Announcement of result for the Management Trainee examination held in 2019 for Telecom operations. [Result]
Based on the meeting and proposal submitted by
SNEA WB to CGMT WBTC on 16.03.2023 a letter has been issued to BSNL Corporate
Office for reviewing of Tenure areas of WBTC as ensured by our respected CGM
Madam.
Proposal has been sent for 4 Hard Tenure at Darjeeling, Kalimpong, Kurseong and
Ganga Sagar and rest of the Circle (except Kolkata) as Soft Tenure.
If it is not possible to declare the whole Circle as Tenure, then at least
following OAs should be declared as Soft Tenure:
1. Kharagpur OA(Jhargram)
2. Bankura OA
3. Purulia OA
4. Jalpaiguri OA
5.Coochbehar OA.
Team SNEA is thankful to our respected CGM Madam, GM HR madam, DGM HR madam and
the whole HR team of WBTC in this regard.
On 16.03.2023 Team SNEA WB comprises of ACS HQ
Com Promit Gangooly, CT Com Abhijit Sarkar and CS Com Somenath Ghosh first met
GM HR & Admin and DGM HR & Admin to discuss about considering 4 stations namely
Darjeeling, Kalimpong, Kurseong and Ganga Sagar as Hard Tenure and subsequently
sending the proposal to BSNL Corporate Office.
Presently WBTC is having only 3 Soft Tenure stations which are Darjeeling,
Kalimpong and Kurseong. But we proposed to declare whole WBTC as a Soft Tenure
Circle. If it is not permitted then at least following OA should be considered
as Soft Tenure stations:
1. Kharagpur OA
2. Purulia OA
3. Bankura OA
4. Jalpaiguri OA
5. Coochbehar OA.
We have discussed the above proposal in detail along with all possible inputs.
After details discussion GM HR & Admin ensured to consider our proposal.
After meeting GM HR & Admin, Team SNEA WB met CGMT WBTC.
We elaborately discussed about considering WBTC circle as Soft Tenure and 4
stations (as mentioned above) as Hard Tenure. We also mentioned that as on date
in our circle we are having a shortfall of 198 executives in telecom wings which
certainly can be met if WBTC is declared as Tenure circle. Our own executives
also will get their benifit for serving difficult areas of WBTC.
After detailed discussion, CGM madam ensured to send the proposal to BSNL
Corporate Office.
The proposal letter of SNEA WBTC was handed over to CGM and GM HR & Admin by CS.
We will continue the persuasion till it's finalization.

SNEA CHQ submitted a letter to the CMD BSNL for extending CCS Pension benefits to TTAs recruited by DOT/DTS/DTO in light of recent OMs issued by Govt of India for giving CCS Pension (1972). [Letter]
SNEA WB team greeted and met with the honourable
CMD BSNL on his visit to Kolkata. They also attended the meeting held with
different associations and unions by the CMD and submitted a memorandum to him
highlighting on the different issues in WB.
On 03.03.2023 Team SNEA WB consisting of CS Com
Somenath Ghosh, CT Com Abhijit Sarkar and DS COD Com Somnath Mondal met GM HR
and discussed the following issues:-
1. Submission of Joint declaration form for EPF Higher Pension to EPFO in time.
2. Regulation of all discrepancies of EPF.
3. Joining date in EPF should be corrected for all members centrally and it
should be the date of start of the induction training.
4. Deposit of the amount in EPF account for the training period
5. Settlement of the long pending EPF issues of Bankura and other OA.
6. Formation of EPF Cell by posting executives to resolve EPF related issues in
time bound manner.
7. It was requested to issue letter to BSNL Corporate Office mentioning the
shortage of executives in WB and posting executives to WBTC from other Circles.
8. It was requested to send the proposal to BSNL Corporate Office to consider
the Circle Break if executives from CTD join WB (other than Kolkata) on
transfer.
9. It was requested to consider Rule 8 Case of Mukesh Kumar, JTO BDN.
10. It was requested for sending the proposal to BSNL Corporate Office for
considering Darjeeling, Kalimpong and Kurseong as Hard Tenure and rest of WBTC
as a Soft Tenure.
11. Request was made for early issuance of pending order for EPP upgradation of
executives.
12. Some issues are being faced while processing eDPC for EPP Upgradation of TF
executives , so it was requested to take care of it.
13. It was requested to minimize the Intra Circle longest stay transfer of
executives.
14. Enquiry was made about the merger of HR of all streams with the Circle HR
Section.
15. The issues of Civil and Electrical wing's HR were also discussed, as these
two streams of WB are working as coordination Circle for WB, CTD and Sikkim. How
a JTO can opt for either circle in OTP, that should be cleared.
After detailed discussion on the above issues, GM HR madam assured us to extend
her best efforts to resolve the concern raised by SNEA.

The SNEA WB Circle Executive Committee Meet 2023
was held on 21st and 22nd January 2023. We were very privileged to have among us
GS SNEA Com. M. S. Adasul and AIP SNEA Com. Manish Samadhiya among us for both
of the days who shared CHQ vision and efforts for the coming year. Among other
distinguished guests present, we were honoured to have the CGM WBTC Smt. Madhu
Arora and other distinguished PGMs, GMs and DGMs in WB.
In the open session held on Day 1, everyone shared their thoughts on the topic
this year "Emerging WBTC & It's Challenges" with hopes and high spirits for the
upcoming days.
On Day 2, circle body members and zonal body members shared their thoughts and

Generation of Special CL in SAP & Applying in ESS
Portal for reflection in Online Attendance Portal - Strict Adherence regarding-
As discussed with ERP Core team,it is instructed that SCL needs to be
Applied/Approved in ESS Portal before proceeding on SCL. In this regard, the
following guidelines needs be followed with immediate effect:
1. Unions/Associations needs to intimate the conferences/meetings well in
advance (before 15 days (or) as per their constitution ) to the Admin unit of
their BA along with list of eligible Employees (Name, PER NR, Designation, Unit
,Post in Union/Association).
2.Admins should generate the SCL Quota for the meeting/conference period in SAP
(for the eligible Employees/PER NRs) atleast 7 days before the commencement of
that meetings.
3. Eligible Employees need to apply SCL for that meeting period in ESS Portal &
get the SCL Approved by the controlling officer prior to the proceeding of SCL
leave period.
This process needs to be done in timely manner for reflection of the same in
Attendance Statement of the Online Attendance Portal.
The GS SNEA has writen to the PGM SR BSNLCO to discuss important HR issues of Executives. [Letter]

There has been several issues regarding promotion, sanction of working strength and implementation of justified pay rules for executives. Read it all here...
Letter given to CMD BSNL on withholding of MSRR Draft Policy by the Forum of Associations of BSNL. [Letter]
Today, 12.12.22, on behalf of SNEA, Com. Somenath
Ghosh, CS and Com. Promit Gangooly, ACS(HQ) met with CGM, WBTC in her chamber.
Discussion took place on various points as highlighted below:-
1. Discussion on Pension issue for deceased/retired BR employees - At the
outset when the topic was placed before CGM Madam, she was kind enough to
immediately call the nodal officer in the BSNL CO ND. As learnt, all the cases
are lying at the LIC end. Clarifications on some issues raised by LIC have
already been submitted by CO ND. CGM Madam requested the officer for further
sincere solicitation on the matter with LIC.
2. Manpower shortage and transfer issue - Already due to the strong persuasion
of SNEA, CO WBTC has indicated the severe manpower shortage in WB to BSNL CO ND.
In reply BSNL CO ND has admitted partially to the fact and revised the
sanctioned strength in SDE, AGM & DGM level in WBTC. But still date there is as
such no improvement in the manpower strength in WBTC as there are almost 200
posts lying vacant in the executive cadre. CGM assured to look into this matter
and will send Reminder to CO ND at the earliest.
3. Posting of officers from CTD to WBTC - Another major breakthrough in this
meeting was to convince CGM Madam against the circular of BSNL CO ND where it
has treated CTD and WBTC as the same circle for counting circle seniority. Madam
readily realized the loophole of the circular and assured to take up this issue
with DIR(HR). If the matter gets resolved, then many of the willing executives
from CTD would join WBTC happily as there would be a circle break in their
tenure.
4. Transfer and Posting - We discussed the matter for a few of our comrades. But
as it is too early, so there is not much to divulge at this moment. However in
case of Rule-8 cases, madam has assured that as and when officers join, the
candidates will be released as per the serial number only.
5. EPF issues of Bankura - The matter is long pending. When we brought the
matter in the discussion, Madam then and there summoned DGM (Fin) madam and
enquired about the status. As per DGM (Fin) the matter is in advance stage. But
CGM Madam advised that if there is any problem at the local office at DGP, then
the matter may be placed at her desk. She would further take up the issue at the
state level of EPF office. We can hope that this matter will be resolved at the
earliest.
After this meeting, we met with Sr. GM (Fin), WBTC. As usual he was also very
amicable. We mainly discussed two points with him:-
1. EPF issue of Bankura - Sr. GM(Fin) is himself monitoring the issue and
assured that the matter is being dealt with utmost sincerity and going to be
resolved very soon. Let us also hope for the best in this case as we have been
assured by the highest chairs in the circle in this case.
2. Transfer issue of Com. Ganesh Ghosh, AO (Suri) - Sr. GM (Fin) told that he is
personally aware of the matter. However he insisted that the officer is to once
again apply in the OTP. We tried our level best to convince him that the
candidate had already applied in several channels and this time he should be
transferred based on those prayers. But he insisted that as BSNL CO ND has
issued circular, so on administrative ground it would be not so possible for him
to transfer the officer at this moment as it may open floodgate for him. However
he assured that in the coming January when the OTP window will open, he will
look after his case personally and transfer him at the earliest. As he has
assured in this case, so this time we accepted his words in good value. We will
also take up this matter with all concerned in the coming January.
There was some other discussion on miscellaneous issues which are not worth
mentioning here. But overall the discussion was very positive and both CGM Madam
and Sr. GM (Fin) were very sincere to all the issues we flagged. So we thank
both of them for their kind cordial gesture. We hope that all these matters will
get into the desired shape in the coming days. Until then, keep united and stay
strong!

Update by SNEA CHQ:
Dear Comrades,
Today 04/11/2022 at 1130 hrs, we have discussed with Director HR about need of
strong and higher level persuasion of pending court case and stay by CAT Kolkata
on AGM promotions.
It is reported that one DM from BSNL CO is deputed to Kolkata for pursuing the
issues at CAT Kolkata and matter is also being regularly pursued with the CGM
Kolkata and his team.
Now, it has been decided by Court that matter will be either heard in the
chamber or decided by hearing. It is expected that in coming week, the matter
will be decided suitably.
Director HR assured that management is keen on issuing AGM Promotion orders for
all wings and further course of action will be taken as per outcome of the case
at CAT Kolkata.
We also brought to notice of Director HR, the other issues/hurdles related to
AGM Promotions and he assured to look into it positively.
We also discussed about avoidable delay in issuing SDE to EE/AGM Elect
Promotions and he immediately intervened and directed to complete the process
possibly by today itself.
If certain issues reported on issuing posting orders and missing APARs in only
few cases are resolved today, orders are expected today itself otherwise order
is expected by coming Monday.
We have discussed many other issues and we have received positive
directions/response from Management and the details of discussions will be
updated on website shortly.
A contribution of Rs. 1,51,757/- was sent from Karnataka circle and the cheque was handed over to the wife of Late Vikash Kumar. They wished that the bereaved family gets through this tragedy very soon. SNEA WB thanks Karnataka circle and pray for the peace of soul of the departed.

<<SNEA CHQ Update on AGM Promotions>>
Regarding SDE to AGM Promotions today GS
SNEA and GS AIGETOA along with other OBs had meeting with CMD BSNL. We requested
for issuing Promotion orders as per recent directions from CAT Kolkata.
CMD BSNL has assured to go ahead with AGM Telecom Promotions. To decide the
quantum of SDEs to be promoted or where to go ahead with promotions, the legal
opinion has been called from senior advocate at Delhi as well as from advocate
at Kolkata. The legal opinions are expected by 06/10/2022. Further course
of actions will be decided as per the legal opinion.
We requested to issue AGM promotions in Electrical wing as there is no any
hurdle in it. This was accepted by by CMD and informed that he has issued
directions to go ahead with SDE to AGM Promotions in Electrical wing.
On 30.09.2022. SNEA WB team met with Smt. Madhu
Arora, Hon. CGM, WBTC. At the outset we thanked her for giving us time from her
extremely busy schedule. Then there was some detailed discussion on the
following matters.
1. SNEA WB has already submitted one letter regarding online attendance system.
The same was again discussed. We also highlighted the demands of the employees
like clean toilet, canteen etc. Madam also admitted the genuineness of the
issues and assured to work upon it at the earliest.
2. Regarding posting of new AGMs in WBTC, we highlighted the requirements in
Krishnanagar, Berhampore, Jalpaiguri and Raiganj. As there are only 2 AGMs
joining at present, hence they would be posted in Krishnanagar and Jalpaiguri
considering the prevailing condition. However madam assured that in the very
next phase, whenever some more officers will join WBTC, they may be sent to the
other OAs.
3. Regarding transfer posting cases of some of our members, madam assured that
all the cases will be entertained as much as possible such that the equilibrium
can be maintained among the OA's work forces. As currently the HR Cell are
completely involved in the coming NE Membership Verification process, once the
same completes, these matters will be processed.
4. The matter related with TF Kharagpur was also discussed in the meeting. We
highlighted that there is only one AGM posted at that place. It is getting more
and more difficult to run the office due to non payment of the security guards.
Madam pointed out that the security agency is not submitting the bill in time.
This is one of the reasons for the delay in the payment. We also enquired about
the proposal of merging the TF with KGP BA to which madam informed that as the
matter is under Vigilance and once some of the items get scrapped, the merger
may not be possible to avoid future complicacy.
Some of the issues like WBSEDCL Pole usags, CM related issues were also
discussed in the meeting.
At last we conveyed puja greetings to madam and the same was also reciprocated
by her.

On 30.09.2022, it was the last day of his working life for Sri B.N. Dhar, PGM(CM), WBTC. SNEA team comprising Sri M. Bhuiya, VP, Sri S. Ghosh, CS, Sri A. Sarkar, CT and Sri P. Gangooly, ACS (HQ) met and bid him adieu with a small memento.

Mourning meeting in memory of Late Vikash Kumar, JTO/Malda was held today at Malda OA.
The CS SNEA WB
wrote to the CGM WB, the CGM CNTX-E & the CGM Sikkim, regarding requirement of
infrastructural setup for the implementation of online attendance system. He
urged for immediate upgradation of existing infrastructure and implementation of
proper protocol for staffs under roster duty, so that field staffs do not suffer

The CS SNEA WB also met with concerned officer of finance section who is
handling the issue regarding the long pending EPF issues. During discussion it
has been intimated that last week meeting was held with zonal EPFO in details.
EPF office is very much annoyed with BSNL. They intimated that they are
receiving lots of RTI/PG Cases regarding this issues through they are working to
settle down the issues. As RTI/PG cases are time bound, their efforts are being
diverted for replying instead of resolving. On their request, zonal EPFO assured
to resolve all the issues. The concerned official of EPFO intimated that
rectification has been started and it will be reflected in UAN very soon. We
hope good news very soon for affected officials and staffs.

On account of passing of Late Vikash Kumar, CS SNEA WB has written to the CGM WB, for appointment in compassionate ground for the family member(s) of the departed. We all hope that the CGM WB will take up the case so that the future of his family can be made secure. [Letter]

intimated that Shri Vikash Kumar, JTO/Malda is no more with us. We all pray to
the almighty for his departed soul. May his soul rest in peace. He is survived
by his wife and two kids about 7 and 5 years old. Needless to say that the

Comrades,
As updated earlier, SNEA is putting it's all out efforts for vacation of stay
granted by CAT Jabalpur on SDE to AGM promotions.
Earlier , we have tried our level best to conivience petetioner to withdraw the
case and he also was agrred for it, but due to certain issues and developments
thereafter, later he informed that he cannot withdraw the case.
Accordingly affected five SNEA members from Jabalpur & Bhopal who are SDEs
deprived of AGM promotions due to stay by CAT Jabalpur have submitted two
applications in CAT Jabalpur i.e. first for intervention in the case and second
for vacation of stay and both the cases are registered vide case no. 1142/2022
and 1143/2022 respectively.
BSNL also has submitted review application in CAT Jabalpur and main prayer is
vacation of stay by preponement of date.
It is clear that BSNL is also putting all efforts in vacation of stay.
The date of hearing is given as 07/09/2022.
BSNL application for preponement of date is registered vide case no. 1139/2022
and application for vacation of stay is regustred vide case no. 1140/2022.
Let us pray for vacation of stay on SDE to AGM promotions on 07/09/2022.
SNEA will continue its efforts by all means for vacation of stay from CAT
Jabalpur and issuing AGM promotions for all wings and cadres.

Comrade,
GS SNEA along with GS AIGETOA and GS AIBSNLEA have elaborate discussions with
Director HR and CMD BSNL today.
Though , we tried to get order issued today, same could not happened as stay
order has been revealed by BSNL and entire process of DPC file moment is through
e file.
After elaborate discussions on our insistence for issuing promotion orders today
both Director HR and CMD BSNL have informed that once stay is granted and order
is received by BSNL , order cannot be issued.
But it has been decided to take immediate action for challenging this CAT order
in High Court Jabalpur by engaging prominent advocate.
One can understand that there is no ground to grant stay , and hence chances of
vacation of stay are more.
Accordingly, directions have been issued to CGM MP and GM JBP to challenge this
stay in HC Jabalpur for vacation of stay.
The stay will be surely vacated by HC as promotion process of MT and AGM are
different and not having direct impact on it.
It is good that entire process of DPC is over and only formal approval of DPC
report and issuing Promotion order was pending by today evening when this court
case was received by BSNL.
BSNL has already filed caveats in different courts and hence in all other cases
, court case is admitted, but stay is not granted.
It is understood that this case was not listed in CAT JBP today and same has
been heard as specail case before luch and stay has been granted.
Once this stay is vacated, the promotion orders will be issued within no time.
Please be assured that SNEA CHQ will continue its persuasion for early vacation
of stay and issuing AGM promotion orders without further delay.

After seeing the agenda points with the meeting of our Respected GS with CMD, we
are receiving messages from many comrades about point no 2 of Para B i.e. E1+5
increments to all JTOs/JAOs upto 08.07.2014.
The first demand of SNEA is E2 for JTO and E3 for SDE.
As you all know E1+5 increments were extended upto JTOs/JAOs of 2010 batch.
On recent past management replied on the reply of Amhadabad CAT that BSNL
management has already approved the proposal of E1+5 upto 08.07.2014. But
practically that has not been implemented in BSNL. As it has already been
replied by BSNL management our CHQ is asking for its implementation. but it does
not mean SNEA wants E1+5 upto 08.07.2014 only. Demand of our CHQ is E1+5
increments to all JTOs/JAOs till finalization of E2/E3 scale.
If you all go through the SNEA CHQ Website, you may see that after formation of
our new CHQ, the CHQ body met with Director(HR) and categorically demanded E1+5
increments to all JTOs/JAOs till finalization of E2/E3 scale."

Today SNEA CHQ has elaborate discussions with Shri P K Purwar ji CMD BSNL on
different development and HR issues . Meeting lasted for about 50 minutes.
Details will be updated on website.
We are glad to inform that during discussions bottleneck issue in getting orders
issued for SDE to AGM Promotions has been discussed in depth.
After elaborate discussions, CMD BSNL was kind enough to give his consent for
issuing AGM promotion orders on the basis of procedure and guidelines followed
by DoPT in issuing promotion in their office.
Team of senior officers in BSNL will visit/get information from DoPT and
accordingly the promotion orders will be issued for AGM cadre in all wings.
Thereafter issue of DGM promotions will also be take care.
The issue of consent and signature of association leaders /GS was also discussed
and CMD BSNL was kind enough to confirm that there is no need of signature or
consent from any Association.
This deadlock and bottleneck issue in AGM promotions is over.
Accordingly, the SDE to AGM promotions for wings are expected shortly."

Yesterday and Today Com Vimal AGS Com Satish Kumar CS NTR and GS have elaborate
discussions on the proposed promotion from SDE to AGM with PGM Pers, different
Officers in Vigilance section and with Director HR.
The work of DPC for SDE to AGM in Telecom wing promotions is in full swing. VC
of about 75% executives is received by Pers Section and remaining VCs are
expected by tomorrow 17/06/2022 as assured by concerned officers.
DPC related works are going on and officers in DPC cell are working in it.
Further action to fill up vacant post of EEs/DES in Civil wing, Electrical wing,
Architecture wing and CSS wings are also being started in parallel to SDE T to
AGM Promotions.
Thus the attempts are being made to issue promotions from SDE to AGM Telecom or
equivalent promotions i.e. SDE to AGM in Civil, Electrical, Arch and CSS wings.
It is expected that SDE to AGM Promotions of all wings will be issued together.
As of now, one court case is registered for AO to CAO account wing promotions
and hence it may take some time more.
The issues due to court case by one of SDE Civil at Alahabad court are being
pursued by concern officers, and we are hopeful that the pendency of court case
will not become hurdle is Civil wing SDE to EE promotions.
The final call on issuing promotion orders will be taken in next week after
reviewing the progress and by having fresh discussions among associations and
with management.

Very Good Evening to all.
As discussed, we have submitted the above
response to the appeal made by BSNL management.
In response to that we had meeting with PGM SR BSNL CO wherein she has
appreciated the stand taken by SNEA and gave firm assurances in resolution of
issues through Dialogue.
Then PGM SR arranged meeting with Director HR BSNL Board and we have elaborate
discussions on the issues in charter of demands.
Director HR also appreciated the stand of SNEA and assured to resolve the issues
with positive response through dialogue.
Then we had meeting with CMD BSNL and have discussions of the issues related to
DOT and requested him to recommend the issues approved by BSNL Board to DoT and
we will pursue these issues at DoT.
CMD BSNL was kind enough to give his consent for same and directed us to
initiate dialogue so that we can have some decisions on the HR issues.
After detailed discussions, Director HR appealed that in view of positive
discussions on both the sides; SNEA should review decision of the agitational
programme and come forward for special meeting on all the issues raised by SNEA
including issues that are included in today's letter.
In good HR gesture, he offered that he can come to Pandal and meet the comrades
on hunger fast and other comrades supporting them.
Finally, Shri. Arvind Vadnerkar, Director HR BSNL Board, Mrs. Anita Johri, PGM
SR, Mrs. Samita Luthra, GM Rect/Trg BSNL CO along with Shri. Santosh DGM SR,
Shri. K.M. Ruhela AGM SR and team of SR section visited the pandal and offered
juice to Com Pintoo Kumar, JSE and Com Shashi Kant DS Patna and formally
appealed to withdraw the agitational programme. Director HR further appealed to
come forward for dialogue and try to resolve the issues to best possible extent
which was responded very positively by SNEA leaders present in pandal.
Director HR along with his entire team was present in Pandal for about 40
minutes and has firmly assured to resolve all the issues which are in hands of
BSNL.
We have requested to recommend the issues pertaining to DOT & Govt of India with
positive note from BSNL Management and Director HR has assured for same.
DGM SR handed over the copy of letter for special meeting with SNEA between 4th
to 6th May 22.
But it was finally confirmed by Director HR that meeting with SNEA will be held
on 05/05/2022 at 1600 hrs.
With such very positive development over the day, we have withdrawn the
agitational programme on its 66th day, which is historic day for our agitational
programme.
Though , we have withdrawn the agitational programme, we are committed to
resolve the issues.
Our continuous struggle for 66 days in heavy cold as well as very Hot season
shows our commitment towards the resolution of HR issues of executives in BSNL
and we will get it done at any cost.
We will try our level best for resolution of issues through Dialogue and we are
hopeful that we will get very positive response from all. If we do not get
positive response through dialogue, we are free to reopen all channels for
resolution of issues.
For us as SNEA, the resolution of HR issues of Executives is of top most
priority and we will continue the same more vigorously through continuous
dialogue.
We convey sincere thanks to all the beloved comrades of SNEA who have given
strength for agitational programme for last one year in general and for last 66
days in particular. We assure all rank and file of SNEA that your scarifies will
not go in vain and we will see that all the issues are resolved in favour of
BSNL executives in general and SNEA members in particular.

A delegation of Sanchar Nigam Executives Association of BSNL comprising our own CHQ President Com. Aftab Ahmed Khan, , CHQ GS Com. K Sebastian and CHQ AGS Com. Hon'ble Minister had gone through our representation and responded positively and assured to take up the issues on top priority at appropriate level.
It is not a mere feet for SNEA as this being part of ongoing agitation was covered by national media houses including The Economic Times.

CMD BSNL regarding the non settlement of Time Bound Promotion policy and Pay
scales in BSNL.
Lack of persuasion of the matter in DoT is the reason for non settlement of the
issues which resulted in the Indefinite Hunger Fast, Dy CLC noted.
Dy CLC has written to CMD to seriously pursue the matter in DoT and to settle
the issues.
Dy CLC acknowledged the genuineness of our demands and the compulsion of the
Association to go for Indefinite Hunger Fast.

[SNEA SHQ Meeting with CGM WBTC
on 14.03.2022]
Today SNEA SHQ body comprising of CS Com Somenath Ghosh, VP Com M.R. Bhuiya, ACS
HQ Com Promit Gangooly, ACS(Civil) Com Bhaskar Ghanatra and CT Com Abhijit
Sarkar met with CGM WBTC and discussed following.
1. Manpower Restructuring - at the outset CS conveyed sincere thanks to CGM for
her timely response based on the demand of associations to submit requisition of
manpower based on operational norms prescribed in the Restructuring Order.
It is because of this letter only, BSNL corporate Office has sought data from
all circles for their manpower requirements/implementation.
WB is having huge shortage on JE,JTO,SDE, AGM, DGM Cadre though as per
restructuring WB was treated under excess manpower category!
It would not be an exaggeration that our association played the pivotal role in
the calculation of the manpower as per the norms.
2. LICE JTO Vacancy - CS requested CGM to take up the matter with Director HR to
generate vacancy for JTO LICE so that eligible JE may able to sit in the exam.
CGM already wrote the letter to BSNL CO on huge shortage of JTO in WB and thus
CGM ensured to look into the matter further.
3. Request for enhanced requisition of DGM post - CS requested CGM to review her
proposal which has been sent earlier. On that proposal number of DGM was
considered as 21 where as on restructuring plan it was 32. We requested CGM to
review on this by posting atleast one DGM at every OA. CGM ensured to look into.
4. Kalimpong Media hiring - on query CGM intimated that the tender for hiring
media for Kalimpong may not mature due to huge expenditure and high rates quoted
by the vendor.
We requested CGM to provide immediate alternate solution for the media of
Kalimpong. CGM informed that if the tender does not mature, OFC laying/hanging
will be started shortly.
Lastly on behalf of SNEA, CS congratulated CGM and her family as her husband
took the charge of GM Kolkata Metro in addition to his regular charge of GM
Eastern Railways. Thus the meeting concluded on a positive note.

Hunger Fast, Day and Night (24 hours) after the Police action on 22nd and 23rd.
Hereafter SNEA will continue the Indefinite Hunger Fast including holidays,
Sundays etc as we started the fasting 24 hours from today.

solidarity to Black Badge & Demonstration program observed by SNATTA today, on
14.03.2022.
CS SNEA WB Com Somenath Ghosh joined in their demonstration program at CGM
Office and encouraged SNATTA team for their struggle to get their legitimate
demands.
CS SNEA WB also ensured to extend all kind of support and coordination for their
success and most importantly to pursue for the creation of vacancy for JTO LICE

XXXI All India Conference of Sanchar Nigam Executives' Association is going to be held on 12th & 13th April 2022 at Visakhapatnam.
The efforts of SNEA WB forced
BSNL management to revisit the sanction strength define by them randomly.
Now if all circle calculate and share the required manpower as WB already did as
per guidelines defined by BSNL Corporate Office, our total sanction strength
will be enhanced in all cadre which will help us for promotions and other ways.

"Conciliatory talk by Dy Chief
Labour Commissioner:
In an unexpected move, Dy Chief Labour Commissioner initiated conciliatory talks
and called for discussion on 04.03.2022, A/N. GS, President and AGS attended the
meeting. From our side, Assn explained the violation of the Terms and conditions
for absorption which defines the promotional avenues and Pay scales of BSNL
Executives. Further management violating various understanding reached with the
Associations on the Promotion Policy and the Pay scales. Management is violating
the agreements already reached. The Promotion Policy already approved by the
Board in 2018 is not implemented. The E2 and E3 pay scales from 01.01.2007
recommend by BSNL is not getting approved by DoT. At the same time management is
proposing to amend the RRs which is already scrapped with 12 year stagnation
instead of 5 years given in the approved policy and lowering the pay scales from
E3 to E2 and E2 to E1. The Executives recruited after 2007 are suffering a pay
loss of more than Rs 10,000, every month. Since management is not acting on the
settlement of the issues, SNEA forced to continue the agitation.
Management informed that both issues are with DoT and under persuasion. (But in
their written reply, management informed that Time Bound Promotion is not
feasible after VRS!). However, Dy CLC not at all convinced on the reply as the
issues are in DoT since 2018 and 2017 onwards. Further Dy CLC told that
management cannot go back from the agreements and the assurances given earlier
and the lowering of pay scale of employees is not the right thing to do. On
these points, he will write to BSNL management.
Normally conciliatory talk takes place during the agitation programs by the
Trade Unions and not by the Associations. Management also not had taken the
issue with Labour Commissioner.
However, it is understood that Govt taken the agitation very seriously and
Secretary/DoT send the notice to Labour Secretary and Labour Secretary directed
the Chief Labour Commissioner to have the Conciliatory talks with SNEA."

Today, SNEA WB Team comprising
of CS Com. Somenath Ghosh, VP Com. M. R. Bhuiya and ACS(HQ) Com. Promit Gangooly
met CGMT WBTC about the recent order issued by BSNL Corporate Office where it
was shown that Excess JTO are in WB Circle, where as the fact is completely
opposite. And recently with our strong persuasion CGM has written to Dir. HR
about the acute shortage of JTO, SDE, AGM and DGM Cadres.
We conveyed our resentment to CGM towards the attitude of BSNL Corporate Office
for not yet considering the proposal of revised manpower requirement in WBTC.
Our JEs will not be able to become JTO even though there is still huge shortage
in WBTC.
CGM is going to visit BSNL Corporate Office tomorrow. We have requested her to
pursue the matter with CMD and Dir. HR to consider the proposal sent by herself
as CGM WBTC and also to ensure vacancy creation for LICE examination so that
eligible JEs in WBTC may get their legitimate right to sit in the Exam. CGM has
assured the same.
SNEA WB team also met with Sr. GM(Finance)/WBTC on several EPF issues of our
Executives in WBTC for which discussions were held in the past and our CS had
also written a letter about a month ago.
Sr.GM Finance intimated that he is trying to resolve the EPF issues pointed out
by SNEA by forming a team which will pursue the cases with EPF office and they
will report to Sr. GM finance directly. He also assured his personal attention
to resolve the issues at the earliest.
Message from GS CHQ, SNEA.
"Management using Police force
to intimidate SNEA and to derail the Indefinite Hunger Fast at New Delhi.
First time in the history of BSNL, this insensitive Management used Police force
against the employees to stop their agitation program.
Management becoming more and more insensitive towards the Executives and their
genuine issues and grievances. Management making its intentions very clear again
and again on the sensitive issues of BSNL Executives, the standard pay scales
and promotions, by using Delhi Police to stop the agitations, temporarily.
Management held discussions with our President and AGS for more than one hour in
which they were non-committal on our major demands of standard pay scales of E2
and E3 and Time Bound Promotions. The other issues even did not come up for
discussion as there is no breakthrough on the major issues.
Once SNEA informed Management that, we cannot postpone the agitations without
firm commitment in writing on all the demands and assuring Time Bound
promotions, by evening Management used Police to forcibly take GS and AGS
Pandurang Nayak who are on Indefinite Fast into custody and taken to hospital.
AGS Com P P Rao and CS/BSNL CO Com D D Bansal were also taken in to custody and
detained in Barakhamba Police station for some hours.
Immediately Police forcefully disbursed remaining Comrades on Hunger Fast and
other comrades assembled there and dismantled the Hunger Fast Pandal under the
supervision of the Officers from SR section.
On Time Bound promotions, we made very clear to management that first it is to
be implemented as all the concerns of management is not having any valid ground
as of now. We are ready for further discussions to make improvements and to
address the concern of the management which may arise in future. On Pay scales
we need concrete assurance to take up the matter with highest level in DoT.
However, we will continue our agitation programs at New Delhi in peaceful manner
till management come forward to settle all our demands to the satisfaction our
members.
There will not be any change in the schedule."
Today the management in connivance with Delhi police tried their best to sabotage our agitation. We stood like rock against the onslaught of these forces. Congratulations to all the rank and file of SNEA who came forward and supported the genuine cause of our cadre. Our OBs have shown the real guts and have never shown the back in spite of adverse circumstances. Finally all are back from the police stations and all are safe and hearty. Our fight continues.

Highlights of the meeting held between the AUAB and the
Directors of BSNL Board, including CMD BSNL, on 27-10-2021.
Dear comrades,
A meeting between the AUAB and all the Directors of BSNL Board, including the
CMD BSNL, is held today the 27-10-2021. The following are the highlights.
(1) Launching of 4G.
CMD BSNL and the Director (CM) reported that, TCS is taking hectic efforts to
supply 4G equipments to BSNL and it looks promising. The 4G core is developed by
the C-DOT, with which TCS has made tie-up. The equipments, RAN by Tejas. The
System integrator, SI is TCS. Core Equipments are installed at Chandigarh for
POC and Ambala and testings are going on.
(2) Payment of salary on the due date.
After prolonged discussions, the following agreement is reached.
(i) Salary for October, 2021 will be paid before Deepawali.
(ii) November, 2021 salary will be paid on the due date, i.e., 30.11.2021.
(iii) December, 2021 salary will be delayed a little as loan repayment of about
1200 Crores is due in December.
(iv) From January, 2022 onwards, every month salary will be paid on the due
date.
(3) Wage Revision.
For the Non-Executives, Management has already taken action to reconstitute the
Wage Negotiation Committee. The first meeting of this Committee will be held
after Deepawali. For the Pay Revision of the Executives, CMD BSNL advised to
take up the issue with the DoT. He assured to arrange a meeting between the AUAB
and the Secretary, Telecom.
(4) Restructuring.
The CMD BSNL informed that, Restructuring of BSNL’s Manpower is approved by the
Board, with 12% increase in the existing strength. The new strength will be
36,000 Executives and 35,000 Non-Executives. Totally, 71,000 plus.
The minutes of the meeting also approved yesterday and Notification will be
issued in a couple of days with all the details.
On the notification of Time Bound promotion policy for the Executives which is
already approved by the Board, CMD told that there is difference in opinion
among the Executives Association itself and hence it can be discussed
separately.
(5) Withdrawal of show cause notices under FR17A.
The pensionary benefits of Com.S. Sivakumar, GS, AIBSNLEA, Com.Kabir Das, GS,
BSNL OA and Com.Goud, President, BSNL MS, is being settled by withdrawing the
show cause notice. The pending cases of four serving General Secretaries /
Presidents will be settled before New Year.
(6) Holding of various LICEs of Non-Executives.
Notifications will be issued before 30.11.2021 by Estt section.
(7) Restrictions imposed on Temporary Transfers under Rule 9.
A Committee will be formed with four Representatives from Unions / Associations
and four Management Representatives. Based on the recommendations of the
Committee, the restrictions will be relaxed.
(8) Threatening letters against agitations.
Threatening / harsh wordings will be avoided. The entries made in the service
books and ERP will be reviewed.
(9) SAB contributions pending from April, 2020.
CMD BSNL assured to clear all the pending payment by March, 2022.
(10) Regular interaction between the AUAB and the Management.
The CMD BSNL assured that bi-monthly meetings will be held between the CMD BSNL
and the AUAB for briefing on developmental activities.
After meeting the Management, the AUAB met and decided to defer the agitational
programmes, in view of the improvements on issues.

Restructuring Approved by BSNL MC and Board.
HR plan and Restructuring Plan
approved by the BSNL Board on 23.10.2021.
The BSNL Board meeting held on 23.10.2021 approved the HR plan proposal of
management. The Board members from DoT raised objections on keeping large number
of posts at Senior Management level of PGM etc.
The sanctioned number is more or less same as informed earlier except in AGM
equivalent cadres in which about 10% hike is proposed. In AGM(T), total number
proposed is 4500 (3600 as promotion quota, 450 as Intl MT and 450 Extl MT). Out
of this, 1400 AGMs are working today. There is another proposal to utilize the
Intl MT quota for DPC purpose for the first time. However, there is no change in
the number for SDE equivalent cadres. The details of the approved proposal are
awaited.
CHQ is in touch with other Associations on this issue and the future course of
actions will be decided in a couple of days. CHQ Office Bears meeting is
scheduled for 26.10.2021 to assess the situation and working out the strategies
as per the CWC decisions.
Meanwhile meeting between CMD/BSNL and AUAB is scheduled for tomorrow 5 PM in
which details of the proposals are expected to be shared. Implementation of the
Promotion policy approved by the Board in May 2018 for BSNL Executives and LICE
for JTO are also part of the Restg agenda to be discussed with CMD and other
Board members.

vendor is not providing vehicle due to which works are badly getting hampered.

3. Transfer Posting issues of Surja Chowdhury, JAO.
Sr. GM(Finance) assured to personally look into the EPF issue of Bankura. He
also assured to make partial payment of pending vehicle bills of Krishnanagar.

Circle Secretary visited Krishnanagar SSA to celebrate BIJOYA on 18.10.2021. Circle President and members of Krishnanagar SSA was present at that celebration. This meeting of the AUAB notes with satisfaction that, the 3 day dharna
programme, organised by the AUAB at Jantar Mantar, New Delhi, from 21st
September, 2021, onwards, has become highly successful. Large number of
employees and pensioners from Delhi, as well as from UP (West), Haryana, Punjab,
Rajasthan, Uttarakhand and UP(East), have enthusiastically participated in this
3 day dharna programme. This meeting also notes with satisfaction that, this 3
day dharna programme has created a great amount of zeal and motivation among the
BSNL employees and pensioners throughout the country. This meeting conveys it’s
special thanks to all the employees and pensioners who have participated in the
programme from Delhi, as well as from UP (West), Haryana, Punjab, Rajasthan,
Uttarakhand and UP(East) and also puts on record, it’s appreciation to all the
circle unions of the constituents of the AUAB, belonging to the aforementioned
circles. Further, this meeting severely condemns the BSNL Management for issuing
a very retrograde letter on 17.09.2021, to create a fear psychosis among the
employees and to stop them from participating in this dharna. By issuing such
letters, Management is only trying to snatch the democratic rights of the
employees to protest, which we cannot be allowed. This meeting assures that,
further struggles and movements will be organised in the days to come, demanding
settlement of the issues contained in the charter of demands of the AUAB.

This was another landmark day on 21.09.2021 for SNEA WB SHQ
Team when they met the new CGM WBTC Smt Madhu Arora at her chamber. At the
outset we welcomed her with bouquet, sweets, I-Card holder and Pen stand along
with all our warm wishes for her stay in this Circle. Hon. CGM WBTC reciprocated
the same to us and conveyed all her best wishes to the newly formed SHQ body.
Due to her busy schedule the meeting was brief but worthy enough where we
highlighted on some of the pertinent points regarding regular attendence to the
office, FTTH issues, Battery and PP Tender etc. She gave her comments on each of
these issues and ensured to take care of the overall betterment of the circle as
a whole. In return we have also conveyed our sincere support to her in every
possible manner for the benefit of our circle. We also requested her to hold a
development meeting with us where we can have more detailed discussion. She
readily accepted the same.
In an epitome, the meeting was really courteous. Our association side was
represented by Com Somenath Ghosh, CS, Com Manik Ranjan Bhuniya, VP, Com.
Shantanu Chakraborty, OS, Com. Promit Gangooly, ACS, Com Mintu Debnath, DS, CNZ
and Com. Anirban Choudhuri, DS, CNTx-East.

(Fin), PGM (EB & MKTG), PGM (CFA) and PGM (CAL BA) and had had courteous
discussion with them.

of Newly elected SNEA WB Circle Body , I would like to take the opportunity to
thank each and everyone for making the 3rd Circle Conference of SNEA WB grand
success through Physically and Virtually on 11.09.2021.
Special thanks to all Delegates , Observers , volunteers, our earlier circle
body and all the veteran comrades who attended the Conference physically even in
this Pandemic. It speaks a lot about the integrity and flare of this
association..
I would also thank our respected CHQ President Com AA Khan, GS CHQ Com K
Sebistin, AGS Com Dilip Saha for their presence in virtual mode.
A special mention of Com. Shankar Sanyal, CP, SNEA, CTD and Com Amit Sarkar, CS,
SNEA CTD for their presence in the conference.

3rdCircle Conference of West Bengal Telecom Circle held on 11/9/2021
The 3rdCircle Conference of West BengalCircle was held at Moulali Yuba Kendra, Kolkata on 11/09/2021 in a grand manner. Circle office bearers, SSA Secretaries and delegates from all the SSAs attended the Conference physically as well as online in virtual mode. Some of the part of the conference, mainly the open session was streamed online through youtube. It was a historical conference as veteran battle-hardened leadership of WBC smoothly handed over the responsibility to run the association to bunch of energetic, young SNEAIAN of new generation. The august assembly was buzzing with confidence, new dream and targeted orchestration to lead BSNL and SNEA,WB towards a new horizon.
Circle President, Com.P.K.Roy, raised the association’s flag amongst slogan chanting to kick-start the conference.Circle President, Com. P.K. Roy gave the introductory speech. Outgoing CS of Circle body, Com. Tapas Ghosh greeted all the comrades who braved the pandemic situation to attend conference physically. He explained all important issues and achievements of WB Circle HQ and presented the Circle Secretary Report. Then the Circle Treasurer presented the audited financial report of his term. Both the Circle Secretary and Circle Treasurer reports were unanimously passed by the house.
Lots of District representatives and observer delegates took part in online mode also. CGM, WBTC Shri. TamalMaitra and CGM CNTX(East) Sri K.C.Ghoshaddressed the open session. Both of them have highlighted that proper utilization of man power and resources are need of the hour. They called for team work and dedication of all employees in such crunch hour. Role of SNEA, WB towards development and in resolving vital issues were applauded by both officers.
The meeting was also attended by Com. SankarSanyal, President, and Com. Amit Sarkar, Secretary, SNEA, Calcutta Telephones as invited guests. Com. Amit Sarkar addressed the house in the open session.
Delegates and other participants shared their valuable views in the meeting. Impetus was given on revenue earning. It is discussed that there is an urgent need to streamline FTTH marketing and policy related matters in WBTC. In CFA segment, it is very important to have a comprehensive policy at circle level to get a check upon ONU price, condition regarding termination of agreementwith non performing or non-conforming TIP may be made more stringent ,regular TIP meet, media stability in tandem with ETR et.al are required. Moreover, Teevra, FMS platforms are very vulnerable and faults are reported every now and then. We must introspect the reasons behind it. The meeting opined, marketing of CFA segment is utterly neglected. Immediate steps are required to revamp it. In major revenue earning areas, departmental OLT may be installed. A comprehensive database may be prepared circle-wise wherein wecan have our own OLT and its capacity utilization data may be looked in to.
Com. K. Sebastin, GS,Com A.A. Khan, President andCom. DilipSaha, AGS also addressed the meeting via online mode. In their addresses, they mainly focused on BSNL Revival and major HR issues solicited at the BSNL Corporate Office.All employees should be more and more united under AUAB platform to protect our beloved company, speakers observed. The provisional norms of restructuring as proposed are unscientific and framed without conducting any work study in the field units. Management is not at all interested in regular promotions to AGM/CAO and DGM equivalent cadres on regular basis due to obvious reasons.CHQ leaders inspired our comrades for prolonged organizational battle against the management for our legitimate demands.
The Unity of the Executives is the need of the hour. Management is cleverly dividing us and utilizing few among us according to their convenience, to meet their agenda. We have to recognize it and raise above petty demands, just for the welfare of all the Executives, CHQ leaders appealed.

Also small token were sent to all the working members of the Association via the District Bodies present in the conference.
At the conclusion, our previous CP Com. P.K. Roy who chaired the conference requested the CP CTD Com. SankarSanyal to give the Vote of Thanks for a change.

Today (08.09.2021) we met CGM
CNTX(E),Kolkata to introduce newly formed District Body of SNEA CNTX(E) & BBNW
Kolkata.

Chowdhury, CEC Member Com PK Sen were present.
Initially ACS introduce our newly formed district body and submitted the
official letter for formation of the new body. CGM congratulate to our newly
elected body.
We also invite him to be with us on our upcoming 3rd Circle Conference on 11th
September 2021. Initially he denied to attend due to COVID as he is also not
attending any official meeting physically. After our request he agreed to be
present there.
We also had discussion on several activities going on at CNTX and BSNL.
Finally meeting ended with positive note.

On 5.7.21,
we have met with DGM (HR & Admin) and subsequently GM (HR & Admin) to discuss
the matter of Transfer & Posting of some of our members pending long since. We
expressed our strong resentment about the lingering of these issues and
requested their earliest action in this regard.
Although they have assured to look into these issues but from our past
experience it tells us differently. Hence we have told categorically that we
will follow these issues closely and if the status quo is maintained, we will be
compelled to initiate our organisational activity.

Update
On 01.06.2021 Our SNEA Circle President Sri PK Roy, ACS Sri Somenath Ghosh met
Jt. Secretary Health, WB Govt.
After submitting our details proposal, Jt. Secretary Health refer us to met
State Health Officer. Accordingly we met him. Again we submitted our
requirements in details, and finally he convinced and instructed State
Vaccination Nodal for arranging the Vaccination. But they mentioned that
Vaccination will be provided free of cost to BSNL employees(Regular, Casual,
Contractual) only and vaccination will be age group wise, i.e. first 45+ age
group will be provided, then 18-44 age group will be provided. 2nd dose also
will be provided.
From BSNL end we have to provide details of employees(regular, Casual,
Contractual) information as per proforma provided by them.
After getting the data from our end, they will start vaccination within 2-3
days(based on availability).
All have to registered themself in cowin web sites with aadhar, and that
registration number should be shared during providing employees data sheet to
them.
SNEA WB is very much keen and putting best efforts to provide vaccination to all
employees.
Retirement of our Stall ward leader Com Dilip Saha on superannuation on 31.05.2021.SNEA WB wishes him a very very Happy and Healthy retired life.

Today(31.05.21) our ACS Sri Somenath Ghosh and DGM HR Smt. Sutapa Pal meet with
CMHO , KMC. A official letter has been handed over to CMHO. Also our association
diary has been handed over to CMHO by our DGM HR.
CMHO told that they are ready to organize Vaccination Camp at BSNL premises, but
they need the directions from Health Department, Govt. Of WB.
Our ACS contacted with Jt. Secretary Health, and fixed a meeting with him on
tomorrow.
Tomorrow our Circle President and ACS going to meet him at his office.
Simultaneously our ACS and DGM HR is also contacting with Woodland and CMRI for
the vaccination.

We are
pleased to intimate you all that Due to continuous effort of SNEA WB and SNEA
Kolkata SSA team, our member Sri Paresh Nath paul, SDE Arambag received Rs.
150000.00 (Rupees One lakh fifty thousand only) as advance for COVID treatment
for his wife, who was admitted at Hospital.
Now his wife recovered from COVID and got released from hospital too.

Vaccination
program
SNEA WB team contacted local MLA and Kolkata Mayor for conducting vaccination
program for BSNL employees. They intimate that due to huge shortage of
vaccination it may take few days, but definitely they will recommend for BSNL
employees.
We also contacted KMC, but they intimate that until and unless BSNL is announce
as FLW they may not extend their support.
Today (11.05.2021) SNEA team met CGMT WBTC in presence of GM HR, PGM CFA, PGM
Kolkata, DGM HR.
We intimate that if Govt. is not ready to give vaccination, then we should go
for Private.
CGM agreed and intimate that payment to be made by employee himself.
We oppose it and told that BSNL should make the payment and subsequently
necessary adjustment to be made.
After detailed discussion CGM agreed on it, and instructed Finance team to look
into the payment process.
Necessary communication has been made with Woodland Hospital for arranging the
camp. Now it's under process.
A google form to be prepared and circulated to collect the details willing
employee and their dependent for the vaccination.
Hope very soon vaccination program can be arranged.

After getting the letter of SNEA WB, CGMT wrote to Health Secretary for giving
Vaccination to all BSNL employees.
But till no positive response received from Health Secretary.
We discussed with HR, they intimate that they are trying but unable to
materialize the vaccination program. They request us also to try at our level.
SNEA WB is trying to reach all possible resources to get the vaccination done
for all BSNL employees.
If all resources failed, then we also have to organize camp like what CTD is
planning, but for which every individual have to pay the vaccine cost.

3 association of WB (SNEA, AIBSNLEA and AIGETOA) met GM HR regarding issuance of
order for roster duty/work from home.
From SNEA , sri Somenath Ghosh, ACS, Manik Bhuiya, ACS, and Abhijit Sarkar, AZs
COZ, were present in the meeting.
GM HR inform that today a meeting with all vertical head held under the
chairmanship of CGMT, and they concluded that roster may not be implemented as
no direction by WB state govt for CPSU.
We argued strongly with GM HR for issuing of order for roster duty.
After long argument , finally GM HR assured to put up for directions/approval of
the same from CGMT.

8.4.21 our Circle team comprising Sri Tapas Ghosh, CS, Sri Somenath Ghosh, ACS,
Sr Jayanta Mitra, CT, Sri Promit Gangooly, ZS, COZ and Sri Abhijit Sarkar, AZS,
COZ has met with CGM (CNTX East).
At the beginning we have submitted our representation regarding COVID-19
VACCINATION of all the employees under ETR and ETP. He readily appreciated our
concern and instructed the concerned to take up the issue with State Health
Body.
Then we enquired about the augmentation of 60G BW on Railtel OFC in KOL-CHN
route. He has informed that 20G has already commissioned and the rest 40G will
be done in very near futute. He also elaborated some of his plans to make the
backbone more robust with more redundant routes. He informed that some of his
plans of hiring new dark fibers are in advance stage of approval in the
Corporate Office. He has given sufficient requisition for OTN and CPAN
equipments to make the network reliable and cater to the need of the hour. Some
of these routes include like Siliguri-Kalimpong route via Chalsa over WBSETCL
OFC, Cuttack-Sambalpur Route which is very vital in KOL-CHN route,
Arambagh-Champadanga route etc.
In this connection we enquired about the proposed DGP-KOL 20G route. The
requisition from CGM, WBTC has already been submitted to him. Further he has
asked for data traffice volume in that path which will be submitted to him by
tomorrow. He has immediately asked the concerned to put up the matter.
Regarding the connection to the pairing servers at Tata Communication office as
per the recent order, he informed that the connectivity is almost ready from his
end. Some liaison is to be done with CTD for further commissioning.
Lastly we informed him that the AIEL-3 from ETP is still pending and necessary
reminder has been issued from Corporate Office very recently. He has immediately
asked the concerned to comply at the earliest.
Thus the meeting lasting for more than one and half hour concluded 9n a positive
note. We thanked him for his patient hearing albeit his busy schedule.
Today on
8.4.21, our circle team comprising Sri Somenath Ghosh, ACS, Sri Manik Bhuniya,
ACS, TF, Sri Promit Gangooly, ZS, COZ & Sri Abhijit Sarkar, AZS, CO has met with
CGM, WBTC in the presence of GM (HR & Admin).
At the beginning, our Circle team congratulated CGM, WBTC for achieving more
than 100% over target revenue in the month of March'21. CGM has also
reciprocated the same to all the employees under WBTC for their utmost effort
that resulted in the same.
Our Circle Team has submitted a letter to CGM, WBTC requesting his good office
to take initiative for VACCINATION of all employees in WBTC against COVID-19 in
the view of the recent second wave. Also his attention has been drawn to the
recent order issued by GOI regarding holding of VACCINATION camp in the office
premises under certain conditions. CGMT has immediately instructed GM(HR &
Admin) to do the needful in this regard.
We have also requested him to reinstall adequate safety measures like thermal
gun, sanitizer etc. at all the offices against the COVID-19. He has again
requested GM(HR) to do the needful ASAP.
The faulty lift at the CTO Building for last few days has been posing
difficulties for some of the employees. Already it has been learnt that 80% of
the cost for a new lift has been paid to the Vendor. We have requested him to
instruct the concerned to expedite the lift replacement urgently. He has assured
of his onus for the needful.
We have requested to consider some of the transfer prayer of our members. He has
requested to take up the matter separately with GM(HR). If anything needs his
concurrence, he will consider accordingly.
Lastly, we have expressed our concern about the delay in the salary disbursement
process in WBTC even after getting the fund authorization from the Corporate
Office. It has almost become a custom of atleast a day delay in this process
compared to the neighboring circle like CTD. We have requested him to confirm
the salary disbursement on the same date of fund authorization as done by other
circles.

Today we
have met with the GM (HR & Admin, Tx), WBTC. Our association side has been
represented by Sri P K Roy, CP, Sri S Ghosh, ACS and Sri P. Gangooly, ZS, COZ.
At the outset, we have expressed our great concern over the frequent outage of
the KOL-CHN 80G Tx route. As he is also the GM(Tx) of WBTC, we requested his
strong intervention at the earliest. We have demanded that the recently approved
Railtel route has to be commissioned on priority basis. ETR and ETP officials
have been contacted by his good office already in this regard and he also
assured of his positive intent in this case.
We also requested him to pay his attention for the redundant Tx route in
between........ as proposed by the respective BA.
In the said meeting we have requested his good office to forward the transfer
case of Sri Bimalendu Bhowmik, TDM, JPG on spouse ground to Corporate Office as
they are the only competent authority to consider the transfer in the AGM grade.
GM (HR) has finally agreed to this argument and requested to ask the candidate
to tender another reminder in this case, as his earlier prayer was disagreed by
his office.
We have also discussed few other prayer transfer cases which are pending long
since. We have requested him to consider the Rule 8 cases as well. He has given
a patient hearing to all these issues and assured to do the needful. But we
demanded his earliest intervention so as to resolve these HR issues, otherwise,
we will be compelled to take a strong stand regarding these issues.
GM (HR) has expressed his serious concern over the irregularities in the office
attendance in some of the SSAs which are inversely affecting our revenue. We
have assured our solidarity and requested to take strong action towards the
officers/officials concerned.
In continuation of the above issue, we have also propagated our concern about
the serious issues arising due to the unplanned BA restructuring and its
implementation in WBTC. Till date no proper order has been issued from Circle
Office regarding BA posting of the officers and their duties as per the
restructuring guidelines. This is creating serious pandemonium in the BA
functioning. We have solicited his proper address to the issue ASAP.
Lastly, we have drawn his attention that our beloved CP is going to retire in
the month June'21. As he is currently looking after the very important post of
SDE (NOFN), so we have requested GM (HR & Admin) to post a suitable replacement
at the same post early for the smooth transition of that charge. He has
appreciated our concern. Also we have requested him to issue the SDE(L/A) issue
at the Circle Office level for the time being as some of our officers are
looking on some of the charges in the interest of the service only.
The meeting has concluded after almost an hour of detailed discussion. We thank
GM (HR) for his patience to listen to all our issues minutely.

2021 Circle body had a positive meeting with CGM CNTX(East) regarding immediate
resolution for frequent failure of backbone networks(Kolkata- Chennai) and its
stability.
Details discussion held on this and CGM CNTX(East) assured that within 31st
March media will be stable. BSNL is Hiring 50G Media of Railtel from Kolkata
Chennai. Also proposal for hiring of DVC media between different parts of
WB are on final stage. By which Media related issues will be resolved.

Today (09.02.2021) one of SNEA soldier Sishir Ranjan Biswas passed away. He was retired from Kolkata SSA on 30.07.2018 as SDE. He was one of the devotee frontline soldier of SNEA WBTC. He was a person who always admire young blood in BSNL. He will be in our heart forever. Rest in Peace.

Today we have met with the DGM (HR & Admin), WBTC and GM (HR), WBTC. The

We have conveyed our gratitude to them for the recent cancellation of the
transfer order of Sri Narugopal Dutta, ZS, BKA SSA. Also we have requested to
consider the prayer transfer cases and Rule -8 transfer cases. Recently few
officers are joining under Rule - 8 or cancellation of Rule - 9 cases. We have
requested the administration to release some of our members who are waiting for
Rule - 8 transfer.
We also discussed the anomaly i.r.o. order issued for SDE(L/A) of Circle Office, where junior got the SDE(L/A) but order for seniors yet to be issued. We demand to issue SDE(L/A) to those seniors immediately. GM(HR & Admin) assured to sort-out the issue.

Maitra and felicitated him with flower.Sri Tamal Maitra has taken the charge of

The meeting has been mostly informal in nature where our association leaders
greeted the new CGMT, Sri Maitra. Discussions on various topics like recent
situation in Circle Office and overall BSNL have taken place. Our association
has earlier met him when he was the then PGM (HR). So he is aware of most of our
pending HR related issues. Our CS and CP have once again requested him to
consider those issues from his level. He has assured to take care of all the
issues as far as possible.
Lastly our association leaders have given assurance of our whole-hearted support
to him for whatever development work he undertakes for overall betterment of
BSNL services in WBTC. Thus the meeting has ended on a positive note.

AGB of Coochbehar Zone on 20.10.2020:
The president of SNEA,CoochBehar Zone started the AGB by welcoming all, Com. Circle Secretary,Circle president,Circle office bearers,CWC member,Zonal executives and all comrades of this zone and nearby zone,the president delivered his welcome address and narrated the reason of non conducting the AGB in time due to Covid -19 & mainly due to closing of the TDM office for about one year by security guards.All the members of this zone attended in the AGB on 20.10.2020 held in the TDM office campus(Ist floor). Three members and all the leaders of the SHQ attended in the on line system(Google meet). The farewell of the retired employees(VRS & normal) could not be done due to Covid -19. The Zonal Secretary placed his report by describing all all the matters during last tenure.
Both the reports had been passed by the house. Due to unavoidable reason, our Circle secretary & Asst. Circle Secretary were not present. Circle president,two CWC members were present and delivered their valuable speech one by one. At last the present Zonal body has been dessolved and new body has been formed unanimously.

hold a meeting with all association for implementing MEDICLAIM for all willing
employees of WBTC.

received quotation and facilities offers by them, best one will be selected.
It's understood that if someone opt for this group mediclaim, his/her premium
will be less than 30-40% of individual premium. We need to identify probable

As per scheduled, formal meeting has been
held with all recognized Associations/Unions regarding Restructuring of BAs. The
meeting chaired by CGMT,WBTC. Also PGM(HR & Admin), DGM(HR & Admin), DGM(Finance)
was present from official site. From SNEA, Com CP Pk Roy and Com ACS Somenath
Ghosh were present. Representative from other recognized Association/Unions were
there.
Details discussion were made regarding restructuring. All representative shared
their views. The discussion was mainly as per line we lastly discussed with CGMT
on 17.09.2020.
We request to hold same types of meeting by BA heads with recognized
Association/Unions at BA level for smooth implementation.
We strongly opposed the order issued by Circle Finance wings on 24.09.2020 transferring Account officers without consulting.
We also request to post Finance executives on CSCs. CGMT, WBTC instruct DGM(Fin) to hold official meeting with SNEA.
We also request to mature Rule 8 cases.
A formal meeting has been called with all recognized Associations/Unions regarding Restructuring of BAs. Letter
A fruitful meeting was
held with CGMT WBTC 17.09.2020 at his chamber in view of the ensuing
Restructuring exercise and overall Development, HR and other issues in WBTC.
In the said meeting, SNEA, WB was represented by, Sri Pradip Kumar Roy (CP), Sri
Tapas Ghosh (CS) , Sri Manik Ranjan Bhuniya (ACS(TF)), Sri Somenath Ghosh (ACS
(T)) and Promit Gangooly, (ZS(COZ)).
At the beginning CS thanked CGMT for giving his precious time for this meeting.
Since after the EMV’2020 it was the first formal meeting with CGMT, WBTC, our CS
assured him of our positive and constructive role as the Support Association as
before.
After a brief talk on general health of overall BSNL, extensive discussion took
place on the recent restructuring exercise in WBTC as per the order of
Restructuring Cell.
Our CS apprehended the viability of the idea of BA formation according to the
Revenue aspect as Revenue is very much variable and thus this whole exercise may
not be as robust as it should be depending on the Revenue criterion. Also such
exercise without sufficient manpower may not be as fruitful as desired. Some of
the points which have been strongly conveyed regarding possible transfer in this
exercise to the CGMT are as follows:
There should be as minimum transfer as possible in this pandemic.
The transfer policy should be transparent.
Any whimsical pick-and-chose transfer will be strongly protested.
The prayer transfer already existing should be given priority if that is
feasible.
Option may be called from the executives within the same BA jurisdiction for
posting at BA Head Quarter and candidates may be chosen depending on uniform
criteria.
In this regard it has also been proposed that JAO/AO s may be given more
importance and some of the non-technical or semi technical jobs may be conferred
to them in this exercise. CGMT was very much amicable to all these proposals and
assured to consider all the above points while finalizing the exercise. He also
informed that in this restructuring process JEs will also be given very much
importance which we readily appreciated as this will be very much motivating and
learning process for the young JEs.
Next it was requested to the CGMT to consider all the Rule-8 cases
sympathetically. The CGMT has assured to consider all the prayers as far as
possible.
We also brought in to the notice of CGMT about some of the recent transfers
taken place in Durgapur Division and asked for his immediate intervention in the
best interest of our service. In this context we have given our specific
suggestions for better maintenance of MSC, NIB and other services at Durgapur.
Considering the overall situation in WBTC, we requested CGMT to give more
importance in EB, FTTH, Transmission and CM. It was also brought to his notice
about the long pending requests of Temporary Advance and its disastrous effect
in the service. CGMT informed his awareness about this issue and told the
Temporary Advances are being allocated as and when funds are available. But he
has shown his discontent as the outsourcing model is still not being matured by
the BAs.
The present situation in Coochbehar SSA has also been referred for his immediate
intervention as services in the SSA are getting badly hampered due to the
ongoing agitation by the Security Guards for the last almost one year. The CGMT
has informed that he has discussed the matter with the concerned SSA Head and
told him that payment of 7 months will be disbursed shortly. Accordingly SSA
Head should meet the District Civil as well as Police administration. Even after
that if the situation does not improve, the case will be referred to DOT to take
up the matter with State administration.
At last, we requested him to arrange for cashless treatment for the COVID-19
affected employees. He assured to look into this matter as it is very much
relevant. However on request of Insurance coverage for the employees, he advised
to take up this issue with Corporate Office.
The meeting concluded with our representative expressing gratitude to the CGMT
for his patience to listen all these issues. In turn CGMT also appreciated SNEA
for its genuine concern about overall BSNL and its employees. Thus the meeting
ended with a positive note.

Today(16.09.2020) Circle President Sh. P.K. Roy and Asst.
Circle Sec. Sh Somenath Ghosh met PGM(HR & Admin) to discuss about restructuring
and other issues.
We intimate PGM(HR & Admin) about the stand of SNEA on restructuring, that SNEA
appreciate the move of restructuring but as in WBTC huge shortage of executives
so its may create a mess.
PGM(HR & Admin) also in same opinion. PGM(HR & Admin) brief us about the ongoing
restructuring plans.
HR section also doing exercise on it. As intimated PGM(HR & Admin), CGMT wants
to meet recognized and support association shortly.
PGM(HR & Admin) intimate that to make the BA operational, executives at BA head
quarters are required.
We request to consider all the prayer transfer and Rule-8 cases during this
restructuring.
We request PGM(HR & Admin) to arrange for cashless treatment for COVID affected
employees. PGM(HR & Admin) replied that it might not possible as no hospital is
coming forward for offering cashless to BSNL, but BSNL will reimburse the claim
amount as per norms.
We also request PGM(HR & Admin) to take the necessary steps to offer group
medical insurance for all.

First of all I like to congratulate all my beloved members of SNEA West
Bengal. Without your dedication and solid rock mentality, we could not
stay united and that has been reflected in the 2nd MV election result.
As an Association we have achieved a good support from all over India
also though some small factors resisted us to be no.1 in BSNL as a
whole. Now it is our satisfaction that we are no.1 at least in West
Bengal. So the members have bestowed us great responsibility for coming
years. We have to work together to resolve all the issues at Zonal &
Circle level for the sake of our members and BSNL WBTC also. As Circle
President of SNEA WB I thank all the Zonal Secretaries, Zonal
Presidents, Zonal Office bearers of different Zone as a whole from
Circle Body. I want to thank specially my Zonal secretary Promit Ganguly,
Zonal President Saibal Chakraborty, Zonal Treasurer Tapas Pal for
extending good support and enormous effort with our new Captain Somenath
Ghosh who has done a splendid job in this 2nd MV on behalf of Circle
Body. I also congratulate our Circle Secretary Tapas Ghosh, General

11th AGB meeting of SNEA Durgapur Zone was conducted
successfully in the gracious presence of WBTC CP Mr P.K.Roy, CS Mr Tapas Ghosh,
AGS CHQ Mr Dilip Saha,CWC Member CHQ Mr Srikanta Awan, ZS of Asansol
zone,Burdwan Zone,Suri Zone,Bankura Zone,Krishnanagar Zone.
At first Comrade Dilip Saha AGS CHQ elaborately discussed on the present
condition of BSNL and different HR related issues which was fought by our Mighty
Association. He gave us his valuable suggestions to get more than 51% vote in
this Membership Verification.
Comrade Tapas Ghosh CS WBTC discussed on present condition of our organisation
and association too. He shared his valuable vision that how this new generation
association members will continue the glory of this mighty association to a new
level of excellence. He also gave us the message to fight united in the upcoming
membership verification.

The house confirmed the minutes of the last zonal conference.
Zonal Secretary Com. Asis Sarbadhikari placed the zonal secretary report before
the House that has been passed in house.

this report has not been passed due to some discrepancy. And one committee has
been formed to review the report.

Settlement of claims and family pension of Late Pranab Kr. Laha
As you know our beloved member Late Pranab Kr. Laha, EX SDE Durgapur expired on
04.11.2019, after his sudden demise that family was going through a tough phase
as no claims and family pension was settled.
SNEA SHQ took the case and continuously pursued with CCA to settle the issue
even in this pandemic situation.
After a continuous effort of Circle body of SNEA WBTC, that case has settled.
The State committee feel pleased to stand behind his family.

Bankura and Berhampur Zone. The virtual

The Annual General Body Meeting of SNEA Kharagpur zone
was held at the GMT conference hall, Kharagpur on 14th March 2020.

SNEA WB, were present on the AGB. The AGB was inaugurated by Com. J.K.Bisoi,
Zonal President, by lighting the lamp. This was followed by observing silence
for one minute in the memory of departed comrades and self introduction of the
members. After the minutes of the previous AGB meeting was confirmed, the Zonal
Secretary and the Treasurer placed their reports which were adopted. At the open
session, the Chief Guest GMT Kharagpur Mrs Mira Mandi delivered her speech about
the developmental activities that are to be done for the revival of BSNL. The
quorum was then addressed by other SHQ leaders.
On 21.03.2020 SNEA WB and
AIBSNLEA WB meet CGMT, WBTC for the present Corona situation. From SNEA Com CP
PK Roy, CWC Member Com Srikanta Awon and ACS(T) Com Somenath Ghosh were present.
Details discussion held about the present situation and the effect of COVID-19.
CGMT, WBTC is very much scared about the situation and convey to take all kind
of precautions by each and every individual. CGMT, WBTC also inform liquids soap
will be available at toilet, if sanitizer get from market it also to be kept at
office premises.
We request CGMT to allow to work from home and shutdown of offices for next
week. CGMT informed that he is also in same opinion but as no such order is
issued by Corporate Office and State Government so he cannot issue this type of
order. But he asured to instructed unit heads to manage their works with deploy
of available staff on shifting as per their convenience.
We also request CGMT to convey the present situation , facts and panic created
among each and every employees of BSNL about COVID-19 to CMD, and he assured the
same.
Regarding VRS Option window:
It is intimated that BSNLCO has directed ERP
Core team to incorporate some changes in VRS Option screen in ESS
Portal and is under development.Most probably
VRS Option window will be opened by today (05.11.2019)
afternoon.
Meanwhile BSNLCO has directed ITPC Pune to develop an App for VRS
Calculator .The VRS App calculator link may
be like an app to be installed in mobile or may be given as web address and
is now pending for approval from competent authority.
Exercising of option is through ESS Portal. After submission of VRS Option,
the Employees have to submit the printout of VRS Option form in
Triplicate duly signed in Blue ink to
concerned administrative office within 3 days from the date of exercising
the option.
AGB Suri Zone
:: Annual General Body Meeting of Suri Zone SNEA Held on 19.02.2020 in a
festive mood and great enthusiasm. Com Sankar Sanyal, Com S Awon and Com
Somenath Ghosh was attended from Circle Body to make the conference success.
All members of Suri Zone was present. The VRS opted officers was also
present except few.
The meeting started after paying homage to departed soul by keeping silence
for one minute and self introduction. Zonal secretary Com SP Das addressed
his Report and explained the situation and Organization position after VRS.
10 Nos of Members has been taken VRS from Suri SSA and now the membership
strength is 16.
Treasurer placed his audited account and passed by house. Thereafter all
members present in the house expressed their views and discussed about
future programs.
After dissolving Old Zonal Body the House for processing election of
officer bearers for next term, only one Panel submitted for office bearers
and the same has been accepted. The Following members are declared elected
as office bearers for next tenure.

2) Farewell fund to SSAs :
SNEA WB demanded for release of farewell fund to SSAs for VRS-2019 as well
as normal retired (on superannuation) who yet not received conventional
gifts & memento from management.
SR. GM(F) informed that the fund for farewell already allotted, HR section
should distribute the same.
Meeting with CGM(T), WBTC
On 22.01.2020 SNEA WBTC CP Com PK Roy, CS Com
Tapas Ghosh, CWC member Com Srikanta Awon and ACS(T) Com Somenath Ghosh meet
CGM WBTC and the following issues has been discussed.
1. Telecom Factory, Kolkata will be
merged with WBTC w.e.f. 1st Feb.
2. As per BSNL Corporate Office guidelines,
CTTC Saltlake
should be closed soon, only RTTC will remain operational. CS strongly oppose
the proposal and request CGMT to retain the CTTC Saltlake as it's one of the
highest revenue making CTTC in India.
3. To strengthen Transmission wings,
Posting of at least one SDE at Circle Transmission, and SSA transmission.
CGM assured the same and also told a trans O&M team to be formed at SSA
also.
4. Regarding outsourcing of Outdoor plants
in post VRS: Initially outsourcing will be made at SLG, DRJ & GTK for trial
basis, there after it may be implemented in other area also if required.
5. CGM also express that minimum outsourcing are being done considering the
good number of manpower in form of listed labour available at WBTC, and they
will be utilised at maximum.
6. On meeting on 18.01.2020 at Corporate Office with CGMs and CMD, CGM
discussed elaborately about the out comes of the meeting and also assured
that BSNL will turn back, and now the fund position is better and CO started
to released the funds on vital heads.
7. Transfer order to home SSA for VRS
optees will be issued before 28.01.2020.
8. CS request CGM to post at least one Regular AGM in Each SSAs
for smooth running of SSA.

A Circle Office Bearer along with ZS/ZP
meeting was held at Telephone Bhawan on 07.01.2020.
Agenda of the meeting was
1. Welcome speech by Circle President.
2. Organizational activities in post VRS scenario.
3. Misc. if any with the permission of the house.
Meeting was started about 4PM, all the ZSs/ZPs of Kolkata based zones along
with Burdwan, Kharagpur and Krishnanagar zones were present in the meeting.
CP welcome all the participants with the new year 2020 greetings.
CS started the discussion about organizational activities in post VRS
sceneries, and it is decided that for zones from where ZS/ZP is retried /
opted for VRS / going to be retired on superannuation on 31.01.2020, AGB to
be conducted as an earliest and new Zonal Body to be formed.
A tentative date have been fixed of teh AGB for the Zones as below:
1. Suri - 19.02.2020
2. Jalpaiguri - 23.02.2020
3. Asansol - 01.03.2020
4. Durgapur - 08.03.2020
5. Burdwan - 22.03.2020
6. Berhampur - 29.03.2020
7. Bankura & Purulia - 05.04.2020
8. Kharagpur - 10.04.2020
9. Kolkata SSA within February.
10. Circle Office within February.
CS also inform that a CEC to be held in the month of May preferably on 9th &
10th May 2020.
