2010 State Secretary, State President  met GM (HR & Admin.)/CTD on 10.11.10  to discuss the issue related to payment of salary for the  new JTOs recently joined in Electrical Wing under CTD and HR package transfer of the executives working under Chief Engineer ( Electrical )/CTD from WBTC & other issues.
8thNovember' 2010 State Secretary, State President, Org. Secy./ South, Asstt. Secy./ Electrical  met today GM ( HR& ADMIN )/WBTC to discuss the following issues : (i) immediate HR package transfer of the executives working under Chief Engineer ( Electrical )/CTD from WBTC . GM ( HR& ADMIN ) /WBTC  assured that within this week the said HR package transfer would be done . (ii)   DE  officiating  arrangement in WBTC . In this regard it may be mentioned that within one or two days option for  DE ( officiating ) in WBTC would be floated . (iii) Implementation of pending ACP cases in Civil Wing and other issues . 

State Secretary, State President, Asstt. Secy/CTD  had a fruitful discussion today with GM ( HR& ADMIN )/ CTD regarding ensuing DE officiating , modifications of some transfer/posting order etc. 

e 28thOctober' 2010 State Secretary, State President, Org. Secy./ South, Assitt. Secy/ Circle met CGM/ WBTC & GM ( HR & Admin ) on 27.10.10 to discuss the issues as (i)  Immediate Transfer of HR package for the  Executives,  working in CTD  Establishment from WBTC to CTD so that the  said  Executives  can  avail  the  facilities  extended to  them  by Corporate Office in all respects. In this regard CGM/ WBTC assured to resolve this issue within a very short time through discussion with Chief Engineer/ Elec./ WBTC. (ii) Officiating arrangement in the cadre of STS in WBTC, (iii) Transfer & posting cases on promotion as well as on request and other issues.
26thOctober' 2010 State Secretary, State President, Org. Secy./ South, Zonal Secretary & Zonal President of  Central South Zone along  with concerned  Zonal Office  Bearers  met GM (Mobile)/ WBTC on 25.10.10  at  Salt Lake and the  Formal  Meeting  was held at  the  Conference Hall at GM (Mobile) Office.  Prolong  fruitful discussion  took place  on  the following  matters  to  extend convenient arrangement to the staff as well as to ensure better services  to   the customers. The issues are as follows :- (i) Staff   related   matters and   some   technical   problems    in  the Power Plant, (ii) Security    and     monitoring   in   Cellone   Technical      Centre,   (iii)   Posting  of   Nodal  Officer, Administrative  staff  and  Executives  in VAS  related works, (iv) Access of CCN for VAS related service,  (v)   Proper Maintenance  of   LOG Book   in Nodal   Centre,   (vi)  Test  SIM  for Officers attached in Billing, (vii) Staffing norms in Nodal Centre, (viii) Misc.  GM (Mobile)/ WBTC  assured that  he would  take  necessary  actions   on the  issues  mentioned  above  as  discussed in the meeting at the earliest possible time.
13thOctober' 2010 State  Secretary,  State President, Asstt.  Secy./ Elec.  along with Ex-Asstt. Secy./ Elec. met Chief Engineer/ Elec./ WBTC today and had a fruitful discussion on the following isssues :- (i) Transfer of HR package for the  Executives,  working in CTD  Establishment from WBTC to CTD so that the  said  Executives  can  avail  the  facilities  extended to  them  by Corporate Office in all respects, (ii) tenure transfer & posting cases and other relevant issues.
12thOctober' 2010 State Secretary, State President  met GM (HR & Admin.)/CTD on 11.10.10  to know that what steps have been taken by CTD   administration to resolve the matter, recently developed in different  areas  in  CTD   before Puja. The said office bearers also met   CGM/CTD on 11.10.10 to discuss the above mentioned issue and other developmental issues.
8thOctober' 2010 State Secretary,  State  President,   Org. Secy./  South,  VP (Com. M.K.Das)  met  today CGM/WBTC and had a prolonged discussion on various issues. the discussion took place on :- (i)    Curtailment    of  maintenance expenditure  at  zero  level by   GM/ KGP SSA. The version of CGM/WBTC is that there is no  instruction  from his good office regarding the said issue to GM/ KGP SSA. (ii)  Immediate implementation of pending  Time Bound Promotion for the Executives, working in   different    wings under CGM/WBTC. CGM/ WBTC assured  that most of the pending Time Bound Promotion cases   would be issued within a very short time. (iii) Transfer & Posting cases on promotion.  (iv) Problems  faced by  some field Executives, recently developed in KSH SSA.   We   requested   CGM/ WBTC   to  take  appropriate  actions  &   to  convey the necessary instructions to GM/ KSH SSA. and other issues.
6thOctober' 2010 Annual General Body meeting of South Zone was held at the  INSTITUTE OF ENGINEERS' INDIA (SIR R.N.MUKHERJEE HALL), KOLKATA  on 05.10.2010 at 17:00 hrs. Spontaneous presence of  the members of the concerned Zone in the meeting has reflected organizational commitment  to make the AGB a grand success as well as organizational unity. Zonal secretary & Zonal Office Bearers of neighboring Zones, mainly from Central/City, Central/North, Central/South & NE Zones  attended the meeting to extend their solidarity to South Zone.  On behalf of SHQ, State Secretary, State President ,State Vice Presidents, State Treasurer,Org. Secy./CTD, Org Secy./South Bengal , Asstt secy./CTD , Asstt. Secy./( ETR,ETP & ITPC), Asstt. Secy./( TS,TF, QA and T & D) also attended  the meeting. 4thOctober' 2010 With profound sorrow we condole the sad untimely demise of our beloved colleague  Pankaj Kumar Sinha, SDE/ Extl./ Telephone Bhavan (North) on 02.10.10.  we  all together convey  our  condolence to the members of  the  bereaved  family  .  May  his departed soul rest in peace.

4thOctober' 2010 Annual General Body meeting of Burdwan Zone was held at TRC Hall of  Burdwan Telephone Bhavan Building  on 02.10.2010 at 11:00 hrs. Almost all the members of the concerned zone attended the meeting and the Zonal secretary & Zonal Office Bearers of neighbouring Zones, mainly from Asansol, Durgapur & Suri Zones attended  & addressed the meeting on various developmental & other organizational aspects to make the AGB a grand success. On behalf of SHQ, State Secretary,State President ,State Vice President, Org Secy./South Bengal , Asstt secy./Circle also attended & addressed  the meeting. Our  State Office Bearers elaborately explained regarding the present critical situation of  WBTC & BSNL as a whole and what is to be done by our beloved Comrades  to overcome the present crisis. Most of the beloved Comrades of Burdwan Zone took part in discussion on developmental & Service issues. The house unanimously  elected Com. Gopal Roy, JTO/Extl./ BDN,  Com. P. C. 30thSeptember' 2010 State Secretary & State President met GM (S & M)/CFA/ CTD  today and had a fruitful discussion on the development of Broad Band Services in CTD. On behalf of our association we expressed our views regarding the said matter.
30thSeptember' 2010 State Secretary & State President met GM (HR & Admin.)/ CTD  today to discuss the issues related to implementation of pending time bound promotion of the Executives, working in CTD & transfer/ posting etc.
30thSeptember' 2010 Org. Secy./CTD, Org. Secy./ South Bengal, Ex- Asstt. Secy./ TF, Asstt. Secy./ CTD, Asstt. Secy./ Circle, Zonal Secy./ South Zone and some concerned Zonal Office Bearers met CGM/TF/Kolkata on 29.09.10 & had a prolong discussion on several developmental issues of Telecom Factories at Kolkata and Kharagpur as well as the anomaly in transfer/ posting order, issued by the O/o CGM/TF vide No. TFKC/ Admin/ S-7/ 2009-10/ 40 dated 27.09.2010.
27thSeptember' 2010 State Secretary, State President, Org. Secy./CTD and Com. P. K. Ghosh, Treasurer/ SMP Zone attended the meeting  today at the Chamber of CGM/CTD at Telephone Bhavan at 4pm, called by CGM/CTD to discuss the incident happened at the O/O Area Manager/ Serampore on 24.09.10. On behalf of our Association the State Office Bearers, present in the said meeting, expressed their views regarding the concerned matter.
27thSeptember' 2010 State Secretary, State President, VP ( Com. M.K.Das), Org. Secy./South Bengal, Asstt. Secy./Circle met CGM / WBTC & GM ( HR & Admin) / WBTC  today to discuss the following  issues:- (i)implementation of time bound promotion for the eligible executives working in WBTC ,Civil & Electrical Wing etc. and it was requested to take proper initiative to implement the time bound promotion for the executives those who are eligible for the said promotion  on 01.10.2007 ,01.10.2008 & 01.10.2009 . In this regard it may be mentioned that proper actions had been already taken for the time bound promotion due on 01.10.2010 . ( ii ) Transfer & posting issues ,(iii) DGM officiating arrangement , ( iv) Transfer of HR Package of the executives working under CE / CTD establishment from CGM/ WBTC to CGM/CTD , and other issues .

23rdSeptember' 2010 Annual General Body meeting of Central/South  Zone was held at the CTO Hall, Kolkata on 22.09.2010 at 17:00 hrs. Almost all the members of the concerned zone attended the meeting and the Zonal secretary & Zonal Office Bearers of neighbouring zones, mainly from Central/City, Central/North, NE Zones attended the meeting to make the AGB a grand success as well as to extend their solidarity to Central/South Zone. State President & most of the other State Office Bearers attended the meeting . State President addressed the house  on organizational matters & on the recent issues under persuasion at the level of CHQ as well as SHQ. The house unanimously  elected the office bearers for the next term. Com. Malay Sarkar, SDE/ETP, Com.P.K.Roy,JTO/TPL/Circle Office/WBTC, Com. Swapan Kumar Ganguly, SDE /Vig./Cirlle Office/WBTC were elected as Zonal President, Zonal Secretary & Zonal Treasurer for the next term of  Central/South Zone respectively.
21stSeptember' 2010 JAC/CTD meeting was held on 20.09.2010  at RJCM room/TB at 1-30 pm to discuss the following issues :- (i) formation of Joint Action Committee at Area  level in CTD, (ii) organizational preparation for the strike, called by JAC/CHQ 0n and from 19th to 21st October'2010, (iii) Financial  viability of CDT & necessary actions to be taken by JAC/CTD etc. On behalf of our association, State President, Org. Secy./CTD and Asstt. Secy/CTD attened the meeting and expressed our views regarding the said matters. 
21stSeptember' 2010 All heads of Telecom Circles received letter, issued by DGM (TE)/ BSNL Corporate Office  vide No. 5-38/2009-Pers.IV dated 25.05.2010  regarding seniority in the cadre of JTO (Telecom). During implementation of the said order some doubts have been raised by the concerned authority under CGM/WBTC & CGM/CTD as discussed by our association several times with both of the CGMs & GMs( HR & Admin ). None of the CGMs have not yet received any clarifications regarding the said doubts from BSNL Corporate Office. In this context, it may be mentioned that some discrepancies are observed in the eligibility List of JTOs(T) for promotion to SDE(T) grade against vacancy year 2008-09 and 2009-10, uploaded in Sancharica vide letter No. SF/TC/P-10/Promotion/2010-11 dated 18.09.2010 by the O/O CGM/WBTC. on behalf of our association, we met GM( HR & Admin. )/WBTC & AGM( HR/A)  on 20.09.2010 regarding the mentioned discrepancies & anomaly  and requested for necessary correction as per BSNL C.O Letter NO. 2-18/2007- Pers- II(pt) dated 06.08.10. It was assured by administration that the corrected eligibility list as per BSNL C.O Letter NO. 2-18/2007- Pers- II(pt) dated 06.08.10 would be uploaded in Sancharica at the earliest.
17th September' 2010 Annual General Body meeting of Central/City  Zone was held at the CTO Hall, Kolkata on 15.09.2010 at 17:00 hrs. Spontaneous presence of  the members of the concerned zone in the meeting has reflected organizational commitment  to make the AGB a grand success as well as organizational unity.  State Secretary, State President & most of the other State Office Bearers and the Zonal secretary & Zonal Office Bearers of neighboring zones, mainly from Central/North, Central/South, Howrah, NE Zones attended the meeting to extend their solidarity to Central/City Zone.State Secretary and State President addressed the house  on organizational matters & on the recent issues under persuasion at the level of CHQ as well as SHQ.The house unanimously  elected the office bearers for the next term. Bisnu Pada jana, JTO/NIB /TB were elected as Zonal President, Zonal Secretary & Zonal Treasurer for the next term of  Central/City Zone respectively.
15th September' 2010 Annual General Body meeting of NS Zone was held at the Club room of  Bhatpara Telephone Exchange  Building  on 14.09.2010 at 17:00 hrs. Spontaneous presence of  the members of the concerned zone in the meeting has reflected a remarkable dimension of unity to make the AGB a grand success. On behalf of SHQ, State Secretary, Vice President ( Com. Tarak Dutta),Org Secy./CTD, Asstt secy./CTD  attended & addressed  the meeting. The SHQ Office Bearers,present in the meeting elaborately explained regarding the present critical situation of  CTD & BSNL as a whole and what is to be done by our beloved comrades  to overcome the crisis.The house unanimously  elected the office bearers for the next term. Com.K.S.Hira, SDE/ Extl./ BKP, Com.Achin Basu, JTO/Mktg./ Bhatpara and  Com.Jaydev Biswas,SDE/ Intl./ Bhatpara were elected as Zonal President, Zonal Secretary & Zonal Treasurer for the next term of NS Zone respectively.
15th September' 2010 Annual General Body meeting of Central/North Zone was held at the TRC Hall of  GMT/CAL SSA  office Building at Canning Street,Kolkata on 14.09.2010 at 16:00 hrs. Almost all the members of the concerned zone attended the meeting and the Zonal secretary & Zonal Office Bearers of neighbouring zones, mainly from Central/City & Central/South Zones attended the meeting to make the AGB a grand success. On behalf of SHQ, State President ,State Vice President( Com. M.K.Das), Org Secy./South Bengal , Asstt secy./Circle,CWC member( Com. Mihir Bose), Veteran Com. Rupak Sen also attended  the meeting. Tridip DE,JTO/Planning/Cal SSA/WBTC were elected as Zonal President, Zonal Seretary and  Zonal Treasurer for the next term respectively.
13th September' 2010 State Secretary, State President, Asstt. Secy.( Electrical), Ex-Asstt. Secy( Electrical) met Chief Engineer( Electrical)/ WBTC on 10.09.10 and had a discussion on the following issues :- (i) Tenure transfer case of Com. Sanjay Choudhury, JTO/Elec./Port Blair. Chief Engineer( Elec.)/ WBTC assured that the said transfer order would be issued soon. The case is under strong persuasion of SHQ. (ii) Guideline for transfer of Executives between the establishment under Ch. Engineer/WBTC & Ch. Engineer/CTD, as directed by PGM( Electrical)/CO. (iii) Pending Time Bound Promotions and other issues.
8th September' 2010 Highly committed and beloved Comrades of SNEA(I)/ West Bengal State Branch participated in the first ever industrial strike called by Central trade Unions on 7th September'2010 throughout CTD & WBTC  to fight against  sinister moves of the government to destabilize BSNL to eventually privatize it as well as to fully safeguard our    Company from being sold to vested interests. It proves that we are committed to continue sustained fight against the policies of the government to destabilize BSNL.

3rd September' 2010 State Secretary, State President & CWC member ( Com. Mihir Bose ) met  PGM/CM/CTD, GM/Trans Inst./CTD, GM/TX-Mtce./CTD today and had prolonged  fruitful discussion with each of the said senior officers of CTD regarding Transmission, OFC route maintenance and mobile services in CTD. Each of the said senior officers of CTD assured necessary actions are being taken at all levels to provide better service to our customers.

  2nd September' 2010 The meeting of JAC/CTD is held on 02.09.10 at Telephone Bhavan at 3pm. and it is deciced in the meeting  to participate and make the strike on  7th Sept,10 called by the Central trade unions a total success.Thus, all State Office Bearers, CWC members, Zonal Secretaries, Zonal Office Bearers, activists and Comrades of West Bengal State Branch/SNEA(I) from  every nook and corner of  West Bengal are requested to AGGRESSIVELY AND  FULLY participate in the strike on 7th Sept, 10 to register their strongest disapproval and condemnation of the policies of the Central government to destabilize CPSUs in general and BSNL in particular. All State Office Bearers, CWC members, Zonal Secretaries, Zonal Office Bearers and activists are requested to organize the grass root level members for the said strike and to make the strike a spectacular success  for getting  total and committed support of Central trade unions for our own strike of three days in October, 2010 to address vital issues of revival of BSNL.

2nd September' 2010 State Secretary, State President, VP( Com. M.K.Das),Org. Secy./South Bengal & Asstt. Secy./Circle met CGM/WBTC, GM(HR & Admin)/WBTC and DGM(Admin.)/WBTC to discuss the pending issues viz. implementation of time bound promotion 0f the Executives , working in different wings under WBTC, Officiating arrangement in the cadre of DGM in WBTC, transfer & posting issues of some Executives etc. In this regard, it is to be mentioned that the proper initiative is not being taken by the Ex-GM/Malda to complete the ACRs of the Executives, working in Malda SSA and CGM/WBTC assured that the said job would be completed at the earliest possible time so that the Executives of Malda SSA can get the benifit of time bound promotion.

30th August' 2010 XXIIIrd State Conference of West Bengal State Branch was held on and from 25th Aug.'2010 to 27th Aug.'2010 at Kolkata & Bongaon,24 Pgs.(N). The Open session of  SNEA (I) WB State Branch held at Moulali Yuba Kendra,Kolkata on 25.08.2010 started from 16-00 hours and went on till 20-30 hours. In the Open Session spontaneous attendance of our beloved members from different zones of CTD & WBTC was a remarkable reflection of our organizational unity, sincerity and activity. 18th August' 2010 General Body meeting of North-East  Zone was held  on 17.08.10 at Dum Dum Exchange Building. Almost all members of the zone attended the meeting. Delegates election for the ensuing XXIIIrd State Conference of WB State Branch took place and delegates were elected unanimously . State Secretary, CWC Member, Zonal Secretary & President of  Central City Zone attended the meeting. State Secy. addressed all the issues raised by the members . Ex- Veteran Comrade Rupak Sen addressed the meeting on recent developments of SHQ &CHQ . CWC Member, Zonal Secretary /Central City Zone  addressed the house on recent CHQ & SHQ developments and on organizational matters. 

10th August' 2010 Our beloved Comrade   Jit Narayan Hembram, SDE/ NS/ Bankura passed  away   on 08.08.10.  We are   extremely  morose   for  his  untimely   departure  & we  all together convey  our  condolence to the members of  the  bereaved  family  of  our  late  comrade.  May  his departed soul rest in peace.

3rd August' 2010 JAC decided for nation wide campaign on the issues related to the Financial viability of BSNL such as 3G and BWA spectrum charges, absorption of ITS officers, Procurement of sufficient GSM lines etc. As part of this JAC decided for post card campaign to Hon. PM by all the comrades by 05th July and Conventions at Major cities. It is decided to conduct National convention at New Delhi ON 19th  July’10 and regional conventions at major cities like Kolkatta, Chennai, Bangalore, Hyderabad, Pune, Lucknow, Guwahati and Jaipur. MPs and Central trade Union leaders  participated  in the conventions. Kolkata Convention was held on 2nd August’10 at University Institute Hall and a good no. of our comrades attended the Convention.

 

)        To abandon the retrograde recommendations of Pitroda Panel regarding disinvestment and VRS,

National  convention unanimously resolves to resort to Countrywide sit out strike for three days from 19th to 21st Oct., 2010 to register strongest protest of workers and fully empowers National JAC to suitably decide to go in for indefinite direct action in case the government fails to resolve the issues in totality within reasonable time frame.

26thJuly 2010 The AGB of North-East Zone was held on 24.07.2010 at TRC, Cossipore Telephone Exchange building at 5pm. Most of the members of the said zone attended the meeting. 24thJuly 2010 VI th Annual General Body Meeting of Andaman & Nicobar Zone under West Bengal State Branch was held on 10.04.2010 at Hotel Sunsea, Middle Point, Port Blair and almost all members of Andaman & Nicobar Zone were present in the meeting.Com. 22ndJuly 2010 On behalf of our Association we are pursuing the issue of SDE Officiating arrangement in CTD with the appropriate administrative authority for last few months, but it is very much unfortunate to mention that the ACR & VC of the eligible candidates those who are in the purview of SDE Officiating in CTD are not yet available at HQ for a good no. of candidates.

16thJuly 2010 Today a meeting of JAC/ West Bengal was held at Telephone Bhavan RJCM Room at 16-00 hrs. It is decided in the meeting that the CONVENTION on " SAVE BSNL ,SAVE TELECOM SERVICES " at Kolkata as per the directives of  JAC/CHQ will be held at University Institute Hall ,Kolkata on 2nd August ,2010 at 04-00 PM . All state office bearers,CWC members , Zonal Secretaries ,Zonal office bearers and activists are requested to organize the grassroot level members for attending the said Convention to make it a grand success .

3rdJuly 2010 State Secy.,State President,Org.Secy./South Bengal ,Asstt. Secy./Circle met CGM/WBTC today to discuss the following issues : (i) ACRs & VC for regular STS promotion, (ii) ACRs &VC of the SC categories for Adhoc STS promotion for remaining STS posts, (iii) below bench marked ACR issue for promotion in SDE,Adhoc DE & Regular DE, (iv)  implementation of time bound promotion in a time bound manner for the executives working in WBTC , Civil ,Electrical, Architecture wings . In this regard it may be mentioned that as per our suggestion two DPC committee are constituted for time-bound promotion implementation and it is expected that at least time bound promotion of 50 executives of WBTC and Civil wing would be completed by 15th July'2010, (v) issuance of prayer & administrative transfer order of the executives in different cadre of WBTC, (vi) JTO confirmation issue, (vii) officiating arrangement in the cadre of SDE & DE, (viii) issuance of AD order in circle office etc. CGM/WBTC assured that  necessary actions would be taken at appropriate level on the said issues.

t  2ndJuly 2010  State Secy.,State President,Org.Secy./CTD met today GM/Trans/CTD today & had a prolonged discussion on the developmental and mtce. issues in transmission wing in CTD. We have suggested to increase the  no. of OFC route mtce. team with supporting vehicles & tools for smooth mtce. of OFC route in CTD . GM/Trans assured that more OFC route mtce. team would be formed & would be in function with a shortest possible time .

1st July 2010  A meeting was organised by Central/South Zone with the members of Civil Wing on 29th June'2010 at Yogayog Bhavan to discuss the several issues of Civil Wing mainly (i)  implementation of time bound promotion in a time bound manner (ii) non recovery of 2nd ACP issue till final verdict ,(iii) implementation 1st ACP at the earliest possible time ,(iv) review of 2nd ACP issue as well as to explore the possibilities and measures to be taken at CHQ level for persuasion ( a committee is formed at state level to review the matter ) , (v) modification of transfer & posting order in the cadre of SDEs at CHQ & State level , ( vi) immediate issuance of  transfer order of JTOs who have completed more than  5 yrs of service at a particular SSA , (vii) Group A R/R etc. A good no of beloved comrades of Civil Wing attended the meeting & most of the members participated in discussion on the said issues . State Secy, State President , Zonal Secy Central/South Zone and concerned zonal & state  office bearers attended & addressed the meeting .On behalf of SHQ it was assured that necessary actions would be taken on the aforesaid issues at the appropriate levels . In this context it is to be mentioned that  State Secy, State President , Zonal Secy Central/South Zone and concerned zonal & state  office bearers  met Principal Chief Engineer / Civil on 30.06.10 at 16-00hrs & had a very fruitful discussion on the issues which was discussed in the meeting held on 29.06.10 at Yogayog Bhavan with the Civil Comrades . 

19th June 2010 State Office Bearers meeting along with Z/Ss & Z/Presidents was held on 18.06.10 at CTO Bldg. to discuss mainly on  (i)Organizational Review & Activities to be done by the Office Bearers of all levels, (ii) Developmental issues in respect of different services in CTD & WBTC, (iii) Ensuing State Conference etc.

17th June 2010 Lunch Hour Demonstration on 14.06.10 was observed at almost all Exchange Buildings of CTD & Circle HQs/SSA HQs of WBTC  as per Call of Joint Action Committee of Associations/Unions of BSNL Executive &Non Executives  (  Demands : put in CHQ website ). Massive Dharna on 16.06.10 was also observed at Telephone Bhavan ground floor,Kolkata & Circle Office and SSA HQs of WBTC.  Spontaneous Presence of Executives & Non- Executives in DHARNA  Programme in a huge number made the programme  a grand success.

15th June 2010 Pay anomaly of JTO 2007 and 2008 batches is being pursued by CHQ, All Office Bearers at SHQ & Zonal Level are requested to convey the message to all concerned JTOs.

GS along with AGS, Sebastin met GM(Estt.) and discussed the issue. Association pointed out that JTOs of 2007 & 2008 batches were recruited in the pre-revised pay scale of 9850- 250-14600. By provisionally placing them in the E1 scale of 16400- 40500 , they are incurring a monthly loss of Rs. 4 to 5 thousand which is totally unjust and in contravention of the recruitment condition. To overcome this serious anomaly, GS convincingly pleaded for fixing their pay in the pre - revised scale of 9850-14,600 to ensure that they do not suffer huge monthly loss of Rs 4 to 5 thousand till their new IDA pay scales are finalized. GM(Estt) was completely convinced with our arguments and assured us that he will immediately initiate appropriate action to fix JTOs of 2007-08 in the pre-revised IDA scale of 9850-14,600. We will closely monitor the progress of the issue till it is resolved to our satisfaction.

15th June 2010 Circle JAC meeting for CTD & WBTC held on 14.06.10 at Telephone Bhavan at 15.00 Hrs & 15.06.10 at CTO Building at 13.00 Hrs respectively. It is decided  in the meetings,

For CTD   massive DHARNA 0n 16.06.10 at Telephone Bhavan ground floor from 12.00 Hrs.

For WBTC, ETR, TF, ETP & others massive DHARNA 0n 16.06.10 at Circle HQs & SSA HQs levels from 12.00 Hrs.

All Zonal Secretaries are requested to Organize the members to make the said  agitation programme a grand success.

12th June 2010 All Zonal Secretaries are requested to hold Lunch Hour Demonstration as per JAC Call at all Exchange Buildings. Circle JAC meeting for CTD &  WBTC will be held on 14.06.10 & 15.06.10 respectively to decide the DHARNA programme on 16.06.10. 12th June 2010 Joint Action Committee of Associations/Unions of BSNL Executive &Non Executives serves notice ( Put in CHQ website ) to CMD BSNL and Secty.DOT on various issues & JAC unanimously decided to resort immediate trade union action programmes i.e. 

Massive Demonstration on Monday, 14th June 2010 during Lunch / Closing hours and Mass Dharna for one day on Wednesday, 16th June 2010 at BSNL Corporate Office, all Circle / SSA HQs. 

All the State Office Bearers, CWC Members, Zonal Secretaries, Zonal Office Bearers and Activists  are requested to ensure successful implementation of Agitation Programmes

08th June 2010 State President & Org. Secy.(South Bengal) met with GM(HR & Admn.)/CTD and discussed on the following issues :

  1. To initiate the process of JTO to SDE promotion, it is requested to send roaster of SC/ST to Corporate Office needed for the DPC of the said promotion. GM assured to send the same within a day or two.
  2. Long pending missing seniority numbers of few SDEs working in CTD for ad-hoc STS promotion, it is requested to follow up case with Corporate Office to get the seniority numbers  inserted/corrected to make them eligible for the ensuing STS promotion.

08th June 2010 State President, Org. Secy.(South Bengal) & Asst. Secy.(Circle) met with GM(HR & Admn.)/WBTC and discussed on the following issues :

03rd June 2010 GM(HR/Admn)/WBTC invited both SNEA(I) & AIBSNLEA on 02.06.10 at Conference Hall of Circle Office, Kolkata to hold discussion on the existing status of pending time bound promotion cases and its speedy implementation thereof. On behalf of SNEA(I)/WB State Branch State President, Org. Secy.(South Bengal), Asst. Secy.(Circle), Asst. Secy.(Elec.), Z/S of Central South Zone & Com. M.K Das, State Executive of Central South Zone participated in the said meeting. The association had been constantly pressing hard to the Administration to clear huge backlogs of time bound promotion cases of all executives including Civil, Electrical, Arch. & retired officers pending due to non-availability of CRs/Annexures etc. It was decided to resolve the cases at the earliest. The association also emphasized to strengthen the CR cell of WBTC to collect & keep records of CRs in an organized way and also play a supportive role in collecting and conveying information that are wanted in respect of concerned candidates. The meeting ended with a positive note following some concrete decisions taken in this regard.

22ndMay2010 South Zone organized a meeting at Ranikuthi Exchange Building on 21.05.2010 at 5pm to discuss the problems which are being faced by the members in that division. Almost all the members of that division attended the meeting and expressed their views in respect of their problems as well as the constraints prevailing in maintenance & operation of different services. Zonal Secy., Zonal President, State Secy. and others attended the meeting & took part in discussion on the said issues.

22ndMay2010 Our beloved Comrade  Smt. Mukti Sen, JTO/ CMTS/ Salt  Lake  Nodal  Centre passed  away   on 21.05.10.  We are   extremely  morose   for  her  untimely   departure  & we  all together convey  our  condolence to the members of  the  bereaved  family  of  our  late  comrade.  May  her departed soul rest in peace.

21stMay2010 General Body meeting of Howrah  Zone was held  on 20.05.10 at Icchapur Exchange Building. Almost all members of the zone attended the meeting and  elaborately discussed the problems prevailing in Area Howrah. A good No. of members participated in discussion  on (i) different service related problems viz. BroadBand,cable cutting, replacement of age-old cables etc.(ii)  Recent CHQ & SHQ activities, (iii) Accute  Shortage of Executives etc. On behalf of SHQ State Secretary, Org. Secy./ CTD, Asstt. 17thMay2010 State Office Bearers meeting along with Calcutta Based Zonal Secretaries & Zonal Presidents was held on 15.05.10 at 4pm at CTO Hall. Most of the  State Office Bearers , CWC members, Calcutta Based  Zonal Secretaries & Zonal Presidents  attended the meeting and participated in discussion on the issues of organizational matters, EARS, Staffing Norms, APAR etc.

17thMay2010 Urgent:-Staffing Norms is   proposed    and    circulated by Corporate Office( Vide letter No: 4-01/2010- Restg. dt. 23.04.2010, available in our CHQ website dated 28.04.2010)   to all    Heads   of the  Circles &Associations/Unions for  Executives and Non-Executives for different Units of  BSNL. It is requested for the comments from  the  Circle   Heads  immediately on  the  proposed  norms and   requirement   of Executives  and  Non- Executives  at  different  levels  of  the  Circles,   based   on  the proposed    Staffing  Norms  . All   State  Office Bearers,   Zonal Secretaries, CWC  members       and    other   activists    are requested to study  the  proposal  carefully   and   submit  the   suggestions / comments at  the  earliest  to  concerned    GM  as well  as  SHQ   through  E-mail ( tapasghosh60@gmail.com) By the proposed norms, 19000 JTO / JAO posts, 6500 SDE posts, 160 CAO posts and 70 DGM(F) posts will be abolished where as additional 30 SAG posts and 100 HAG posts will be created. Earlier the proposal was sent to BSNL Management Committee by the restructuring wing without consulting the Associations. On our strong opposition, now the norms are circulated to Associations / Unions and the CGMs for their comments. All Zonal Secretaries are requested to discuss the proposed staffing norms with respective  SSA heads before they submit their view to the BSNL Corporate office. SHQ is on persuasion with the CGMs on the said issue.

10thMay2010 Annual General Body meeting of Berhampore zone was held at the Conference Hall of  GMT/BHB  office Building (SANCHARIKA)  on 09.05.2010 at 10:00 hrs. Spontaneous presence of  the members of the concerned zone in the meeting has reflected a remarkable dimension of unity to make the AGB a grand success. On behalf of SHQ, State Secretary,State President ,Org Secy./South Bengal, Asstt secy./Circle &CWC member(Com. Mihir Bose)  attended & addressed  the meeting. Most of the beloved Comrades of Berhampore Zone took part in discussion on developmental & Service issues.The SHQ Office Bearers,present in the meeting elaborately explained regarding the present critical situation of  WBTC & BSNL as a whole and what is to be done by our beloved comrades  to overcome the crisis i.e.  to make WBTC  a less loss making circle in respect of the previous financial year losses(loss in 07-08 around RS.170 crores , loss in 08-09 around Rs 300 crores & loss in 09-10 more than 400 crores ), as because for last three financial years, WBTC was the highest loss making circle. The state secretary in his speech requested the beloved comrades to extend maximum importance to  Transmission, Mobile,BTS mtce., BB service, Leased Line service, Enterprise business and Sales & Marketing. He also emphasized upon the curtailment of wasteful expenditures. The house unanimously  elected the office bearers for the next term. At the beginning of the meeting an open session  was conducted and District Leaders of all the Unions/ Associations attened the meeting  and addressed the house on recent activities of JAC/JF on the common issues for survival of BSNL/WB Circle/Suri SSA & our state secretary, State President elaborately explained regarding the present critical situation of  WBTC & BSNL as a whole and what is to be done by the Leaders of Unions/Associations  to overcome the crisis.   21stApril 2010 On behalf of SHQ we  convey our sincere thanks and gratitude to all our base level members through out West Bengal for their extraordinary solidarity and committed support to make the  Strike on 20.04.10 a grand success.

20thApril 2010 Strike has been called off following a meeting with Hon'ble MOC lasting more than two and half hours. Pl see the CHQ website for Details of the meeting and necessary minutes. 

19thApril 2010 JAC/CHQ met at 10:00 hrs today and unanimously decided to continue with the indefinite strike from 6:00 hrs of 20th April 2010. The strike will be peaceful, sit out, massive picketings and lunch hour /closing hour demonstrations have to be conducted at HQ/Circles/SSA/Branch levels, no one has to be permitted to enter the work place. Make this strike complete success and truly a historic one. Repeat the feat of July 2007.

JAC/WB met at 16-00 hrs. at Telephone Bhavan today and unanimously decided for sincere preparations of indefinite strike from tomorrow 6 am and massive peaceful picketings with demonstrations at Circle/SSA HQs and at the main buildings. CGM, PGM, GM nobody will be allowed to enter into the office . All State Office Bearers , CWC members, Zonal Secretaries , zonal office bearers, activists are again requested to organise at grass root level to make the strike a grand success for the survival of BSNL and its three lakh employees .

16thApril 2010 JAC/WBTC  meeting was held on 15.04.2010 at CTO Hall to fix up the strategy for ensuing strike w.e.f. 20.04.2010 and the same meeting for JAC/CTD was held on 16.04.2010 at Telephone Bhavan for the same purpose . On behalf of our Association concerned State Office Bearers along with available Z/s & Zonal President attended the meetings . It is decided in the both the meetings all out strike will be organised at Circle/SSA Head Quarters & at the main buildings and mass gathering will be organised at Esplaned ,near Metro Station on 17.04.2010 at 4 pm. Eminent trade union leaders will address the said gathering in favour of strike .Each and every comrades are requested to attend  in the said gathering and to participate  in the strike  . All State Office Bearers , CWC members, Zonal Secretaries , zonal office bearers, activists are requested to organise at grass root level to make the strike a grand success for the survival of BSNL and its three lakh employees .

14thApril 2010 CWC meeting was held on 8th & 9th April,2010 at Manali and the decisions taken by the CWC are furnished below :-

1. Indefinite strike w.e.f 20.04.10: SNEA(I) to take a leading role in organising the indefinite strike w.e.f 20.04.10 at Circle / SSA and local level under the banner of JAC to settle the entire charter of demands including very crucial issue of immediate completion of ITS absorption.

2. Sam Pitroda Committee recommendations: The recommendations of the committee regarding change of leadership and induction of professionals from outside at the board level were wholeheartedly supported. Recommendations relating to adoption of “Managed capacity” and   “Managed Services” models in BSNL require a comprehensive study before expressing our final view. VRS, disinvestment, unbundling of last mile copper and outsourcing have to be opposed tooth and nail. Recommendation of the committee on completion of ITS absorption in a time bound manner to be strongly supported.

3. Revival of BSNL: SNEA(I) should be seen as agents and leaders of change in enforcing and implementing sweeping reforms on each and every front. For successful implementation of reforms and their results, it is absolutely necessary to resolve ITS absorption. Any attempt to introduce innovative reforms on procurement policy, HR front, streamlining the whole organization and giving it an entirely new facelift will be futile if unabsorbed ITS officers are asked to oversee implementation of these reforms. Deciding the basic issue of absorption of ITS in BSNL is going to be the key to successful implementation of any new future road map for revival of BSNL.   

4. Regularisation of Adhoc STS: CWC unanimously resolved for immediate regular promotion to 2500 STS posts, regardless of whether or not to include 270 competitive adhoc STS. In the meantime, it was decided to get impleaded in Hon’ble High Court of Ernakulam to oppose fixation of seniority and promotion of 147 SDEs to adhoc STS, besides continuing contesting seniority fixation of 270 adhoc STS in Hon’ble Supreme Court. 

5. Amendments to BSNL MS R/Rs: The following amendments are to be made in the BSNL MS R/R: a) The basic spirit of R/Rs should be to have uniformity in all disciplines and the R/R provision for Civil / Elect wing has to be modified accordingly. b) The no. of posts to be filled up in JAG cadre should be in the ratio of 50:50 for direct and promotee streams. c) Since bench mark and selection method for Adhoc and Regular promotion to STS is one and the same, adhoc STS Officers should become regular as soon as vacancy arises in regular STS without any further DPC. The adhoc service also should be counted as regular service for all purposes. d) Future promotions in STS and JAG should be regular and not adhoc. e) Change of designation has to take place along with time bound financial upgradation.

6.  Pay scales of JTO, SDE and equivalent cadres: BSNL Board approved the E1A and E2A pay scales for JTO and SDE along with other pay scales and these pay scales are pending at DoT for approval. Association shall pursue the matter with DoT /DPE for early approval.

7. Membership verification: The CWC resolved that SNEA(I) should independently go in for membership verification and the discrepancies  pointed out by UF with reference to committee’s report should be addressed prior to starting membership verification.

8. Merger of Executives’ Associations: The issue of merger of Executive Associations was discussed with open & positive frame of mind. The formation of United Forum and the achievements made by UF were highly appreciated by one and all. Taking into account future formidable challenges, it was decided to send very strong signals of unity to the base level for further strengthening of United Forum of BSNL Executives. Association shall strive hard to move in the forward direction, not in the reverse direction, in the days to come, with regard to consolidation of unity of the two Associations since Association has all along been a strong protagonist of school of thought of Unity, CWC clearly opined.

9. Co-option to the Post of Asst. General Secretary: Com. A. R. Manani, CWC member from Maharashtra Circle co-opted to the vacant post of Asst. General Secretary/.

10. Civil / Elect wings should be brought under the administrative control of Circles / SSAs.

3rd April 2010 The AGB of Asansol Zone was held on 02.04.10 at TRC, Asansol Telephone Exchange building. Most of the members of the said zone attended the meeting and took part in discussion on several developmental and organizational issues. Open session was arranged and in that session GM(T)/ASL, State President & Divisional Secy./BSNLEU addressed the house in a very effective manner on the developmental and different service issues related to survival of BSNL as well as WBTC. On behalf of SHQ, State Secy., State President, Org. Secy./South Bengal, Asstt. Secy./Circle attended and addressed the meeting on recent SHQ/CHQ issues. Com. Sisir Bose, JTO/Traffic/ASL, Com. Nitish Biswas, JTO/East/ASL & Com. Asim Kumar Mondal, JTO/Hill View were unanimously elected as President, Zonal Secy. and Treasurer of Asansol zone respectively for the next term.

27thMar2010 Day long Dharna was observed throughout West Bengal at Circle/SSA HQs and at the Main Buildings of CTD . Our  comrades attended the Dharna in all Circle/SSA HQs demanding immediate ITS absorption, no disinvestment, no VRS etc.

26thMar2010 After the SEC Meet heid on 13th &14th March,2010 at Digha State Secretary wrote a letter to GS/CHQ regarding the pending issues at CHQ level and in this regard it is to be mentioned that all the said issues were discussed in detail by the State Executives in the SEC Meet. 25thMar2010 A meeting was held on 24.03.10 at conference hall at circle office at 4pm between Joint Forum of BSNL Unions/Associations of Non Executives & Executives, WBTC and CGM/WBTC along with other GMs of WBTC. In the meeting the JF  has expressed  serious concern regarding the present decline of BSNL service as well as the revenue of WBTC. No effective measures have been taken from management of WBTC on curtailment of wasteful expenditure in respect of maintenance, operational & development  works. It is found that in some SSAs huge expenditure incurred on different "Head of Account" which is against the interest of WBTC &it's employees and in this regard we have submitted  some related documents to CGM/WBTC for taking necessary actions. we   demanded that uniformity in expenditure on all "Head of Account" in all SSAs of WBTC to change the present situation pertains to WBTC. JF also discussed the issues like Misuse of Funds, Proper utilisation of Man Power, Formation of exclusive maintenance team for Broad Band & BTS , Review of Marketing Policies etc. CGM/WBTC assured that proper actions would be taken on the discussed issues at the earliest.

24thMar2010 JOINT ACTION COMMITTEE OF BSNL ASSOCIATIONS / UNIONS serves notice for Indefinite strike w.e.f 20.04.2010 and One day Dharna on 26.03.10. Indefinite strike notice is put in CHQ website. Joint Forum/CTD decided one day Dharna on 26.03.10  from 10am to 5pm will be observed at TB,TBZ,Area Manager Offices &other main Buildings of CTD and Joint Forum/WBTC decided one day Dharna on 26.03.10  from 10am to 5pm will be observed at Circle Head Offices  ie. the O/O CGM/ETR, CGM/WBTC, CGM/ETP, CGM/TS, CGM/TF &at the offices of SSA Heads including the offices of CE/Civil & CE/Electrical.All State Office Bearers, CWC members, Zonal Secretaries, Zonal Office Bearers, Activists are requested to convey the message to grass root members and to take necessary organisational activities for making the one day Dharna & Indefinite Strike a grand success.

Joint Forum of Non Executive and Executive Unions / Associations met at New Delhi on 22.03.2010 and reviewed the trade union programmes. The meeting come to the conclusion that the serious issues like ITS absorption, disinvestment, unbundling, VRS etc may not be able to settle with a one day strike. The joint meeting unanimously resolved for indefinite strike w.e.f 20.04.2010. Joint Action Committee formed with Com. N. T. Sajvani (NFTE-BSNL) as Chairman and Com. V A N Namboodiri (BSNLEU) as convener.

Demands:

1. Settlement of ITS absorption issue.

2. No Disinvestment / Privatisation of BSNL.

3. No Retrenchment / No VRS.

4. No unbundling of last mile copper.

5. No outsourcing.

6. immediate procurement of GSM equipments.

7. IDA pension revision.

  15th Mar2010 General Body Meeting was held on 12-03-10 at CTO Hall at 04.30 PM. State Office Bearers, CWC members,Zonal Secretaries & Zonal State Executives of most of the Zones of West Bengal State Branch  and kolkata based  beloved members, more than 400 in number attended the said meeting spontaneously to make the programme a grand success. Com. G.L.Jogi, GS/CHQ attened and addressed the meeting on developments at CHQ level mentioning   the major failure took place from the side of higher level management since birth of BSNL for which the total BSNL survival today  are at stake. CGM/CTD,CGM/WBTC, CGM/ETR and CGM/ETP also addressed the meeting.

State Executive Committee Meeting of West Bengal State Branch was held at Digha on 13th & 14th March'2010.Effective discussion took place on all the agenda of the said meeting and almost all State Executives participated in discussion. Com. G.L.Jogi, GS/CHQ addressed the SEC Meet on 13.03.10  mainly on development and HR issues at CHQ level and answered the queries raised by executives.

Joint Forum/CHQ Meeting was held at New Delhi on 10.03.10 and decided Lunch Hour demonstration on 15.03.2010 at CHQ/Cirle/ SSA Level:

Joint Forum of Non Executive and Executive Unions / Associations met at New Delhi and the discussed the Sam Pitroda Committee report and its recommendations. Joint Forum come to the conclusion that the total failure and mismanagement of the affairs of BSNL by its top Managers at different level lead to the the intervention of Hon. Prime Minister and formation of the committee. All the Unions / Associations of Joint participated in the meeting. Joint Forum unanimously resolved to:

demand a) immediate repatriation of all ITS officers who are not opted for BSNL,

b) immediate procurement of GSM equipments and

c) IDA pension revision.

 

and protest against a) 30% disinvestment,

b) retrenchment through VRS,

c) unbundling of last mile copper and

d) outsourcing through service model

Circle level Joint Forum meeting was held on 11.03.2010 at Telephone Bhavan and it was decided in the meeting :

i) For CTD, Mass demonstration will be observed on 15.03.2010 at Telephone Bhavan & Area Manager office/major buildings at 01.00 pm.

ii) For WBTC & other circles, mass demonstration will be observed on 05.01.2010 at Circle HQ/SSA HQ at 01.00 pm.

All state office bearers, CWC members, zonal Secys, zonal office bearers and activists are requested to organize the demonstration programme at grass root level for its grand success.

26th Feb 2010 A General Body meeting was organised by Electrical wing comrades on 25/02/2010 at 5 PM at Yogayog Bhavan only for the members of Electrical wing to discuss as well as to review the present situation prevailing in the Electrical wing in WBTC & CTD, after joining separate Chief Engineer for CTD & WBTC. State Secy.,Asstt.Secy.Electrical & Zonal Secy/ Central City Zone attended the meeting and took part in discussion. It is noticed that total HR issues of Executives, working in Electrical wing  in CTD &WBTC,is being controlled by CE/WBTC, although another CE has joined for CTD circle. The question raised by the members whether HR issues of Executives, working in Electrical wing  in CTD &WBTC would be controlled separately by the concerned CE/Elec. The said issue was accepted for further discussion with administration at the appropriate level. Another important issue discussed was the  recently issued transfer/posting order on promotion from JTO/Elec to SDE/Elec cadre as well as transfer order of regular SDEs from WBTC to other circles. A strong resentment was observed among the members as a good no of SDEs were transferred on promotion & as regular SDE from WBTC to other circles, but  it was not happened in other circles. SHQ has taken the issue for pursuasion by CHQ. Besides this other issues were also discussed at length & breadth. 

23rd Feb 2010 State Secretary,Org. Secy(South Bengal),& Asstt. Secy(ETR) along with Circle office bearers of AIBSNLEA met CGM/ETR today to discuss in details the officiating arrangement in the cadre of DE, to be issued soon.On behalf of our associasion it is informed to CGM/ETR that one DE post is very much justified for Raygunge SSA in OFC route Mntc. as strongly recommended by SSA Head . CGM/ETR agreed on the matter & told that necessary action would be taten, if possible.

19th Feb 2010 State Secretary,Org. Secy(South Bengal),Org. Secy(North Bengal) & Asstt. Secy(Circle) along with Zonal Secretaries of Siliguri,Coochbehar & Gangtok Zone attended a Special General Body Meeting of Jalpaiguri Zone held at Mukta Bhawan,Jalpaiguri on 18.02.10. Most of the members of Jalpaiguri Zone were present in the meeting and took part in discussion related to developmental activities and problems faced by the executives of Jalpaiguri SSA. All the zonal secretaries addressed the house and expressed their views in respect of the problems prevailing in their concerned zones. On behalf state body all the state office bearers addressed the house regarding recent SHQ & CHQ developments.

SHQ along with Jalpaiguri Zonal body met GM/Jalpaiguri on the same day and had a prolong discussion of development of different services, huge expenditure incurred on electrical maintenance, vehicle etc. GM assured that every necessary measure will be taken as suggested by our association.

17th Feb 2010 State Secy. & State President met CGM/CTD today to discuss CDA/IDA Deferred Option issue and it is informed to CGM that a good number of executives those who had exercised the said option at time of their promotion after 01.10.2000, suffered a lot at the time of their retirement as a huge amount in lacs is being deducted from their retirement benefits due to non-settlement of issue by DoT. For the settlement of the issue, some information asked by DoT from BSNL is not being sent by the Head of the Circles. In this context, it may be mentioned that several letters were submitted to CGM/CTD and CGM/WBTC for sending required information to BSNL HQ. CGM/CTD assured that he will look after the matter and necessary measure will be taken at the earliest.

06th Feb 2010 State Secy., State President along with Circle Secy./CTD/AIBSNLEA met CGM/CTD on 05.02.10 and had an extensive discussion on the utilization of Customer Service Centre at CTO building, inaugurated by CGM/WBTC on 05.02.10 for the customers of CTD as well as WBTC. We requested CGM/CTD to provide technical support in all respect for the Mobile, Landline, Broadband, WLL services to said CSC so that CTD customers can get the maximum  facilities with WBTC customers. It is also suggested to CGM/CTD that proper coordination at the concerned GM & DGM levels between CTD & WBTC is very much needed for smooth functioning of the said CSC. CGM/CTD assured proper actions to be taken at all levels for smooth functioning of the CSC to extend the facilities of CTD & WBTC customers.

05th Feb 2010 State Secy., State President met GM/Admin/CTD  on 04.02.10 and discussed the following issues.

  1. Implementation of 2nd Time Bound Promotion for the left out JTOs who are eligible for getting 2nd Time Bound Promotion on 01.10.09.
  2. Renewal of SDE/Officiating.
  3. Further DE & SDE Officiating arrangement etc.
04th Feb 2010 A meeting was held on 02.02.10 at 16.00hrs at the chamber of GM/CMTS Nodal East, WBTC/Saltlake as proposed by GM/CMTS. On behalf administration, GM/CMTS, DGMs/CMTS, DE/Admin/CMTS & from our association side, State Secy., State President, Asst. Secy./Circle, Zonal Secy. & Zonal President of Central/South zone were present in the meeting. Besides this, some of our beloved comrades working in Saltlake Mobile centre were also present in the meeting. Extensive discussion took place on each of the issues raised by our association through the State Secy's letter to CGM/WBTC by ref no.Mobile/WB/2009-10 dated 07.01.2010. GM/CMTS informed that some of the appropriate measures had already been taken in action as per our suggestions and the left out measures would be taken by this month, assured by GM/CMTS.

30th Jan 2010 All Zonal Secys are requested to submit the membership list to SHQ within 7th February 2010 and are also requested to submit the number of total executives working in their concerned zones SSA wise.

29th Jan 2010 State Secy., State President along with Joint Forum leadership met CGM/CTD today on 2.30 pm and discussed the present service conditions specially in mobile,broadband and transmission. On behalf of our association, we several time informed and also have written letters to CGM/CTD for formation effective BTS Maintenance Team with sufficient manpower,RF/Drive Test Team area wise and Broadband External Maintenance team division wise. Besides this, today we suggest CGM/CTD that electric bills of non-BSNL site BTS's to be paid centrally from CMTS/TBZ unit. There are more than 20 BTS sites in CTD where all installation works are already completed and rent are being paid since months together, but the said BTS's are not being put on air for minor reasons. CGM/CTD assured that proper actions would be taken for the aforesaid issues, discussed today. CGM/CTD also said today that within few days a meeting would be arranged with concerned GMs & Joint Forum to discuss the problems prevailing in different services in CTD for taking necessary actions to overcome the problems.

28th Jan 2010 State Secy., Asstt. Secy./CTD(Com. T. Dutta) alongwith Zonal President, Zonal Secy. & some Zonal office bearers of NS Zone met AM/BKP on 27.01.10 and had a prolonged discussion on 

  1. Development on various services specially BTS Maintenance, Broadband service.

  2. Acute shortage of executives & non-executives.

  3. Proper utilization of man power etc.

It was decided that Zonal Secy. would submit a letter to AM/BKP explaining all the problems related to development & services and other issues at the earliest so that SHQ can pursue the issues with concerned authorities at the level of GM & CGM for fruitful results.

25th Jan 2010 State Secy. again wrote a letter to CGM/WBTC after receiving CGM's letter vide no. U&A/TC/A-1/Corr./SNEA dated 15.01.2010 regarding his opinion in response of the letter written by State Secy. vide letter no. 19th Jan 2010 Annual General Body meeting of Howrah zone was held at Community Hall, Ichapur Tele. Housing Complex, Dumurjala, Howrah  on 18/01/10 at 17:00 hrs. Almost all the members of the concerned zone attended the meeting and the zonal secretaries & executives of neighbouring zones, mainly from Central/South, Central/City, Central/North, South Zones attended the meeting to make the AGB a grand success. On behalf of SHQ, State Secretary,State President  Asstt secys./CTD, CWC member also attended & addressed  the meeting. The state secretary elaborately explained regarding the present critical situation of  CTD & BSNL as a whole and what is to be done by our beloved comrades  to overcome the crisis i.e.  to make CTD a profit making circle and WBTC to make a less loss making circle in respect of the previous financial year losses(loss in 07-08 around RS.170 crores & loss in 08-09 around Rs 300 crores), as because for last two financial years, WBTC was the highest loss making circle. The state secretary in his speech requested the beloved comrades to extend maximum importance to  Transmission, Mobile,BTS mtce., BB service, Leased Line service, Enterprise business and Sales & Marketing. He mentioned that exclusive maintenance teams should be formed on compulsion on the aforesaid services for revenue growth as well as to extend better service to our valued customers. He also emphasized upon the curtailment of wasteful expenditures.

02nd Jan 2010 As per CHQ website ---

BSNLBoard in its meeting on 30.12.2009 decided to put on hold the 93 million GSM tender, the world's largest ever equipment order. The objections were raised by members from DoT in the board meeting. In the earlier 45 million tender also vested interest delayed the tender process and finally the tender had approved only for 22.5 million lines. SNEA(I) and Joint Forum fought against the vested interest at that time through agitation. By the delay we lost almost two precious years and BSNL slipped from the top / second position to fourth / fifth position today. This time also M/s Nokia Seimens with the help of vested interests tried to stall the 93 Million tender process through litigation in the Hon. High court of Hyderabad but finally failed. All court cases on the tender have gone in favour of BSNL and even an ‘integrity panel’ set up with the permission of the Central Vigilance Commission (CVC) has cleared BSNL of any wrongdoing in the past regarding this tender. On failing on all other fronts, the vested interests in DoT now want to scrap the tender and re-tender it or at least halve the tender size by citing irregularities. Interstingly the DoT members were silent on the issue so far. If the tender is cancelled it will take minimum one to one and half year to complete the re-tendering process if everything goes smoothly and the roll out will take another one more year. By that time the entire market can be captured by the private operators and BSNL will be out from the scene.

We have to expose the evil designs of the vested interests who want to promote private operators on BSNL's cost and make BSNL sick. We should not allow this to happen.

The dissenting note of one of the Board member said  “However, it appears that BSNL’s marketshare in mobile services, which has today come down to less than 13% from 18% a few years back, may ultimately stabilise (at) between 6% and 8% with increased competition in a total market of about 1 billion mobile phones”. The motives are crystal clear to any keen observer of the Telecom scenario in the country. He makes his intention explicitly and unashamedly clear by stating that BSNL  should end up with a market share of 6% and eventually in a couple of years be totally thrown out of the market.

An urgent Joint Forum meeting convened today and discussed this serious development. The JF unanimously decided to launch organisational actions to seek the intervention of Hon. Prime Minister of India to "SAVE BSNL". As part of organisational actions it was decided to implement the following programmes:

1. Telegram campaign on 02nd to 04th January, 2010 to Dr. Manmohan Singh, Hon. Prime Minister of India by Circle/SSA/ Branch Secretaries. Activists also can send the telegram.

2. Mass demonstration at CHQ/Circle/ SSA level on 05.01.2010.

Circle level Joint Forum meeting was held on 04.01.2010 at Telephone Bhavan and it was decided in the meeting :

i) For CTD, Mass demonstration will be observed on 05.01.2010 at Telephone Bhavan & Area Manager office/major buildings at 12.30 pm.

ii) For WBTC & other circles, mass demonstration will be observed on 05.01.2010 at Circle HQ/SSA HQ at 12.30 pm.

All state office bearers, CWC members, zonal Secys, zonal office bearers and activists are requested to organize the demonstration programme at grass root level for its grand success.
